The Determinants Of Women's Work: A Case Study From Three Urban Low-Income Communities In Amman, Jordan, Taghrid Khuri Tubbeh Jan 1994

The Determinants Of Women's Work: A Case Study From Three Urban Low-Income Communities In Amman, Jordan, Taghrid Khuri Tubbeh

Dissertations and Theses

This study addresses the determinants of women's economic activity in three low income communities in Amman, the capital of Jordan. These communities represent what is typically referred to as "pockets of urban poverty." Besides addressing the demographic and socio-economic variables, the study identifies and includes cultural variables in a model of female labor force participation. Modern economic systems developed definitions and measurements of productivity that render the majority of women's work as non-productive. Activities within the domestic sphere that do not earn monetary returns are not measured as productive economic activities, and hence are dropped from the calculations of gross …

Total Quality Management: The Case For The Public Sector: A Comparative Study Of The Implementation Of Total Quality Management In Three Health Care Organizations, Zayed Mohammed Abu

Dissertations and Theses

Total quality management [TQM] is an approach to improving the competitiveness, effectiveness and flexibility of the whole organization through the improvement of the organizational processes and those who perform them. There has been a rising interest among public sector professionals in examining the applicability and usefulness of TQM methods to public organizations. This research provides descriptive information about the experience of three health care organizations that vary in terms of ownership, whether being publicly or privately owned, with implementing TQM. Participants at these organizations were interviewed, and/or surveyed and observed. The study provides a narrative description of each organization's experience …

Portland's Multifamily Recycling Program: A Study Of Coproduction Policy Implementation And Citizen Involvement, William Barry Messer Jan 1994

Portland's Multifamily Recycling Program: A Study Of Coproduction Policy Implementation And Citizen Involvement, William Barry Messer

Dissertations and Theses

This study is on coproduction as a governing policy instrument. Coproduction can be understood as the joint production of services by local officials and individual citizens intended to raise the quality and or amount of service provision. The concept of coproduction as developed in this study suggests that urban services are not simply created by officials and delivered to a passive public. Rather that actions of citizens are an integral part of the service production process. The study purposes are two-fold: (1) to construct a model of coproduction which provides a basis by which citizen involvement in the provision of …

Past As Prologue : The Royal Commission Into Commercial Activities Of Government And Other Matters : Proceedings From A Conference On The Part Ii Report Of The Royal Commission And The Reform Of Government In Western Australia, Mark Brogan (Ed.)

Research outputs pre 2011

The Royal Commission into the Commercial Activities of Government and Other Matters was appointed by the Lawrence Government on the 8th January 1991. The Commission concluded its work in November 1992, producing two major reports on the conduct of government in Western Australia between 1983 and 1989. In the second of these reports, the Commission made forty separate recommendations for the reform of Western Australian Government, to be implemented by a Commission on Government.

This conference examines the legacy of the Royal Commission, the work of the Commission on Government and issues in the reform or 're-invention' of government. The …

Securing Health Or Just Health Care? The Effect Of The Health Care System On The Health Of America, Lawrence O. Gostin Jan 1994

Securing Health Or Just Health Care? The Effect Of The Health Care System On The Health Of America, Lawrence O. Gostin

Georgetown Law Faculty Publications and Other Works

The author first analyzes why the prevention of illness and promotion of health provide the leading justification for the government to act for the welfare of the population. His analysis focuses principally on the foundational importance of health for human happiness, the exercise of rights and privileges, and the formation of family and social relationships. He explains why health care, although critically important; is not the only, nor even the most important, determinant of health. Most morbidity and mortality in the United States is attributable to environmental conditions, pathogens, and human behavior, which are all more responsive to population-based interventions …

Unemployment And Training Reform: A Critical Analysis Of Australian Federal Government Policy 1983 To 1993, S. J. Bark Jan 1994

Unemployment And Training Reform: A Critical Analysis Of Australian Federal Government Policy 1983 To 1993, S. J. Bark

Theses : Honours

Unemployment levels in Australia are a problem that have confronted governments since the mid-1970's. Since the 1983 election, Labor Government policy has sought to combat unemployment by linking training reform within the parameters of economic restructuring. This thesis argues from a critical perspective that Australian Labor Government unemployment and training reform policies aim to develop people's economic potential rather than their personal potential. To this end, six policy documents form the basis of the analysis. There are four Reports (Australia Reconstructed, 'Finn', 'Carmichael' and 'Mayer'), one Policy Statement (One Nation), and one Discussion Paper ('The Employment Green Paper'). The thesis …

Hollywood films owe much of their sparkle to atmospheric effects, including the lighting, shading, and color lent by character-actors. Their counterparts in the genre of literary gumshoes may be found in a certain breed of character-detectives. Among them, Lawrence Block, a versatile exemplar of the hard-boiled school of detective fiction, has given readers two notable repeat offenders from New York: Matthew Scudder, the ex-cop, and Bernie Rhodenbarr, the cat burglar with scruples. Both have found their way to Hollywood. Block's work is noted especially for its realistic style, fast-paced plots, spare dialog, and flawed protagonists.

