A Systematic Analysis Of The Deracialization Concept, Byron D. Orey, Boris E. Ricks

The concept of deracialization gained notoriety following elections held in November of 1989. During these elections, a number of African-American candidates captured victories in majority-white electoral jurisdictions, leading McConnick to coin this Election Day as "Black Tuesday." Among those elected on "Black Tuesday" include: L. Douglas Wilder as governor of Virginia, David Dinkins as mayor of New York City, Norman Rice as mayor of Seattle and Chester Jenkins, mayor of Durham, North Carolina. In this article we systematically examine the deracialization construct/strategy and the potentially damaging impact that such a strategy might pose on the black community.

This article will argue that Third Debate is the 'revolution turn' in the study of international relations. There are some explanations to conduct this argument: the description of the history of international relations thought and epistemological problem. This illustration will lead us to understand that there is a deeply dynamic debate in philosophy circumstances. We can not close the eyes to this debate otherwise we will be stucked and trapped in the dogmatism, stagnatism and ideology. Why might a democratically elected government choose to run a sustained fiscal deficit in the face of many potential drawbacks? In this paper, I contribute in two important ways to our understanding of the political causes of fiscal outcomes. First, I develop a theoretical argument that democracies with a few large districts will have greater political incentives to provide balanced budgets than democracies with many small districts. Second, I test my theory (and, preliminarily, other theories) with a much broader empirical model than those generally used in the literature. Intense growth in American Indian gaming over the past two and a half decades has resulted in suggestions of impact on non-Indian communities with a resulting growth in tribal-local government interaction. Although there is mounting evidence of both positive and negative socio-economic impacts on non-Indian communities as a result of Indian gaming operations, to date, there has been very little exploration of the actual fiscal impact on non-Indian governments as a result of these operations. In the wake of the September 11 attacks, the “Global War on Terror” has marginalized the rule of law. From the dragnet detentions in the aftermath of the initial attacks, to novel and secretive surveillance authority under the Patriot Act, to the incarceration and torture of “enemy combatants,” the administration’s “war” has sought to establish zones of maneuver free of both legal constraint and of political oversight. In the first half decade of these efforts, the tripartite constitutional structure which is said to guard against executive usurpation remained largely quiescent. To explain subadditivity in judgments of probabilities, support theory (Tversky and Koehler 1994) emphasizes the increased availability of information about component events. This paper demonstrates that similar processes occur in responses to public opinion questions. When a broad description of a policy is “unpacked” into more specific component policies, support for the component policies exceeds support for the original, broad policy. This effect is especially strong when one or more of the unpacked policies make information available to the decision-maker that was not accessible when the broad description was provided. This behavior violates Luce’s (1959) axiom of independence of irrelevant …

"On May 15, 1972, Arthur H. Bremer shot Alabama Governor and Democratic presidential candidate George Wallace five times at close range with a .38 caliber revolver during a campaign stop in Laurel, Maryland. The shooting in the Washington, D.C. suburb ended Wallace’s political career and he was paralyzed from the waist down for the remainder of his life. In November, thirty-five years later and in the middle of another political season, Bremer was released from the Maryland State Penitentiary in Hagerstown on November 6, 2007. The first political assassin to be paroled in American history, his sentence for the shooting …

