In Man, the State and War, Kenneth N. Waltz claims that for a peace prescription to be valid, it must be based on a proper view of the causes of war. Waltz analyzes the validity of three basic causes of war: man himself, the characteristics of the nation-state, and the international system.
I have examined the views of Elder Stephen L Richards on peace and war in the context of the Waltz framework. Elders Richards believed that the failings of men were the primary causes of war. His prescription for peace was widespread acceptance of the Gospel. He disagreed …

The purpose of this study was to identify program characteristics of semesterized secondary vocational agriculture/agribusiness programs which promote student involvement in supervised occupational experiences and FFA leadership activities. The design of this study utilized three data collection instruments. The first instrument was an SOEP/FFA involvement survey developed by the author. The second instrument was developed by the author and solicited SOEP and FFA program characteristics deemed necessary in a semesterized program by instructors of the cooperating schools. The third instrument, an SOEP/FFA program characteristic opinionnaire, was developed by the author as a result of the program characteristics submitted by participating …

A Review Of Explicit And Implicit Propositions About Women As Terrorists, Ineke Haan Marshall, Vincent J. Webb, Dennis Hoffman

The purpose of this paper on women as terrorists is threefold. The first aim is to examine a portion of the existing literature in order to identify explicit and implicit propositions and hypotheses about the causal dynamics involved in female terrorism. The second is to make a critical examination of these propositions and hypotheses and to categorize the nature of prevailing explanations of women as terrorists. Finally, the policy implications of the various approaches to explaining female involvement in terrorist activities are examined.

After the expenditure of some $200 billion (1984$) since the launch of its first spacecraft in early 1958, the United States has obtained the scientific knowledge and developed the technological capability and professional expertise to succeed in virtually any theoretically possible civilian space venture that it may choose to undertake, But America’s second quarter-century of space activities promises to differ markedly from the first, almost wholly exploratory, era. The Octofoil is the offical publication of the Ninth Infantry Division Association, Inc., an organization formed by the officers and men of the 9th Infantry Division in order to perpetuate the memory of fallen comrades, preserve the esprit de corps of the Division, promote peace and serve as an information bureau about the 9th Infantry Division. The Association is made up of 9th Infantry veterans from WWII and Vietnam, spouses, widows and lineal descendants.

This Study analyzes Tigard's expenditures for FY 82-83, FY 83-84, and FY 84-85 in a manner comparable with that produced as part of the Washington County Urban Service Study (Phase I).
Total City expenditures for urban services increased by $98.42 per capita (Cur rent Year $) during the study period. A large portion, $75. 84 per capita (Current Year $), of this increase is attributable to Capital and Debt Service expenditures associated with LID 1 s and the Civic Center project. The increase in operational expenditures accounted for only $22.58 per capita (Current Year $). This increase is the result …

On June 17, 1982, the Center for Applied Urban Research at the University of Nebraska at Omaha received an award of $72,212 from the W.K. Kellogg Foundation to conduct a training and technical assistance program in microcomputers and small and rural local governments. The overall purpose of this project was to enhance the management capabilities of these governments through the use of computers. The following is a brief report on the activities undertaken during the second year of the project.

In December of 1983, CAUR undertook a survey of computing in local governmental agencies in southeastern Nebraska in order to identify the type and extent of data processing services used by these governments. Data were gathered by telephone interviews with five types of jurisdictions in southeast Nebraska. These included all city governments with a population of 2,500 or more, all county governments, all school districts with enrollments of 1 ,000 and greater, all electric utilities with …
