The total catch of about 12.1 million kilograms for the 1987/88 season, based on processor returns, was an increase of 44% on the 1986/87 season. This very high catch, the third highest on record, resulted from an above average perulus settlement in 1983/84 and a "flow-on" of fast growing animals stemming from the expected high recruitment in 1988/990 caught as "reds" in 1987/88.

The Committee has identified five major elements related to the state of the rock lobster fishery upon which management advice is considered.

Nebraska has served handicapped children from birth to age 21 through special education and other services since 1978. But in 1991 Public Law 99-457 will include federal funding for preschool services and incentive grants for infants and toddlers. Because Nebraska has already been serving these populations, it will not receive new funds under the new law. States that will be taking advantage of the incentive funds will be looking to Nebraska-and other states with experience in serving handicapped infants and preschoolers-for precedence. For the greatest part, Nebraska's students are succeeding in school. However, there are students who experience early school failure and early school refusal, students who are "at risk" for leaving school before receiving their high school diplomas. Data from a school district were analyzed as a critical case example to uncover characteristics, achievement, and cognitive skills of identified students at risk in order to answer questions about these perplexing youth. Policy initiatives are discussed.

To a great extent, the potential of a child's future is determined by his or her earliest experiences, including education. The life chances of children, both those who are presumed to be at risk and those who are presumed to have a wide range of opportunities, are examined and discussed in this chapter. Factors that help or hinder life chances are described, and data that serve as indicators of life chances are addressed. National and state data about children considered to be at risk of school failure are reviewed. These data indicate that educators, administrators and policy makers should work …

The theory of educational control holds that schools are best served by local boards of education. In practice, however, these local boards are subject to numerous constraints, especially at the state level, and often at the federal level. The social, political, legal and judicial climate has great bearing on what school boards mayor may not do, and how they mayor may not do it.

In Nebraska, equitable allocation of resources and recognition of the value of local control can help school districts better achieve the state's educational goals.

Art education has traditionally been of low priority in Nebraska's-and the nation's -schools. Discipline-Based Art Education (DBAE) is a new approach that integrates the various facets of art education throughout the general curriculum. DBAE attempts to teach students critical reasoning skills so they may learn to make their own judgments rather than be manipulated through "technological image management." It also enhances the traditional art curriculum through multicultural study. Nebraska's Prairie Visions project can serve as a model to other states, which are increasingly recognizing the value of DBAE.

This paper tries to discuss two important issues. First, it examines the conflict between ideology and actual urban planning in Tanzania. It is argued that via the Arusha-Declaration,Tanzania showed the intention of building an egalitarian society based on the principles of Ujamaa (socialism), hence one expected that an attempt to transform some colonial structures in order to suit the socialist aspiring nation could be in the agenda in Tanzania. This study identifies the prevailing scarcity of urban public services and the conceptual relations among service delivery, patronage, bureaucratic activities and structural factors in the Lagos Metropolitan region. It examines the extent to which clientelism, bureaucratic decision rules and structural theoretical models explain water service delivery patterns in Festival Town (Festac), a suburb of Lagos, Nigeria.

This paper is about the state, law and urban poverty in Tanzania. The paper examines how the state in Tanzania has been trying to solve the problem of urban poverty. The main argument is that the state's conception of urban poverty is not realistic. The urban poor are seen as responsible for their poverty. The survey of 1,957 students enrolled at Metropolitan Technical Community College done in the spring, 1980 provided a variety of information. The data on their characteristics were similar to earlier profiles of Metro Tech students. Most Metro students continued to be part time rather than full time and enrolled in a degree or certificate program rather than taking selected courses. Students were almost equally split between day and night courses. Only one-fifth were under 21 years of age. One-third earned under $9,000, but one-fourth earned over $20,000. CDCs, both locally and nationally, are seeking broader support from government, corporations and foundations. Without increased sustained support, it is not clear that CDCs can really provide the housing, employment, and services necessary for the revitalization of urban neighborhoods that are truly integrated by income, race and ethnicity. However, given the failure of the private market to provide below market housing, and the inability of most large public housing authorities to expand the supply of public housing, CDCs are the best and often the only hope for affordable housing in these neighborhoods.

In the mid-1980s, the focus in this area of the law was on nuisance closures and license revocation actions affecting adult bookstores and other kinds of establishments where either obscenity or illicit sexual activities were taking place. In our last committee report focusing on the first amendment area we reported on those areas of the law in light of the Supreme Court's decision in Arcara v. Cloud Books, Inc. Housing is a major economic factor for any region. Over the last several years, dramatically increased housing prices in New England have cast doubt on the region's ability to sustain continued economic growth. Disability Rights Mandates: Federal And State Compliance With Employment Protection And Architectural Barrier Removal, Stephen Percy, United States Advisory Commission On Intergovernmental Relations

The findings of this study indicate that the existence of national mandates does not necessarily eliminate the need for citizen groups to be attentive to state capitols and city halls. Ironically, one factor in the rise of regulatory federalism has been the desire of interest groups to concentrate their resources on one government, namely, the national government, rather than 50 different state governments. Yet, success in the national arena is often only partial, and sometimes only largely symbolic. It is the implementation of national rules that takes one back to states and localities.

Human Immunodeficiency Virus In Minnesota: Summary Of 1988 Statewide Hiv Risk Reduction And Disease Prevention Plan, Kristine L. Macdonald M.D.

The AIDS epidemic continues to grow in Minnesota. As of December 10, 1988, 447 cases of AIDS had been reported to the Minnesota Department of Health (MDH), and 252 Minnesotans had died from AIDS. An effectively implemented risk reduction and disease prevention plan that has broad support and involvement of all segments of the statewide community is essential to reduce the tragic morbidity and mortality caused by this disease in Minnesota. The Commissioner's Task Force on AIDS approved a statewide human immunodeficiency virus (HN) risk reduction plan in the spring of 1986.
