This report is based on the responses of 125 arts organizations. They range from small limited-interest groups to institutions with multi-million dollar budgets. Some are run out of volunteers' homes while others have marble edifices. The respondents in this report do not include local school districts, although universities are included. A copy of the instrument and totals is included as an appendix.

From the start of the Peel-harvey study in 1976, scientific research and extension have been closely linked. Trials, some involving major drainage works, have been set up on about 30 farms and several field days and seminars have been held.

The Peel-Harvey Study Group anticipates that farmer acceptance of the Department of agriculture's recommendations will reduce the phosphorus input to the estuary by 30 to 40 per cent over the next three to five years. At the same time farmers will benefit from modified cultural practices better suited to the sandy soils of the coastal plain.

In the Fall of 1983 the John W. McCormack Institute of Public Affairs asked a number of experts in various fields from within and outside the University to prepare an analysis of the major policy issues facing the City of Boston in 1984.

In December 1983, the Boston School Committee and City Council, in separate half-day seminars, came to the University for discussions on the issues identified. At the same time, the papers prepared were delivered to the transition teams of the Flynn Administration. This report briefly summarizes the major findings of the effort.

Over the past two years, the Foster Parent Training project, in close cooperation with the Department of Social Services, has been successful in training over 1,000 foster parents and caseworkers in the Basic and Adolescent curricula. A statewide network capable of providing on-going support to local foster parents has been developed. In addition to the 16 regional trainers, over 55 local people interested in foster care have participated as co-trainers. The involvement of other local resource people such as judges, counselors, caseworkers, and attorneys has increased the number involved in training even more. A summary of the transit-related benefits and an assessment of the economic effects of Tri-Met's operating and capital expenditures was performed. The economic effects of the agency's expenditures were derived using a 24-sector input-output model of the four county Portland SMSA economy. Input output analysis is frequently used for the purpose of impact assessment because it provides exceptionally detailed estimates of interindustry activity, employment and income that result from agency/project related expenditures. The primary data and background information needed to perform this analysis were provided by the Tri-Met Transit Planning and Development Office.

In a city where 70 percent of the households are tenants, where incomes are low and housing expensive, and where major demographic and economic changes are taking place, easy answers are not available. Most of the recent analyses of Boston's housing problem reveal a complex and contradictory mix of positive trends and negative factors, clouded by a growing percentage of poor and near-poor resident households in the City and declining commitments by the federal government to housing, particularly for subsidies of new housing production.

That Boston's housing problem, unlike that of many other large cities, is of manageable proportions, however, is attributable mainly to the following demographic trends and forecasts that are not likely to exacerbate the problem and that many even ease some of the most serious current and future pressures of …
