A Survey Of Pre-Primary Convention Endorsement Of Party Candidates, Oliver E. Payne
Political Science ETDs
The study is divided into twelve chapters. Chapter one is the introduction. In Chapter two a brief background of American nominating machinery used prior to the advent of the direct primary is discussed. Chapter three is concerned with the direct primary, especially with the most valid criticisms of it. Chapter four deals with the primary plan that was advocated by former Governor Charles Evans Hughes of New York. Chapter five is concerned with the unofficial, tacit agreements that political organizations arrive at in regard to a party slate. This chapter points out that even under the direct primary the party …

The Development Of The Federal Grant-In-Aid System And Its Effect On The Distribution Of The National Wealth, Charles A. Harvey
Master's Theses
In our modern world the problems or government are never simple. The tasks of coordinating, directing and promoting the political, social and economic affairs or a people usually present problems of the utmost complexity. Particularly is this true under the system or government embodied in our Federal constitution. Due to the system of power distribution peculiar to federalism many problems arise which are not ordinarily encountered by the so-called centralized or unitary norms of political organization.
It is not the purpose of this paper to examine in detail the characteristics of federalism. Sutfioe it to say that under such a …

Constitutional Revision In New Mexico, Allen Dale Krumm
Constitutional Revision In New Mexico, Allen Dale Krumm
Political Science ETDs
It is the purpose of this thesis to examine the relative merits of the New Mexico Constitution and inquire into the need for a general constitutional revision. The constitution has been frequently changed by the amending process, but as yet there has never been a general revision of the document. To do so would require the convening of a constitutional convention for the purpose of drafting a new document.

History Of The Reorganization Of Utah's State Administrative Government By The Twenty-Fourth Legislature, Desmond L. Anderson
All Graduate Theses and Dissertations, Spring 1920 to Summer 2023
In the evening of January 13, 1941, Herbert B. Maw, who was then beginning his first term as Governor of the state of Utah, addressed his first legislative message to a joint session of the 1941 Utah Legislature from the rostrum of the chamber of the House of Representatives. An overwhelming amount of the Governor's message was devoted to a multifaceted topic, the reorganization of Utah's state administration.
After extensively deploring state structural and political organization as it existed at that time, Governor Maw declared:
