This article summarizes and analyzes the views of select leaders in business, labor, banking, the government, and academia with regard to the constraints, obstacles, and recommendations to achieve economic growth in Massachusetts. The role of the state government in addressing these issues receives special attention. Access to capital and technical assistance had been regarded by many as the key constraint, particularly during the recession of the early 1990s. The author analyzes inconvenient government systems, bottlenecks, and bureaucracy as throttling the flow of capital to small-business entrepreneurs. In developing a strategy for economic development, state government must consider the special needs of its small cities and rural areas. Well-meaning policies crafted for metropolitan areas have unintended and often negative consequences when applied statewide. This article is a revision of the author's topical discussion paper for the August 6, 1992, Conference on Rural and Small City Development at Mount Wachusett Community College, Gardner. It was used by the Massachusetts Executive Office of Economic Affairs and the University of Massachusetts in developing a statewide economic development strategy.

A study of 134 Rhode Island programs, administered during the state's budget crisis in the fiscal years 1987 to 1991, yielded a number of important lessons. The more mandated formula spending there was in a budget, the more uncontrollable was the budget. There is a spending bias ingrained in the political culture. Some nonentitlement spending can be difficult to curtail. Cutback management strategies are inadequate to address significant revenue shortfalls. The authors present a comparative analysis of the processes and strategies by which public organizations implement retrenchment in the face of continued budget shortfalls. The focus is on the governments of the fifty United States and public institutions of higher education in the nine states of the Northeast. Special consideration is given to the programs that have been tried, sources of ideas for the strategies adopted, and constraints that institutions face when dealing with financial crises. The economic returns that the commonwealth of Massachusetts enjoys from its investments in transportation and other physical infrastructure result from the jobs that are created by these investments and from the enhanced utility of land that public works create. The integrative property of transportation in particular makes the comprehensive planning of transportation facilities an inordinately complex and essential public function. This function was the focus of the July 1992 workshop sponsored by the Executive Office of Economic Affairs and the University of Massachusetts. On September 1, 1978, I assumed responsibility for what was then known as the Office of Minority Student Programs at Boston College. The charge given to me was to alter an embarrassingly high attrition rate of 83 percent for a target group of black and Latino students who had been identified by the university's Admissions Office as having high levels of motivation and potential, but who would require assistance if they were to succeed at the university.

The significant underrepresentation of people of color in all occupational fields is clearly indicative of the exceptionally low percent of people of color in graduate and professional schools in America. Unless drastic actions are taken by universities across the nation to identify and recruit a significant number of students of color in undergraduate colleges it is unlikely that significant numbers of people of color will be available in the near future for potential employment.

Public child welfare workers-especially those working in the "trenches" -are the life blood of child protection. Yet, the ever present challenge is keeping committed and talented professionals in the field. This article is based on a 1990 study which examined the phenomena of staying in the field through the eyes of the professionals who have done so. The study investigated the life histories and work experiences of 18 selected child welfare workers in a mid-western state through data gathered from in-depth written and oral life histories. Findings provide insight into the world of the child welfare worker.

The notion of commodification refers to the degree to which the individual is dependent upon the market for the satisfaction of his economic and social needs. The welfare state has been described as having a decommodifying influence in that it provides the individual with the means to maintain a reasonable standard of living while not working. An examination of the Israeli Kibbutz is undertaken in order to understand the workings of an extreme case of decommodification. In Kibbutzim, there exists a very highly developed system of welfare services that arc determined by individual needs and not by individual earning power. …

Incessant electric power cuts in most parts of the country has become a normal feature of electricity supply throughout Nigeria. The power outages cause much inconvenience and economic losses to all and sundry. This study has shown that the most critical factor behind the incessant power failure is the problem of inadequate funding of the industry at a time it was forced to accommodate rapid expansion. Other factors include lack of autonomy, inefficiency, poor organization as well as lack of skilled manpower. This paper culminates a natural progression of studies done over the past two years examining parking and transportation policy at the University of Nevada, Las Vegas. The purpose of these studies has been to evaluate the adequacy of these policies and to estimate the potential impact a Transportation Demand Management (TDM) program could produce on parking and traffic conditions and air quality improvement. An Evaluation Of The Jobsontario Training Program, Michael Schuster

This paper examines the effectiveness of the Ontario government’s jobsOntario Training (JOT) program to determine whether it is successful in helping social assistance welfare recipients obtain jobs. A review of provincial documents as well as surveys and interviews with officials responsible for the development and implementation of the program were conducted. The findings reveal that pre-employment training is effective in helping social assistance welfare recipients become employed and the use of local brokers to deliver JOT contributes to the success of the program.
