This paper answers three questions: 1) What is the National Register of Historic Places? 2) Does the National Register act as an historic preservation planning tool? 3) Did the administrative changes made to the National Register nominating procedures in 1986 enhance or improve any planning tool functions that it may have had?

This report on the concerns of Vietnam and Vietnam-Era veterans in Massachusetts comes at a critical moment. When the inquiry was initiated in 1988, few people anticipated the precipitous decline in the state and national economy, fewer could have foreseen the rapid sequence of events leading to American entry into another war. As the state fiscal crisis has eroded gains made by veterans over the last 20 years and military service in the Gulf has changed the lives of a new generation of Americans, it becomes all the more urgent to recognize the long-term, multi-generational consequences of war and to …

The Octofoil is the offical publication of the Ninth Infantry Division Association, Inc., an organization formed by the officers and men of the 9th Infantry Division in order to perpetuate the memory of fallen comrades, preserve the esprit de corps of the Division, promote peace and serve as an information bureau about the 9th Infantry Division. The Association is made up of 9th Infantry veterans from WWII and Vietnam, spouses, widows and lineal descendants.

Inter-American Indemnity: Internal Security And The Mutual Security Program For Latin America (1951-1961), Robert George Baker

This thesis examines the purpose of U.S. military aid in the American Republics from 1951 through 1961 and proves that concern for internal security became dominant during that period. At first military aid supported hemispheric defense against communist aggression, which Washington orchestrated through mutual defense agreements, but by 1953 maintenance of internal security emerged as the major aim of aid to several Central American nations. In 1956 the National Security Council determined that internal security was a vital goal of the military aid program for Latin America. This thesis investigates the impact of Khomeiniism on the Shi'ites of Iraq. Specifically it seeks to determine whether the rise of Khomeiniism in Iran inspired Iraq's Shi'ite majority to rise against the Ba'athist leaders of Iraq with the object of establishing an Islamic Republic. The paper focuses on the political activities of the Iraqi Shi'ites from Ayatollah Khomeini's rise to power in Iran in February 1979 to the beginning of hostilities between Iraq and Iran in September 1980. The evidence indicates mounting anti-Ba'athist political activity by the Shi'ites which included daily rioting, attempted assassinations, and a rise in the number …

A variety of technical, economical, and social changes are rapidly altering the lives of people served by the Cooperative Extension Service (CES). At the same time Extension has been undergoing the difficult task of evaluating its effectiveness in addressing the needs of society. Reorganizing Extension programs to address the changing clientele directly affects the jobs of field-based faculty in the CES. The need for change today is perhaps no greater than within the ranks of public programs in agricultural education. Technological advancements coupled with the need for even greater economic efficiency not only continues to encourage and force change, but suggests that the pressures for even better educational programs in agriculture will continue until change actually occurs or most importantly is actually perceived to occur. Miller (1983), stated that “other teachers also often perceive our students (agricultural education) as the less talented and our instructional content as less than rigorous.” He further indicated that “our image with legislators is best characterized …

To implement policies and programs that facilitate recruitment and retention of minority faculty, educators and policymakers must first determine the status of Blacks and Hispanics in the Commonwealth's colleges and universities. The principal objective of this report is to provide that knowledge.
The study has a dual purpose: to develop a data base on the availability of and demand for Black and Hispanic faculty in Massachusetts institutions of higher education, and to enhance our understanding of the strategies and programs required to foster recruitment and retention of underrepresented faculty. In the ecology of knowledge in modern society, efforts to enhance the utilization of knowledge are every bit as essential and as challenging as activities toward the creation of knowledge. An emphasis on the utilization of knowledge provides the defining mission of comprehensive or metropolitan universities. It demands a broadened conception of scholarship, and a high degree of interaction. In order to fulfill their mission, these institutions must develop appropriate internal and external bridging mechanisms, and make appropriate adaptations in the preparation, evaluation, and rewards of their faculty.

The United States Department of Health and Human Services' 1989 Report of the Secretary's Task Force on Youth Suicide defines gay and lesbian youth as those who have a primary attraction to members of the same sex for intimate and sexual relationships (4). Uncle Sam's Lesbians: Power, Empowerment, And The Military Experience, Patricia Lee Davis

Why would a lesbian choose to go into an androcentric, mysogynist environment, and, once there, choose to stay? This study examines the military experience of lesbians as represented by a group of twenty-two lesbian veterans and active duty military personnel. This research concentrates on three basic areas of concern: recruitment, retention, and the structure and function of personal networks.
The results show many similarities between this group of women and those in other studies on women in the military with regard to reasons for joining the military and background information. However, these results also indicate a connection between being gay …

This study uses the post-test only design to assess the preliminary effects of a community-based policy initiative, the Norfolk State University Resource Mothers Program (RMP), on the gestational ages, birth weights, and survival rates of infants born to participating adolescent mothers.
The RMP uses experienced mothers or paraprofessionals similar in race and socio-economic status to the participating teenagers. These persons are trained to assist pregnant adolescents and teen parents with nonmedical dimensions of pregnancy and child care. They recruit teens into the RMP, encouraging them to get early prenatal care. Resource Mothers provide teen mothers and their families with practical …

Although a number of scholars have examined the impact that the U.S. Supreme Court's Brown v. Board of Education decision had upon local school policies, there is a paucity of research on what repercussions that decision may have had upon a broad range of other related municipal issues. This historical case study explores the effect that opposition to court ordered school integration had upon the placement of school buildings and urban renewal projects in one Southern city, Norfolk, Virginia, where there was strong reason to believe that the municipal powers of school plant planning, redevelopment, and city planning were deliberately …

Social Investment In Massachusetts Public Higher Education: A Comparative Analysis, Clyde W. Barrow
New England Journal of Public Policy
State expenditures on public higher education are increasingly viewed as a social investment that is necessary to sustain economic growth in a postindustrial economy. However, an analysis of comparative data indicates that state support for such education was below national averages during the 1980s and, when compared to its major competitor states, Massachusetts ranks poorly in support for these institutions. This article concludes that unless state support is increased over the next decade, Massachusetts will risk losing its competitive economic position, while educational administrators will be forced to choose between access or quality in public higher education.
