Terminology, if not precisely defined, can lead to misinterpretation and misunderstanding. This has been the case in the way in which the United Nations has been using peacemaking, peacekeeping and, more recently, peacebuilding. Agenda for Peace, produced by the UN Secretary General in 1992 suffers from some ambiguity in this respect. For example, it refers to the military performing a peacemaking role. The military cannot make peace, that is the role of the diplomat or politician. All that the military can do is to allay, defuse and help to end the manifest violence so that the peacemaking process can …

The Aquaculture Of Non-Endemic Species In Western Australia, Tina Thorne Jun 1997

The Aquaculture Of Non-Endemic Species In Western Australia, Tina Thorne

Fisheries Management Papers

This Management Paper has been drafted in liaison with the Department of Environmental Protection in accordance with the principles of risk assessment and taking into account translocation issues of non-endemic species such as redclaw (Cheras quadricarninatus). It is considered that the implementation of this policy will protect the natural environment and native crayfish species. It will also allow for the development of a redclaw industry, and provide the first step towards self regulation of that industry.

Field Diplomacy: A New Conflict Prevention Paradigm?, Luc Reychler

Excerpt

One of the most important challenges facing the global community in the next decade, is the prevention of destructive conflicts. Listening to the discourse in the United Nations and other governmental and non governmental organizations this may sound like kicking in wide open doors (Bauwens and Reychler, 1994). But the failure of conflict prevention and the high number of conflict zones, indicates that we still have a long way to go. A global survey of contemporary conflicts counts 22 high-intensity and 39 lowerintensity conflicts, and 40 serious disputes (PIOOM, 1995). In 1995 five groups were victims of genocides or …

Several states have developed electronic benefit transfer (EBT) systems to deliver cash assistance and food stamp benefits. These systems establish electronic account balances which recipients access through the use of a debit card at terminals such as bank automatic teller machines or transaction authorization machines like those that validate credit card charges. We examine the potential effects of such systems on involved stakeholders, including government agencies, benefit recipients, financial institutions, and food retailers. Overall, each stakeholder group benefits from EBT, but some subgroups do not fare as well. Several key issues are identified.

The Subsidization Of Emperor Mines Limited, Roman Grynberg, Peter Fulcher, Peter Dryden Jun 1997

The Subsidization Of Emperor Mines Limited, Roman Grynberg, Peter Fulcher, Peter Dryden

Pacific Studies

The relationship existing between the Emperor group of companies and the government of Fiji is examined over a forty-year period. During a substantial part of this time the company has been subsidized by the state. Focus is on one particular period, beginning in the early 1980s when the company received taxfree status for its gold-mining operations in Fiji. The study attempts to quantify the value of subsidies offered to Emperor Mines Limited under the terms of the Vatukoula tax agreement between the state and the mining company. The authors argue that by the standards of gold-mining taxation agreements in developing …

Do Pacific Islanders In The United States Hold “Good” Jobs?, Dennis A. Ahlburg Jun 1997

Do Pacific Islanders In The United States Hold “Good” Jobs?, Dennis A. Ahlburg

Pacific Studies

In the 1980s, the quality of the jobs held by Pacific Islander householders generally improved, while job quality declined for the average American householder. The factors that improved the economic position of a Pacific Islander household--education, work experience, and good English language skills-- were the same as those that improved the position of other households in the United States. Over the decade, Pacific Islander householders generally acquired more of these productive attributes, which helped them to find employment, get access to better jobs, and increase their earnings.

Peace Building And Conflict Transformation, Kevin Clements Jun 1997

Peace Building And Conflict Transformation, Kevin Clements

Peace and Conflict Studies

Excerpt

The world clearly needs some new ways of thinking about old problems and new ways of acting if we are going to survive into the 21st century. It is vital, therefore, that students of peace and conflict work out ways of harnessing the creative imagination of everyone so that all peoples can envisage a positive future and ways of realizing that future. This imagining cannot be narrow. It has to be broad, inclusive, interdisciplinary and systemic but it has to begin if we are to have a viable future.

Nonviolent Interposition In Armed Conflicts, Alberto L'Abate Jun 1997

Nonviolent Interposition In Armed Conflicts, Alberto L'Abate

Peace and Conflict Studies

Excerpt

In 1931 Gandhi spoke of the possibility of overcoming violent conflicts with "a living wall of men and women" who would interpose themselves between conflicting parties without any other weapons than themselves (Weber, 1988). Some students of nonviolent intervention have written histories of interpositionary experiences from Gandhi's first idea until recent years (Keyes, 1978; Weber, 1988; Walker, 1981; L'Abate, 1993a). Maybe it is time to try an evaluation of these types of interventions.1

The papers brought together here represent a part of the work of the IPRA (International Peace Research Association) Commission on Conflict Resolution and Peace Building that met during the 1994 Conference of the International Peace Research Association at Malta to address the issues of peace building in crisis areas. The focus here is particularly on new approaches to peace building, including United Nations reform and civil society innovation. After fifty years of UN peace building efforts, it is clear that the UN cannot function effectively without the involvement of civil society in each conflict region. How the UN, member …

The investigators determined that the victim was working in an area with barbed wire obstacles (that should have been cut and removed). After going around the wire and detecting again he got a reading. He did not mark the reading but squatted and started to prod with his bayonet, and detonated the mine (which was identified as a PMN from "found fragments".

