The Deputy Ministry of Social Welfare and the Deputy Ministry of Social Security provide a spectrum of social service programs and activities. However, utilization of the designated services is incapacitated by the existing gap between the potential clients and the social service providers. Certain barriers have contributed significantly to the clients' underutilization behavior of the assigned services.

The study examined the Black church laity's expectations of the urban minister regarding his involvement in specific social and political issues that confront inhabitants of urban areas. A survey was administered to individuals in Black churches of different protestant denominations in a Southeastern Virginia City in order to determine the degree of the laity's expectations. Specifically, the survey sought answers to the questions: Do Black church laity expect the minister to deal with socio-economic and political problems in urban areas? and, What particular urban problems do the laity expect the minister to offer leadership in facing or solving?

The theme which I wish to explore is that further improvement, indeed maintenance, of the general living standards of Nigerians which will require a rapid growth of the non-oil economy must grow not only to compensate for the decline in oil earnings but also to effect the desired increase in incomes, foreign exchange earnings and public revenue. The domination of oil income in the balance of payments and federal government revenue at present is such that for one percent decrease in oil income, the non-oil component must rise by roughly ten percent to prevent exports or government revenue from declining. …

The purpose of these introductory comments is to set a framework for the examination of SID-related problems. In preparation for this task I examined the 1975 study conducted by CAUR.1 The first chapter contained an examination of alternatives to SID's. These alternatives were derived from a typology of development concepts based on: 1) who made the decisions about public improvements or development and 2) who financed them.

Kearney and its neighboring communities are market centers providing services to their resident populations and to the surrounding farm population. Investment decisions for large transportation projects are complex, multifaceted phenomena. Generally requiring many years to bring to fruition, such decisions are often reduced at crucial junctures to raw political deals or technical data analysis on limited items. Throughout the range of alternatives considered, analyses completed and policy-making sessions which contribute to such investments, the imagery of a rational, sequential and wholistic decision making process and substance dominates. The Octofoil is the offical publication of the Ninth Infantry Division Association, Inc., an organization formed by the officers and men of the 9th Infantry Division in order to perpetuate the memory of fallen comrades, preserve the esprit de corps of the Division, promote peace and serve as an information bureau about the 9th Infantry Division. The Origins Of English Aging Policy: A Re-Examination Of The Cyclical Theory Of Social Relief, John B. Williamson, Kenneth J. Branco

The Journal of Sociology & Social Welfare

This paper examines the explanatory power of Piven and Cloward's cyclical theory of social relief through an exploration of policies in England from the twelfth through the nineteenth century. While there is evidence of a cyclical trend between restrictive and liberal policies in this period, we find that those shifts cannot consistently be explained by social turmoil. There is also evidence of a long-term trend toward a more restrictive aging policy which is unaccounted for by cyclical theory. This trend can be better explained by a more basic set of ideas uncerlying cyclical theory, i.e., the needs of a capitalist …

The Treasury Department's tax reform proposals in 1985 should be opposed because they would 1) reduce incentives for new investment; 2) reduce venture capital for high-tech and other enterprises; 3) raise the tax burden on small businesses; 4) would create uncertainty for investors regarding future tax rules; 5) reduce economic growth; and 6) weaken the financial position of states and of private non-profit institutions.

Evaluation Of Proposals For An Electronic Data Processing System For The City Of Seward, Nebraska, Donald F. Norris

In February, 1984, the city of Seward released a request for proposal (RFP) for an electronic data processing system to automate certain city functions. The RFP was based on an information management requirements analysis undertaken in the fall of 1983. The RFP produced a response by eleven (11) data processing system vendors. These proposals ranged in price from nearly $62,000.00 to over $158,000.00 in five-year costs. Many of these proposals were incomplete.
