This method of testing enables the determination of the strength parameters of soils. The methods described are the consolidated undrained triaxial compression test--with or without pore pressure measurements--and the unconfined compressive strength test. The parameters obtained are the angle of internal friction, ∅, the cohesion, c, and the unconfined compressive strength. The values so obtained may be employed in the design and analysis of earth structures--with consideration of the accepted criteria of stability and safety.

In the evolvement of the present state of the art, idealized concepts of mixture design have been dutifully tempered with practical considerations, experience factors, and performance features which may not be altogether apparent from this report alone. In substance, the study has been concerned with aggregate gradations, construction operations, and quality of the pavement surface. Early in 1966, during the construction of a large embankment between Stations 1738+00 and 1745+00 on I 64 in Bath County (I 64-6(6)117, SP 6-404-5G1), a serious slide occurred involving large quantities of the embankment material. After a visit to the site and a review of the subsurface information available, it was assessed that the slide occurred as a result of a bearing-capacity failure of the foundation material.

At Utah State University, considerable effort has been devoted to the analysis of submerged flow at open channel constrictions. A method of analyzing submerged flow was first developed for a trapezoidal flume by Hyatt (1965). Later studies verified the method of analysis for a rectangular flume (Skogerboe, Walker, and Robinson, 1965) and Parshall flumes (Skogerboe, Hyatt, England, and Johnson, 1965). Because of the previous findings, it was felt this method of analyzing submerged flow could be applied to highway embankments.

The turnout structures under study divert flows from the Weber-Davis Canal near Clearfield, Utah. A portion of the canal in this area was realigned as a result of the construction of the Interstate Highway System. The twin turnout structures, used to divert water to the West Branch Irrigation Company and West Layton Irrigation Company, were constructed in conjunction with the realignment of the concrete -lined canal.

The Bear River Canal System (Fig. 1) is located below Cutler Reservoir in Box Elder County, Utah. The average annual quantity of water conveyed through the canal system is approximately 230,000 acre-feet. Any water not consumptively used in this area eventually flows in to Great Salt Lake.

Utah Power and Light Company has the rights to the waters stored in Cutler Reservoir for operating a hydroelectric plant.