Free/Libre and Open Source Software (FLOSS) projects are a form of commons where individuals work collectively to produce software that is a public, rather than a private, good. The famous phrase “Tragedy of the Commons” describes a situation where a natural resource commons, such as a pasture, or a water supply, gets depleted because of overuse. The tragedy in FLOSS commons is distinctly different -- it occurs when collective action is abandoned before a software product is produced or reaches its full potential. The purpose of this dissertation is to establish the meaning and definition of postfeminism along with an assessment of whether it accurately represents the current era of thinking. It is an historical, descriptive, qualitative analysis of the feminist movement from its inception with the central focus on the newest strand of feminist thought, postfeminism. The progression toward these conclusions entails an outlining of the waves of feminism and the strands of thought within these eras as well as a discussion of third wave feminism, modern feminism and generational differences between the waves. In this dissertation I introduce an institutional approach for the research of the Chinese welfare state and the measure of people’s welfare benefit. I demonstrate that multiple institutional transitions due to the economic reforms initiated in the early 1980s have since dramatically changed the Chinese welfare state and the way welfare benefits are distributed. Multiple institutional transitions discussed in this dissertation are structural changes associated with the state-owned enterprise (SOE) reforms, the rapid industrialization, ever-growing urbanization, and large-scale decentralization of the fiscal system. This paper analyzes the recent efforts of the Chinese government to facilitate rural development. It reviews the Chinese Communist Party (CCP)’s previous emphasis on urban-based growth, the history behind the shift towards rural development, and the attempts by President Hu Jintao to move from extensive urban development towards sustainable rural development. It asserts, first, that much of China’s urban-based development was intentionally encouraged by the government, and second, that the CCP is now deliberately moving its investment and focus to rural-based growth. At the end of the Cold War, John Mearsheimer published the article, “Back to the Future: Instability in Europe after the Cold War”. The widely-cited piece included four predictions for the post-Cold War European geopolitical landscape founded on the theory of offensive realism, the realpolitik approach that Mearsheimer had established and developed over more than a decade of scholarship. However, the emergence of a post-Cold War and pan-continental peace suggests that something was wrong with Mearsheimer’s predictions and, by implication, the theory that informed them. Recently, Liam Murphy and Thomas Nagel have presented an interesting and controversial proposal to evaluate normatively a tax system (Murphy y Nagel 2001, 2002; Murphy 2005a, 2005b). Basically, they argue that a tax scheme will be just only if it finds its place in a just set of economic and legal institutions. In this work I analyze their proposal. This article is an ethnographic exploration of the process through which citizens come to conceptualize their identities as political subjects in rapidly changing contexts. The focus of the article is the lifting, in 2003, of a ban on crossing between the northern and southern parts of the island of Cyprus, which had been instituted in 1974. The article examines how this new political change affected state rhetoric, and concentrates on the reactions of Greek-Cypriot citizens to this shift. In an era when democratization is stalled or in retreat in many parts of the world, it is important to highlight the successful democratic experience of East and Southeast Asia in recent decades. Five consolidated democracies have emerged since the mid-1980s; only Thailand has seen some backsliding with the 2006 coup. The Asian cases provide insights into several major debates in the democratization literature, including the relative importance of culture, history, economic structure, and the optimal sequencing of political and economic reform. This article critically examines the Disability Act 2005 which regulates access to public services for disabled people in Ireland. We examine the competing conceptions of disability rights advanced by the government and the disability sector during the debate on the legislation and offer an interpretation of disability rights as the justiciable right to challenge. The Disability Act 2005 is then evaluated in light of the proposed framework. We outline a number of ways in which the absence of a justiciable right to challenge fails to safeguard the dignity, empowerment and participation of disabled people. The author analyzes the narrations of Survivors of the genocide of the Tutsi, in 1994. A particular attention is paid to how the witnesses express two affects : guilt and responsibility. Their life stories explore these concepts which help them to carry out a search for Truth, which is deeply linked with the sufferings the horror of the past inflicted to them to the point of being haunted by the past. The Survivors ask themselves an array of questions, not always finding a satisfying answer which could bring them some peace. They address their questioning to different agents, telling them …

This study seeks to add to the current understanding of the political nature of the Supreme Court of Canada. We analyze a data set consisting of all nonunanimous published Supreme Court decisions for the period 1949 to 2000. A prior study by Tate and Sittiwong (1989) suggested a model of judge attributes for the period 1949 to 1985. We build on that analysis by extending the time period to 2000, which allows the impact of gender also to be assessed. This article examines the close relationship between the Australian and New Zealand business communities to ask whether the relationship is best characterized as simply a bi-lateral trading relationship, or whether there is evidence of the formation of a transnational business community. This article also seeks to explore the nature of Australia—NewZealand integration, and specifically the degree to which the relationship is interdependent or asymmetrical. Data are drawn from quantitative sources — including a dataset developed from the IBISWorld's Largest 2000 Enterprises in Australia and New Zealand, Who's Who in Australia, and Who's Who in Business in Australia — and qualitative …
