Introduction: Scope of Study: The United State Bureau of Reclamation (USBR) is currently evaluating plans to construct a multipurpose reservoir on the San Miguel River 32 kilometers (20 miles) below Telluride, Colorado. Tractors are tested at the University of Nebraska according to the Agricultural Tractor Test Code approved by the American Society of Agricultural Engineers and the Society of Automotive Engineers or official Nebraska test procedure.
The manufacturer selects the tractor to be tested and certifies that it is a stock model. Each tractor is equipped with the common power consuming accessories such as power steering, power lift pump, generator, etc., if available. A probabilistic river water quality model is developed with the capability of determinging the joint and marginal probability density function of biochemical oxygen demand (BOD) and dissolved oxygen (DO) at any point in a river. The one dimensional steady-state model can be applied to a river system with any reasonable number of point loads and diversions and lateral surface and subsurface inflow. The model can simultaneously consider randomness in the intital conditions, inputs, and coefficients of the water quality equations. Interframe Hybrid Transform/dpcm Coders Encode Television Signals by Taking a Spatial Transform of a Block of Picture Elements in a Frame and Predictively Coding the Resulting Coefficients using the Corresponding Coefficients of the Spatial Block at the Same Location in the Previous Frame. These Coders Can Be Made More Efficient for Scenes Containing Objects in Translational Motion by First Estimating the Translational Displacement of Objects and Then using Coefficients of a Spatially Displaced Block in the Previous Frame for Prediction. A New Technique for Reducing Transmission Error Propagation in Adaptively Predicted, dpcm‐encoded Pictures is Described. the Basis for the Technique is a Generalization of the Notion of Predictor Output Attenuation, Described by Graham, to Include Attenuation of the Adaptive Prediction Function. Simulation Results Are Presented that Show that Application of the Technique to Graham's Codec Results in Significant Reduction in Error Propagation Without Degradation of Picture Quality. the Technique Requires No Increase in Transmission Rate. © 1979 the Bell System Technical Journal

This report presents the results of field inspection and evaluation of the Binder Lake Dam.
It was prepared under the National Program of Inspection of Non-Federal Dams.
This dam has been classified as unsafe, non-emergency by the St. Louis District as a result of the application of the following criteria:
1) Spillway will not pass the Probable Maximum Flood.
2) Overtopping could result in dam failure.
3) Dam failure significantly increases the hazard to loss of life downstream.

A system of twelve equations have been developed for the elastic-plastic analysis of split-set roof bolts and these equations have been programmed for solution on the IBM 370/168 computer. Typical solutions have been presented in graphical form for comparison with experimental data. The results compare favorably for most of the split-sets providing the system parameters are properly specified. It appears that this analytical solution will be valuable to mining engineers since the solutions have been put in graphical form. The plasma polymerization of tetrafluoroethylene (TFE) is studied in a capacitively coupled system with internal electrodes using radio frequency (13.56 MHz) power. The emphasis is on identifying conditions that are compatible with continuous coating of plasma polymer on a substrate moving through the center of the interelectrode gap. At high pressure (500 mTorr), deposition of plasma polymer is primarily on the electrodes rather than on a substrate placed midway between electrodes. Glow is observed in only part of the interelectrode gap at low powers and fills the gap only at high power levels. The use of a magnetic field effects …

Turbulent flow pressure drop measurements were made for various concentrated oil-in-water emulsions which exhibit non-Newtonian behavior. The effects of oil viscosity, temperature and oil concentration on specific energy loss were evaluated. Measured turbulent friction factors consistently fell below those predicted by the Dodge and Metzner friction factor correlation, probably due to viscoelastic effects of the emulsion. Several polymer and surfactant drag reducers were tested in these emulsions, and high molecular weight polyacrylamides were found to be the most effective in further reducing pumping energy losses. The effectiveness of the polymer additives decreased with time during pump circulation. © 1979 by …

A simple method for generating digital terrain surfaces as a function of only the terrain standard deviation is presented. This is accomplished by fitting a postulated autocorrelation model to actual terrain data. Observed relations between model parameters are used to obtain a one-parameter model. Incompressible nondissipative magnetohydrodynamic turbulence is treated for spherical systems. From the absolute equilibrium expectation values of the fields one can investigate those initially quiescent states for which no large mean square velocity will develop. This stable state is force-free and gives rise to the Hill vortex structure for the magnetic flux surfaces.
