Conflict Of Interest : Some Selected Legislative Responses At The National And State Levels, Berndt Harry Bohm

Finding solutions to conflict of interest situations is a never ending task. The basic difficulty revolves around the fact that each situation is somewhat different from another. What may be statutory relief for one situation may not be relief for another. This paper attempts to examine the possibility of statutory relief and presents certain selected examples of federal and state level legislation in the conflict of interest area. We begin with a general analysis of "gray-zone" conflict of interest and conclude with an evaluation of certain federal and state responses to conflict of interest situations.

Preface

Prime Minister Pierre Trudeau pointed out in 1968 that some seventy percent of Canadian foreign policy is directly affected by the relationship of Canada and the United States. Trudeau expressed hope that ways could be found to derive maximum independence from the remaining thirty percent. At the same time, Trudeau pointed out the need to decrease the presence of the United States in Canada's foreign policy. One of the ways Trudeau proposed to meet these objectives was the expanded use of countervailing forces. The United Nations Capital Development Fund was established by the U. N. General Assembly under Resolution 2168 (XXI) of 13 December 1966. Its expressed purpose was to assist developing countries in the development of their economies by supplementing existing sources of capital assistance by means of grants and loans, particularly long-term loans made free of interest or at low interest rates.

More than its actual or potential role, the Fund has a symbolic meaning for the developing nations. To them, it represents the best hope of overcoming their problem of capital shortage. It symbolizes also the expected role of the …

The purpose of this study is to attempt to find out how the police officers in the second-class cities in Kentucky view their work. Questions asked concern relationships with the public, their supervisors, and co-workers; opinions of recent court rulings affecting their work; and their sentiments about salaries and plans to continue in police work. After assessing the job satisfaction of the officers, the results were correlated with other studies and recommendations are made directed toward increasing the officers' motivation and effectiveness in performing their duties.

Viena Hendrickson discussed her parent’s involvement with the socialist and workers’ movements among the Finns of northern Minnesota. She described their political and social organizations. Hendrickson also talked about her own involvement in the Socialist and Farmer-Labor parties and the latter’s eventual union with the Democratic Party. She described how women became involved in politics, especially in the Farmer-Labor Women’s Federation, and then shared her impressions of Eugene Debs, Floyd B. Olson, Elmer Benson, Henry Shipstead, Harold Stassen and Hubert Humphrey. Finally, Hendrickson discussed red baiting in the 1940s and 1950s, isolationism and her views on the United Nations.
