This study investigates the fractured relationship between Police and Civilians in Ghana's Northern Region, leading to a breakdown of trust and cooperation in maintaining internal security. The theoretical basis for this study rests on the Social Dominance Theory (SDT) and the Contact Theory (CT). Through a qualitative approach involving purposive sampling, in-depth interviews, and focus group discussions, the study examines the structural factors contributing to this fractured relationship. This paper makes a normative argument about transformations of public health as a necessary condition required in any transitional justice process. We seek to bridge the gap between the fields of genocide and public health to understand the recursive relationship between genocide and the social determinants of health. We show that structures and institutions established during genocide create enduring impacts on the public health outcomes of victim and survivor groups even after the ousting of the original perpetrators. This dissertation assesses the empirical relevancy of realist International Relations (IR) theory in cyberspace and shows how a richer IR-based theory of cyber conflict can enhance the understanding of interstate cyber deterrence, especially in the context of US-Sino hegemonic cyber conflict or cyberwar. As states increasingly engage in cyber conflict by exploiting security vulnerabilities due to global interconnectivity (i.e., the Internet), cyber threat has become relevant for national security. Once ethnically the most homogeneous among the South Slavs, Montenegro is now deeply divided between two factions over statehood and identity. Notwithstanding the expansion of national institutions and elite efforts to mobilize upon them, with independence in 2006 has come less unity, internal harmony, and loyalty to the state, and intensified division and contention. This article investigates to what extent the forcible transfer of tamariki and rangatahi Māori (Indigenous children and youth) in Aotearoa New Zealand can be considered genocide. First, I begin by exploring contemporary genocide theory as it relates to dolus eventualis in settler colonial contexts, before engaging with precedents for recognizing Indigenous genocides established by truth commissions in Canada (2015; 2019) and Australia (1997). I then explore the history around Indigenous child removal in Aotearoa from the onset of colonization to the present day, attentive to ways in which the UN Convention can apply to the forced removal of Māori children. …

Industrial Control Systems (ICS) are widely used by critical infrastructure and are ubiquitous in numerous industries including telecommunications, petrochemical, and manufacturing. ICS are at a high risk of cyber attack given their internet accessibility, inherent lack of security, deployment timelines, and criticality. A unique challenge in ICS security is the prevalence of serial communication buses and other non-TCP/IP communications protocols. On April 6, 2023, the Atlantic Council’s Cyber Statecraft Initiative hosted a panel discussion on the new National Cybersecurity Strategy. The panel featured four senior officials from the Office of the National Cyber Director (ONCD), the Department of State (DoS), the Department of Justice (DoJ), and the Department of Homeland Security (DHS). The author attended and asked each official to identify the most important elements that policymakers and strategists must understand about cyber. This article highlights historical and recent struggles to express cyber policy, the responses from these officials, and the author’s ongoing research to improve national security cyber policy.

Terrorism or violence can be triggered by a variety of circumstances, including the religious, cultural, political, or economic conditions of the social environment, as well as the perpetrator’s personal characteristics. However, studies conducted in the aftermath of 9/11 have largely described the attacks as religious events, arguing that religion inherently causes violence or that religion is the main motivation for violence. The primary argument for the approach adopted by such studies is that secular institutions are inclined to be less violent than religious ones. The legacy of mass atrocity—including colonialism, slavery or specific manifestations such as apartheid—continue long after their demise. Applying a temporal intergenerational lens adds complications. We argue that mass atrocity creates for subsequent generations a deep psychological rupture akin to witnessing past atrocities. This creates a moral liability in the present. Healing is a process dependent on the authenticity (evident in discourse and action) with which we address contemporary problems. A further overriding task is to open social and political space for divergent voices. A movement begun in 2011 inspired multilateral organizations such as the United Nations to collaborate with Ghana’s women traditional leaders on an inherently postcolonial indigenous and transnational feminist project, promoting Queens’ national recognition. Despite the initial power of the movement, it faded over time. Yet it spurred the formation of various new Queens’ associations throughout Ghana. The associations have grown and continue to grow, and the National Council of Women Traditional Leaders that spurred the first movement has returned stronger and with new strategies. This article utilizes the case study of the 1930s Ukrainian Holodomor, an artificially induced famine under Joseph Stalin, to advance comparative genocide studies debates regarding the nature, onset, and prevention of large-scale violence. Fieldwide debates question how to 1) distinguish genocide from other forms of large-scale violence and 2) trace genocides as unfolding processes, rather than crescendoing events. To circumvent unproductive definitional arguments, methodologies that track large-scale violence according to numerically-based thresholds have substituted for dynamics-based analyses. The purpose of this project is to examine the growth of the American military service regimes along with how the American State used those regimes to construct American identity. To accomplish this, this project looks at the length of American war as a dependent variable from the types of war fought and the military service regimes.