Short-Term Employment Persistence For Welfare Recipients: The "Effects" Of Wages, Industry, Occupation And Firm Size, Timothy J. Bartik

Upjohn Institute Working Papers

Using data from 13 years (1983-95) of the March Current Population Survey, this study examines how the types of jobs held by welfare mothers during the preceding year affects their employment and earnings at the time of the March interview. The estimates suggest that the wages of last year's job affect current employment and earnings, but the effects of wages are more modest than might be expected. The industry and occupation of last year's job make a great deal of difference, with industry being more important than occupation. The industries with the most positive effects on current employment are hospitals …

An Afrocentric Perspective On Social Welfare Philosophy And Policy, Jerome H. Schiele Jun 1997

An Afrocentric Perspective On Social Welfare Philosophy And Policy, Jerome H. Schiele

The Journal of Sociology & Social Welfare

Although much of the literature on American social welfare philosophy and policy is progressive and sincere in its objectives to dismantle poverty and economic oppression, the literature is limited in two important areas: 1) identifying American social welfare philosophy and policy as primarily Eurocentric in its worldview, and 2) applying the cultural values of people of color as a conceptual base to advance and diversify views on social welfare philosophy and policy. To address this gap, this paper draws on the viewpoints of a cadre of social scientists called Afrocentrists and applies the Afrocentric worldview to deseribe how it conceives …

The System-Change In Europe: Theoretical And Political Consequences For The Future Role Of Nato. A Comprehensive Evaluation Of Theoretical Propositions, Empirical Evidence And Possible Political Guidelines, Alexander Siedschlag Jun 1997

The System-Change In Europe: Theoretical And Political Consequences For The Future Role Of Nato. A Comprehensive Evaluation Of Theoretical Propositions, Empirical Evidence And Possible Political Guidelines, Alexander Siedschlag

Publications

In its consequences for the future role of the Atlantic Alliance, the system-change in Europe means more than what it is commonly conceived of to be. Much of the political and scholarly debates about NATO's future embrace military conflict management and Alliance enlargement as crucial factors. Yet another set of decisive factors determining NATO's future lies in the intra-Alliance political and military relationships. The immediate challenges in the first place stem from conflicts of internal origin, such as reconciling divergent interests and approaches among its members.

From Manual To Electronic Road Congestion Pricing: The Singapore Experience And Experiment, Sock-Yong Phang, Rex S. Toh

Research Collection School Of Economics

This study reviews the efforts of Singapore to curb road congestion through restraints on motor vehicle ownership as well as user fees. In particular, it traces the history of the famous Area Licensing Scheme (ALS), and then discusses its shortcomings, also the need for Electronic Road Pricing (ERP), its advantages and disadvantages and the technology involved in this state of the art system. This paper identifies important research questions to be addressed in connection with the first full-scale adoption of ERP.

The investigators determined that the victim did not centralise the reading point from his detector and "did not follow the marking procedures properly". He prodded while in a squatting position. They noted that the device was identified as a PMN (from "found fragments") and that the victim's helmet and bayonet were "destroyed".

The investigators determined that the victim was marking the cleared area up to a mine he had uncovered and which was awaiting detonation. It was near the end of the day so he wanted to go off duty after the found mine was destroyed. He dropped a stone close (25cm) to the found mine and the impact detonated another mine close by. His visor was up at the time, so his face was unprotected. The mine was identified as a PMN [presumably by inference].

The document states that the demining team were working in a gulley in a wooded area. "They had used prodders to prove the ground from which they were lifting mines. They also used detectors to sweep the area to 15m beyond the area which had been prodded". A member of the demining team who had been involved in laying the mines during the war "walked into the area which had been swept by detectors and detonated a PMA-3".

The investigators determined that the minefield was old and the mines had fallen and become buried. The victim did not mark the detector reading point before investigating with a pick, so triggered the mine which was identified as a POMZ from "fragments found". The victim's pick and helmet were damaged.

The investigators determined that the victim was clearing the dry bed of a lake [this appears to conflict with "hillside"] and prodded to investigate an area that the dog had indicated. He used his detector then investigated the reading with a pick. The mine was identified as a PMN (from "found fragments"). The victim's pick handle and his visor were damaged. The victim walked out of mined area unaided.

The accident occurred at 12:30 in a minefield laid by the Portuguese in the early 1970s. The mines were Italian AUPS mines, with and without fragmentation jackets. The demining group had been working in the area since 1996 and 234 AUPS mines had been destroyed. "The minefield crosses the road many times as it is linked as an obstacle with the river which is running along the valley. At the accident site, the minefield following the road alignment at a distance of about six metres on a rocky slope of approximately 35 degrees." Clearance of ten metres had occurred at …

Taking Down The Tupac Amaru: The Best And Worst Of Counterterrorism, Ibpp Editor

International Bulletin of Political Psychology

Many informed observers are citing the Peruvian governments operation to rescue hostages held by the Tupac Amaru Revolutionary Movement (MRTA) at the Japanese Ambassadors residence in Lima, Peru as a textbook success. These observers are already holding up the operation as a standard of counterterrorism (CT) excellence rivaling the Israeli rescue at Entebbe and the German rescue in Somalia. Are these observers right?