Pursuing Health-Care Reform: The Promise And The Pitfalls, John K. Iglehart Jan 1994

Pursuing Health-Care Reform: The Promise And The Pitfalls, John K. Iglehart

Center for Policy Research

In developing health care reform proposals, it is important to recognize that our health care system has evolved over a long period of time and reflects values in which Americans believe deeply--values like pluralism and entrepreneurialism, consumer choice, limited government, and low taxation. Any major reforms will assault, or at least do some violence to, these values. Nevertheless there's a gathering consensus that reform of the fractured health care system to which Americans have grown accustomed is necessary, based on two overriding concerns: an uninsured population of approximately 35 million people, more than half of whom are adults holding full-time …

Bad Trip: Drug Prohibition And The Weakness Of Public Policy, Randy E. Barnett Jan 1994

Bad Trip: Drug Prohibition And The Weakness Of Public Policy, Randy E. Barnett

Georgetown Law Faculty Publications and Other Works

The case against prohibition is overwhelming precisely because so many different types of considerations all point to a single solution: the legalization of illicit drugs. The complexity of the case against prohibition means, however, that it cannot be presented adequately by a few anecdotes or even a lengthy essay. Nothing less than a book-length treatment will suffice and, fortunately, that book has been published. America's Longest War is an ambitious effort to evaluate the effectiveness of the policy of prohibition. It accomplishes this by marshalling the empirical research that has been done on both drugs and drug prohibition and then …

Oregon Primary Care Physicians' Support For Health Care Reform, Timothy Alan Baker Jan 1994

Oregon Primary Care Physicians' Support For Health Care Reform, Timothy Alan Baker

Dissertations and Theses

This dissertation studies Oregon primary care physicians' attitudes toward health care reform. Two models of reform are examined: one, health care rationing such as that proposed by the Oregon Health Plan (OHP); and, two, support for national health insurance (NHI).

This work examines the necessity for changing the present health care system, traced from the early origins of the medical profession to the present day health care "crisis." The high cost of health care is examined and an overview of the OHP is provided, including citations from John Kitzhaber, M.D., author of the plan.

Overall, Oregon primary care physicians overwhelmingly …

Corruption By Design : Bribery In Chinese Enterprise Licensing, Melanie Manion Jan 1994

Corruption By Design : Bribery In Chinese Enterprise Licensing, Melanie Manion

CAPS Working Paper Series

This article presents a game theoretic institutional analysis of bureaucratic corruption: bribery in Chinese enterprise licensing. Formal structures and informal expectations are identified as features of "institutional design" that shape choices by strategic individuals to produce corrupt outcomes. Bribery (as an equilibrium) is deductively derived as a solution in a signaling game; the game form is empirically derived from features of institutional design. Exercises in comparative statics explore the robustness of bribery as an equilibrium when game parameter values are altered to reflect changes in institutional design. The exercises indicate that reducing corruption, in the sense of reducing bribe sizes, …

Private Profit Versus Public Service: Competing Demands In Urban Transportation History And Policy, Portland, Oregon, 1872-1970, Martha J. Bianco Jan 1994

Private Profit Versus Public Service: Competing Demands In Urban Transportation History And Policy, Portland, Oregon, 1872-1970, Martha J. Bianco

Dissertations and Theses

This dissertation is a case study of the history of urban transportation policy in Portland, Oregon, between 1872 and 1970. The emphasis is on mass transit policy formulated and implemented by the private and public sectors as response to crises within both the local transit industry and the urban political economy. These crises are placed in the context of the continuing conflict between the industry's right to profit and its obligation to meet the competing demands of its constituencies: ridership's demands for low fares and comprehensive service; labor's demands for competitive wages; downtown businesses' demands for peak-hour service; and the …

Adjusting Holt-Winters Exponential Smoothing For External Intervention: A Mathematical Technique For Making Quasi-Judgmental Adjustments For Anticipated Changes, Daniel Wayne Williams Jan 1994

Adjusting Holt-Winters Exponential Smoothing For External Intervention: A Mathematical Technique For Making Quasi-Judgmental Adjustments For Anticipated Changes, Daniel Wayne Williams

Theses and Dissertations

Public administration data is sometimes extrapolated through exponential smoothing. Sometimes such data may undergo a level shift because of a policy decision. The slope of the curve formed by connecting the periodic observations increases or decreases significantly for a brief period, thereafter returning to a slope similar to the slope preceding the policy change. This discontinuity might be called a ramp or a step. Forecasts made with exponential smoothing immediately before, during, or immediately after the ramp or step may be considerably inaccurate unless adjusted. A technique called adjusted exponential smoothing is proposed to reduce or eliminate the inaccuracy of …

Validation Of A Virginia Work Release Risk Prediction Model: A Methodology For The Improvement Of The Reliability Of Correctional Decision Makers, William Nathan Osborne Jr. Jan 1994

Validation Of A Virginia Work Release Risk Prediction Model: A Methodology For The Improvement Of The Reliability Of Correctional Decision Makers, William Nathan Osborne Jr.

Theses and Dissertations

This study identifies and validates variables which are significant predictors of work release success on 439 Virginia work release participants. The variables were selected on the basis of whether they would exert internal or external control over the inmate, with a view toward offering empirical support to control theory. A retrospective longitudinal research design was employed by randomly selecting inmates who had participated in either of three work release centers from 1987 to 1991. Two of the programs housed male inmates while the other housed female inmates. Data were collected from inmate files on thirty-one variables over a six month …

'Environment' As A Social Concern: Democratising Public Arenas In Singapore?, Lily Kong Jan 1994

'Environment' As A Social Concern: Democratising Public Arenas In Singapore?, Lily Kong

Research Collection School of Social Sciences

This paper explores the question of who defines the agenda of environmental concerns in Singapore. It argues that the state plays an inordinately large role in defining the agenda and implementing the solutions. Few other competing environmental agendas have been set in alternative public arenas. While this has worked generally well in Singapore, there are larger roles for environmental groups, businesses and industries, and other bodies to play. It is in the enlarged roles of these bodies that the hope for a greater democratization of public arenas in Singapore lies.
