The prior appropriation doctrine has governed the allocation and use of water in the western United States since the 1850s. The shifting nature of water demand is bringing about changes in the traditional legal system. While the housing problem in the United States has changed since Franklin Delano Roosevelt proclaimed that "one-third of the nation is ill-housed," it has by no means disappeared. For most low-income people, and to a lesser extent for moderate income people, housing still presents formidable problems.

Academics and housing analysts recognize four major aspects of the housing problem: affordability (ratio of housing costs to income), adequacy (including quality and overcrowding), neighborhood conditions, and availability. Over the past decade, the nature of the country's housing problem has undergone some important transformations.

This study investigates the relationship between the remaining residents of Appalachian Eastern Kentucky's Red River Gorge area and their environment with special emphasis on the historical and current social factors that play a role in their refusal to vacate the area. For two decades, these people have faced the possibility of losing their land and homes to area development projects while they have simultaneously become aware of what it can mean to be labeled "Appalachian". The word "deficit" has dominated the most recent 35 years of Boston's fiscal history. This report probes the experience and lessons of this history in order to propose a more permanent resolution of Boston's financial difficulties.

Three deficit categories are identified and analyzed: appropriation deficits, revenue deficits and overlay deficits. Over the past 35 years, the City has had 12 years of appropriation deficits, 19 years of revenue deficits and 28 years of overlay deficits. In each year the City's budget was certified as in balance. Long-Term Trends In Public Concerns In Two Societies, Rachel Kats

Trends in public concerns from the early 1960's to the mid-1970's are compared for Israel and the United States, relating changes in concerns to historical and social change which occurred during the decade in both societies. The analysis is based on open-ended questions regarding views of either personal or nation's future -- hopes and fears for that future -- and a Self-Anchoring Rating Scale, by which the respondent evaluated personal and nation's situation in various time perspectives. Health And Social Welfare Needs Of The Elderly: A Preliminary Study, Baxter Wright, Bruce A. Thyer

The Journal of Sociology & Social Welfare

In a period of shrinking fiscal resources it is especially important that budgetary decision-making processes be based upon empirical data relating to the actual health and social service needs of the elderly. The present study consisted of a comprehensive survey of the social service needs of a random sample of 75 normative elderly citizens drawn from a multi-ethnic population. The results provide a preliminary data-base for administrative and policy-making bodies to allocate scarce social service resources.

Purpose. The purposes of this study were: (l) to determine the competencies related to farm credit needed by farmers and the degree of each competency needed for successful use of farm credit; (2) to determines the degree to which young farmers/ranchers possess the competencies related to farm credit; (3) to determine sources of training for these competencies; and (4) to provide information needed to plan an educational program that will enable farmers to use farm credit efficiently. This study was undertaken in order to develop information that could be used to assess the feasibility of Nebraska compliance with federal guidelines under the Juvenile Justice and Delinquency Prevention Act for removing juveniles from jails and lockups for adults. Information derived from existing literature, official data on juveniles in Nebraska jails, data generated from a study of existing alternative detention facilities, and a survey of sheriffs was used. In addition, a policy analysis of Nebraska laws and proposed changes in federal JJDPA law was undertaken.

The Center for Applied Urban Research presents this report to the Nebraska City Chamber of Commerce and Business Improvement District Board as the product of the market area analysis conducted for Nebraska City. The analysis took the form of a survey of residents in the Nebraska City market area to determine residents' shopping patterns, motives for and perceptions of shopping, and market area configuration and leakage. The survey was administered to a random-stratified sample of 500 residents living within a 45 mile radius of Nebraska City.

The Association is made up of 9th Infantry veterans from WWII and Vietnam, spouses, widows and lineal descendants.

Ideology And Opportunity In Social Work During The New Deal Years, Norma Kolko Phillips

As the country moved from a dominant ideology of voluntarism towards the welfare state during the New Deal years, conflicts and compromises occurred within the social work profession that required a definition of the role the profession would assume with relation to the public sector of social welfare. The nature of the relationship that evolved between social work and government, and the accommodations made by each during the New Deal years, and particularly around the passage of the Social Security Act of 1935, are examined.

Public Preferences Concerning Future Directions In Social Security, David L. Klemmack, Lucinda L. Roff

The Journal of Sociology & Social Welfare

Using data collected from a probability sample of 1030 adult Alabamians, this study segmented respondents among those favoring limited expansion, maintenance, and limited contraction of the social security retirement program. Those favoring some expansion in the system tended to be less well educated and affluent, and more likely to be retired, nonwhite, and to identify themselves as Democrats than did those favoring maintenance or some limited contraction of the system. The findings suggest the potential for cleavages among the population, based primarily on socioeconomic status, in ongoing discussions about the system's future.

The era of Multinational Corporations (MNCs) is so significant in the development of the Less Developed Countries (LDCs) as was the era of the Industrial Revolution in the development of the now More Developed countries (MDCs). It could be referred to as one of the major economic frontiers in the LDCs as is the computer frontier in the MDCs now. Naturally, there are problems of distrust, fear of eventual crisis, uncertainty of the correct path and a pain in policy making.
