Dissertations and Theses

The purpose of this study is to understand the non home-based travel behavior of urban market traders in Onitsha, Nigeria, where 58-70% of the labor force is engaged in trading.

Relevant trip-inducing variables--gender, location, a means of personal transportation, size of stall and, type of good sold--were selected to assist in theorizing about the travel behavior of traders. Using a systematic sampling methodology, 246 stalls were selected and the MLR model was applied in data analyses.

The results show that a typical stall is occupied by either one or two traders. There are three male traders for every female trader …

Hospitals, Health Care Professionals, And Aids: The "Right To Know" The Health Status Of Professionals And Patients, Lawrence O. Gostin

Georgetown Law Faculty Publications and Other Works

This article addresses why patients and health care professionals (HCPs) with human immunodeficiency virus (HIV) should have autonomy and privacy rights to choose whether to consent to an HIV test and to disclose their serologic status. It also demonstrates that the risk of HIV transmission in health care settings is exceedingly low, that it is probably lower than other well-accepted risks taken by patients and professionals, and that there are other less intrusive ways to further reduce the risk. The article concludes that knowledge of a patient's serologic status is unlikely to reduce risk, since no effective action could be …

The Politics Of Aids: Compulsory State Powers, Public Health, And Civil Liberties, Lawrence O. Gostin Jan 1989

The Politics Of Aids: Compulsory State Powers, Public Health, And Civil Liberties, Lawrence O. Gostin

Georgetown Law Faculty Publications and Other Works

This article argues that compulsory public powers are justified only if they meet the following criteria: there is a significant risk of transmission of the acquired immune deficiency syndrome (AIDS) virus; the public health response is efficacious in preventing a primary mode of transmission of the virus; the economic, practical, or human rights burdens are not disproportionate to the public health benefits; and the public health power is the least restrictive alternative that would prevent viral transmission.

The author carefully examines the levels of risk posed by behavior which can potentially transmit human immunodeficiency virus (HIV), and demonstrates that compulsory …

Cognitive Processes In The Curry Learning Style Framework As Measured By The Learning Style Profile And The Myers-Briggs Type Indicator Among Non-Majors In College Biology, Claudia Tarver Melear

Department of Agricultural Leadership, Education, and Communication: Dissertations, Theses, and Student Research

Curry's (1983) model of learning style framework with Claxton & Murrell's (1987) adaptations was used to study the profile of the non-major in a college biology course. The purpose of the study was to provide empirically derived data in both a qualitative and quantitative format of the non major (both successful and unsuccessful students) to improve the course. Over 600 students were administered the Learning Style Profile [(LSP) (National Association of Secondary School Principals) Indicator (MBTI) (NASSP) and the Myers-Briggs Type (Consulting Psychologists Press)] to determine the students' learning styles as a predictor for Success in the course. The MBTI …

Medicaid And Medicaid Cost Containment In Massachusetts, Fredric A. Waldstein Jan 1989

Medicaid And Medicaid Cost Containment In Massachusetts, Fredric A. Waldstein

New England Journal of Public Policy

The purpose of this article is to describe Medicaid's financial structure and examine cost containment efforts to limit future growth of the program, particularly pertaining to Massachusetts. The principal focus is the Massachusetts Department of Public Welfare and the Massachusetts Medicaid Fraud Control Unit, the two agencies most responsible for Medicaid cost containment in the commonwealth. Because elected officials are unwilling to face directly the troublesome issues surrounding Medicaid and its growth, the government agencies responsible for cost containment have been left to define the scope of the problem, design remedial strategies, and evaluate their success. This process is found …

Editor's Note, Padraig O'Malley Jan 1989

Editor's Note, Padraig O'Malley

New England Journal of Public Policy

In the domain of public policy, there often appears to be an inverse relationship between our ability to identify and define, sometimes with great specificity, the scale and dimensions of the problems we face and our capacity to address them. One reason for this state of affairs is that our major public policy dilemmas are interconnected — attention to one would require attention to many — and without the threat of catastrophic crisis, no action or piecemeal action is invariably preferred to comprehensive action.

But there is at least one other important factor at work: the question of who are …

New England Journal of Public Policy

This article is a qualitative study of the lives of homeless elders in Boston. It examines the concerns uppermost in the minds of the homeless including the art of integrating their past lives into the values and milieu of their current homeless situation. Concern about the reinstitutionalization of the mentally ill in public shelters, domiciles once reserved for the older alcoholic, the pressures and stress of shelter life, victimization, the shrinking supply of SRO units, and the role of alcohol are also examined. Considered in detail are various coping strategies and supports utilized by older adults in their survival roofless. …

Vantage Points: Prose Parables Of The Republic, Shaun O'Connell

New England Journal of Public Policy

Shaun O'Connell brings his usual insights to his book review essay. "Our novelists," he concludes, "have served us better than our politicians in classifying our condition" — an accomplishment that is somewhat less grand than it seems when we remember that the recent competition came from George Bush's "Read my lips" and "A thousand points of light" and Michael Dukakis's "Good jobs at good wages" and "I'm on your side."

Among the works discussed in this essay: Firebird, by James Carroll; Where I'm Calling From: New and Selected Stories, by Raymond Carver; Paris Trout, by Pete Dexter; …

The Southwest Corridor And Economic Development In Boston's Neighborhoods, Daryl Hellman, Andrew Sum, Joseph Warren

New England Journal of Public Policy

The Southwest Corridor is a narrow strip of land running five miles from the South End of Boston through Roxbury and ending in Jamaica Plain. Twenty years ago, neighborhoods through which the Corridor passes experienced tremendous upheaval as space was cleared for the proposed construction of Interstate 95. The communities were able to stop the highway project, but not without a long and difficult struggle and the eventual support of then Governor Francis Sargent. Today, the Southwest Corridor Project involves a new MBTA Orange Line relocated along the Corridor, with nine new stations at a total cost of approximately $750 …

Executive Summary

Biological diversity refers to the variety and variability among living organisms and the ecological complexes in which they occur. Diversity can be defined as the number of different items and their relative frequency. For biological diversity, these items are organized at many levels, ranging from complete ecosystems to the chemical structures that are the molecular basis of heredity. Thus, the term encompasses different ecosystems, species, genes, and their relative abundance (OTA, 1987).

There is an ongoing, unprecedented loss of the variety as well as absolute numbers of organisms-from the smallest microorganism to the largest and most spectacular of …

A Preliminary Analysis Of Beneficiary Discharge Status And Post-Hospital Placement Before And After The Implementation Of Medicare's Prospective Payment System, Anne Marguerite Wilkinson Jan 1989

A Preliminary Analysis Of Beneficiary Discharge Status And Post-Hospital Placement Before And After The Implementation Of Medicare's Prospective Payment System, Anne Marguerite Wilkinson

Dissertations and Theses

In recognition of the inherently inflationary nature of retrospective reimbursement, the Reagan Administration enacted legislation that substantially changed Medicare's hospital reimbursement system. The Prospective Payment System (PPS) mandated paying hospitals a fixed payment, set in advance, based on the patient's diagnosis rather than retrospectively paying for all services delivered to a patient. Critics contend that PPS introduces incentives for hospitals to conserve resources during the hospital stay and to shift care to less costly settings, both potentially affecting quality of care to the elderly. The question addressed by this dissertation is whether there were changes in the discharge health status …
