The First Lady As Formal Advisor To The President: When East (Wing) Meets West (Wing), Maryanne Borrelli
Government and International Relations Faculty Publications
Drawing on archival research, this article examines how the position of the first lady has been formally defined, and how that definition has affected presidential advising by first ladies. Three first ladies-Eleanor Roosevelt, Rosalynn Carter, and Hillary Rodham Clinton-have served in a formal capacity within the executive branch. In each instance, the first lady's appointment, and subsequent exercise of formal and informal power, carried significant implications for our understanding of this position, the presidency, and the political system.

The Mine Action Information Center (MAIC) at James Madison University implemented this project to develop a framework for the systematic collection and management of landmine casualty data. The project was premised on the lack of an adequate system for collecting and managing landmine casualty data on a global basis. Data on landmine and UXO casualties is being collected in a systematic manner in some countries, but worldwide, it is not being collected in a comprehensive or consistent manner that allows it to be compared cross-nationally and aggregated globally. The National Domestic Workers Union And The War On Poverty, Elizabeth Beck
The Journal of Sociology & Social Welfare
This article explores values, strategies, and tensions found within the War on Poverty and examines a War on Poverty-supported initiative, the National Domestic Workers Union (NDWU). The article makes the argument that the NDWU is illustrative of the War on Poverty in that each held structurally based descriptions of poverty and individually based prescriptions. The article explores the relationship of domestic service to the institutions of racism, classism, and sexism and how the ND WU strategies of training, service, and, advocacy-like those of the War on Poverty-sought to address the needs of individual domestic workers while circumventing larger and more …

Expenditure Control And Traditional Budgets: Comparing Two Implementations, Angela Lauria Gunnink

My research will entail examining the budget processes of Kalamazoo, Michigan, and Fairfield, California. The difference between these two cities and their budgets is that Fairfield implemented an expenditure control budget, and Kalamazoo operates with a traditional budget. The purpose of this Master’s Thesis is to compare and contrast Fairfield's performance with their expenditure control budget to Kalamazoo, a city of approximately the same size in terms of population, square mileage, and local governance as Fairfield, but operates with a traditional city budget.

First And Second Generations Of Urban Black Mayors: Atlanta, Detroit, And St. Louis, Harold Eugene Core

This research attempts to create an understanding of generationality as it applies to successive black mayors in the urban setting. At a glance, the first black mayors of Atlanta, Detroit, and St. Louis received criticism for being anti-white and using racial conflict to accomplish their goals of diversifying the decision-making elites in each city. The black mayors immediately following in each city were criticized in the black community as being too accommodating to white interests as they attempted to find racial balance in the decision-making elite.

According to Section 512 of the Quality and Work Responsibility Act of 1998, “every adult resident of public housing will be required to perform eight hours of community service each month, or participate in a self-sufficiency program for at least eight hours every month. This requirement does not apply to elderly persons, disabled persons, persons already working, persons exempted from work requirements under State welfare to work programs, or programs receiving assistance under a State program that have not been found to be in non-compliance with such a program” (Hunt, Schulhof, Holmquist, 1998: 5).
