Using Socio-Demographic Characteristics To Evaluate The Program Outcome Of Job Training Partnership Act Clients, Denise Vanasse Siegfeldt

Theses and Dissertations in Urban Services - Urban Management

The study was conducted to determine if there was a relationship between socio-demographic characteristics of Job Training Partnership Act (JTPA) Title II-A applicants who were determined JTPA eligible, assessed and counseled, and subsequently referred by a counselor for on-the-job training (OJT), and their program outcome, as designated by (1) positive and negative terminations; and (2) enrollments and nonenrollments. The study was conducted on clients served by the Job Training Services (JTS), one of the Service Delivery Areas (SDA-13) in the State of Virginia. JTS is located in a largely urban area of the State.

The U.S. defense industry is at a fork in the road and faces the prospect of substantial declines. There are two approaches that can be taken: Convert to civilian production or cut back and slim down. Conversion has a great deal of appeal, as it keeps the jobs of defense workers in place. The cut-back alternative is an austerity measure designed to maintain the financial health of the defense firms. The purpose of this paper is to provide some guidance in the selection between these two alternatives.

There are myriad approaches to control crime that are currently being advocated by one group or another in contemporary American society. These range from punitive programs of incarceration to global kinds of social intervention to change societal "root causes" of crime. One of the proposals which attracted much attention in the 1960's was the crime control through environmental design perspective hinted at by persons such as Jane Jacobs and developed in detail by Oscar Newman. In order to gain access to the PMN mines the victim had to climb over a pile of VS 1.6 (scatterable anti-tank mines). When he jumped down from the tank mines, he landed on three PMNs. This was inferred because three craters were found afterwards. It is thought extremely unlikely that PMNs would sympathetically detonate, so the victim’s colleagues thought it most likely that he landed with some of his weight on all three.

The American social welfare state is approaching a crisis because of the global economy. Survival in a new world economy requires corporations to become more efficient, a strategy which leads to a rapidly changing technology, plant shutdowns, and industrial reorganization. To aid corporations, government often curbs taxes to make capital available for investment. These policies can lead to governmental debt, reduced welfare services, a deterioration in the infrastructure, and myriad social problems. This article investigates the effects of the global economy on the American welfare state.

Persons with disabilities represent the largest group of unemployed workers in the United States. The purpose of this research is to compare employer perceptions and competitive employment outcomes of the Rehabilitation Services Administration's employment programs known as Projects With Industry and the state/federal basic Vocational Rehabilitation program. These programs represent the two major vocational rehabilitation delivery systems in the United States. Competitive employment outcomes were compared on the national level using data supplied by the Rehabilitation Services Administration. Employer perceptions were compared using data obtained from surveys of 446 Michigan employers. The employers' marketing expectations and perceptions of performance were …

Does Social Security Redistribute Income?: A Tax-Transfer Analysis, Namkee G. Choi

The Journal of Sociology & Social Welfare

Despite some forced-savings elements, social security is in reality a taxtransfer system based on pay-as-you-go financing. Using a tax-transfer approach, this paper analyzes the redistributive effects of social security by comparing the 1986 benefit distribution to the retired and disabled population, their dependents, and survivors with the 1986 payroll tax incidence of the working population. Findings indicate that a considerable degree of redistribution occurs from middle- and high-income tax payers to poor and near-poor beneficiaries. The paper also analyzes the demographic characteristics of taxpayers and beneficiaries to measure redistribution among different genders, marital status, age, and racial groups.

Social workers have sometimes seen war as part of a larger system and as linked to other forms of violence or social evil. This article considers three kinds of analysis which identify different systems (capitalism, patriarchy, and exterminism), see the links in different ways, and lead to different practical conclusions. Each perspective is examined in terms of its capacity to explain the phenomena it describes and to identify a social change strategy that can eliminate them.
