Contestation And Participation: Concepts, Measurement, And Inference, Vanessa Alexandra Boese, Matthew Wilson Phd

Contestation and participation are commonly viewed as two main constituent dimensions of electoral democracy. How exactly have these two dimensions been conceptualized and measured in the literature? Are they empirically observable and do they matter for democratic development and stability? This article answers the first of these questions and considers their implications for the second by reviewing the literature on these two dimensions. We discuss three issues that affect conclusions about dimensions of democracy and their relevance for understanding democratic development: First, conceptual ambiguities—substantive overlap between the two concepts—obscure the meanings of each of the two dimensions. Partisanship In Times Of Crisis: Evidence From Italy, Alexa Bankert, Alessandro Del Ponte, Leonie Huddy
Political Science Faculty Articles and Research
There is a continuing debate over the political importance and durability of partisan attachments in European multi-party systems. Drawing on a nationally representative five-wave panel, we provide a longitudinal test of the power of partisanship in Italy over the course of the tumultuous 2013 national elections. We find that a strong partisan affiliation measured as a social identity two years prior to the election promoted system stability by increasing support for the in-party and inhibiting electoral support for the insurgent Five Star Movement (M5S). In contrast, non-partisans, especially highly educated ones, were more likely than partisans to vote for M5S. …

In recent years, the general model is one of the most important development trends of artificial intelligence. With the rapidly increasing research and deployment of general models, the social and ethical effects of general models have received extensive attention. Grounded in the characteristics of general models, this article analyzes the potential ethical challenges of the models at three levels:algorithm, data, and computing power. The detailed challenges include uncertainty, truthfulness, reliability, bias, toxicity, fairness, privacy, and environmental issues. Since mid-1990s, Germany has developed the UNESCO's Man and the Biosphere Programme (MAB) together with its biosphere reserves into a pathway of enhancing the nation's role in global governance. Measures took by Germany include:clarifying the national position in the globalization of German MAB, including putting more emphasis on partnership development, highlighting the effectiveness of development assistance, and ensuring the clearance and feasibility of action plan; collecting resources from foreign affairs, finance, intellectual, technology, etc., by multi-federal sector collaborative mechanism, to support the development of biosphere reserves of other countries; thinking globally and taking priority over Africa region. “Why Do I Have To Send My Child There?” How Low-Income And Working-Class Black Mothers Perceive School Choice In Washington, D.C., Brian Robinson

Despite being cemented into the American education system, school choice policies remain controversial among scholars, practitioners, policy makers, and education reform advocates. This study seeks to understand how low-income and working-class parents, for whom school choice advocates claim these policies are intended to benefit, perceive school choice and what motivates these perceptions. In particular, this study focuses on low-income and working-class Black mothers who are often disadvantaged in the education marketplace. Taking advantage of a relatively robust school choice system in Washington, D.C., the author interviewed 10 low-income and working-class Black mothers. The mothers in this sample see school choice …

State Tanf Spending: Does Devolution Matter?, Rhucha Samudra
Journal of Public Management & Social Policy
Using the state-level panel data, this study examines the role of Second-Order Devolution (SOD) in state TANF spending patterns. The study uses the Within-Between RE model to examine this connection. No statistically significant effect of second-order devolution is observed. The race continues to be a strong predictor of state funding and complex effects for Black, Hispanic, and Asian clients are observed. Such effects encourage a nuanced discussion of the racialization of welfare policy beyond the dichotomous exploration of black-white differences. Implications of this evidence are discussed.

While the emergence of the COVID-19 pandemic disrupted student learning in the spring of 2020 and impacted nearly all of the 55 million students in kindergarten to 12th grade nationwide, it also magnified significant racial inequities in schools and society. Generations of systemic racism left communities of color and their neighborhood schools more at risk during the crisis. Over the summer of 2020, school leaders and communities considered whether to reopen school campuses or keep buildings closed for the 2020-2021 academic school year, and media began to highlight racial and ethnic difference in attitudes about those plans. In recent years, the number of gun related killings appear to be on the rise. In fact, data show that gun related murders rose 32% between 2014 and 2017 (Gramlich 2019). While the second amendment to the U.S. Constitution allows citizens to bear weapons, many states have passed additional laws regulating the industry. These include restrictive and prohibitive laws. The goal of this paper is to assess the impact of changes in hand gun related legislation on firearm homicide rates in the United States for the period 1999-2015. Public administration navigates an important place in governing in that it is multidisciplinary and focused on practice, thus all theories need to be prepared to face critique from the people. To be anti-racist is to be actively engaged in the fight against racism, as inaction only serves to reinforce racism and oppression. In teaching the next generation of public servants, educators have a responsibility to be antiracist in their classrooms. The development of this antiracist approach requires both introspective and instructional efforts. Building on knowledge from Critical Race Theory, Black Feminism, intersectionality, and public service pedagogy, this article discusses the internal work that educators must undertake to become antiracist before teaching students how to do so. Ideological traditions, movements, and their associated developments are riddled with interpretation and disparity: human affairs are too complex and too riddled with contradiction to be narrowed down, to be sure. To maximize clarity, as well as its benefits in dialectics and discourse, critical analysis of these disparities in authored research can be a step towards maximizing the utility of debate, wherein both sides reach a conclusion or synthesis, ending up better off than before. Terrortimes, Terrorscapes: Continuities of Space, Time, and Memory in Twentieth-Century War and Genocide investigates interconnections between space and violence throughout the twentieth century, and how such connections informed collective memory. The interdisciplinary volume shows how entangled notions of time and space amplified by memory narratives led to continuities of violence across different conflicts creating “terrortimes” and “terrorscapes” in their wake. The volume examines such continuities of violence with the help of an analytical framework built around different themes. The 1919 Treaty of Versailles is one of the most impactful documents in world history. The treaty effectively ended World War I, decimated Germany, and laid the foundation for World War II. In his analysis The Economic Consequences of the Peace, John Maynard Keynes gives a first-hand account of the influence of world leaders President Woodrow Wilson, English Prime Minister David Lloyd George, and French Prime Minister Georges Clemenceau and the roles they played during the Paris Peace Conference. This paper seeks to provide Biblical perspective on social and cultural reform. At the time of this writing, much upheaval in the form of a pandemic, race riots, and political protests have manifested both within America and abroad. In turn, these disputes have carried over into conflict within various denominations of the Church itself. This paper will provide some guiding Biblical themes from Scripture that are relevant to these very difficult issues today. It will also address common pitfalls the Church can easily fall into in dealing with these issues, and how these extremes can be avoided.
