EXPLANATION OF THE TEST PROCEDURE General Tractors are tested at the University of Nebraska according to the Agricultural Tractor Test Code approved by the American Society of Agricultural Engineers and the Society of Automotive Engineers or official Nebraska test procedure. The manufacturer selects the tractor to be tested and certifies that it is a stock model. Each tractor is equipped with the common power consuming accessories such as power steering, power lift pump, generator, etc., if available. Kentucky Transportation Center Research Report

A previous report dealt with development of procedures for preparation of an Interstate Safety Improvement Program. The purpose of this report was to prepare prioritized rankings of recommended improvements which could be implemented for the Interstate Safety Improvement Program. Together, these two reports include logical and comprehensive procedures for the selection, scheduling, construction, and evaluation of highway safety improvement projects.

Analyses and experiments have been performed to investigate deflection of a Gaussian beam propagating through an amplifying medium possessing a strong transverse gain gradient. The analysis includes effects due to dispersion and gain steering. The experiments were performed in a high power pulsed chemical laser amplifier using a cw frequency stabilized laser as a source. Time dependent beam deflection due to the interaction of the gain gradient with the finite radius of curvature of the propagating beam was observed.

An electromagnetic plane wave incident obliquely from a transparent medium onto the surface of an absorbing medium can be reflected with 0 or π phase shift if (i) the wave is p (TM) polarized, and (ii) the complex relative dielectric function ε is such that 0 ≤|ε| 2/2Re(ε) ≤ 1. Furthermore, the locus of ε such that the reflection coefficient for the p polarization is real at the same angle of incidence, is a circle, and that of ε½ (the complex relative refractive index) is Bernoulli’s lemniscate.

Kentucky Transportation Center Research Report

The objective of this study was to develop a dynamic programming procedure using economic analyses to assist in optimizing expenditures in the pavement resurfacing program in Kentucky. Benefit relationships were determined from expected accident reduction, improved comfort, time savings, fuel savings, and maintenance savings. The only cost input to the program was the resurfacing cost of each project.

Dynamic programming was adapted to the selection of projects for resurfacing. Over $8.4 million of additional user benefits would have been realized in 1976 if dynamic programming had been used in selecting projects. The benefit-cost ratio of sections selected for resurfacing was …

Scattering Of Focused Beams By Tenuous Particles, S. Colak, Cavour W. Yeh, Lee W. Casperson

This paper deals with the problem of the scattering of focused laser beams by tenuous particles using an iterative technique. The results are shown to be accurate provided that (a) the polarizability of the particle medium is small and (b) the phase shift of the central ray is less than 2. It was found that when the size of the incident beam waist is close to that of the scatterer, the scattered field deviates significantly from that for the incident plane wave case. Specific examples are given.

A power tillage device is provided having a passive rolling coulter as the prime mover for a power tillage blade which is carried in the lead of the coulter on a transfer case mounted as a radius arm on the counter shaft. The tillage blade rotates in the opposite direction from the coulter and is designed for optimum efficiency for shearing and lifting soil from a furrow.

A survey of the variation to be expected in Charpy V-Notch tests obtained from plates was conducted by the Committee on Product Standards at the request of the Committee on General Metallurgy. The results of the survey are presented in this report.

The survey data consisted of longitudinal and transverse impact test values obtained from seven specified locations on plates produced to ASTM A-572 as-rolled, A-516 normalized and A-537 quenched and tempered. Three testing temperatures were used for each grade.

The data were collected from industry production during 1973 and 1974. Sufficient data were received to estimate limits of variation …

INTRODUCTION This report presents the progress made on the development of the load and resistance factor design of cold-formed steel following the preparation of the First Progress Report. In Article 11.1, the statistical analyses of the tested values versus the specified values on mechanical properties and thicknesses of the steel sheets and strip are discussed. More than 4,000 tensile coupon tests on mechanical properties and 1,400 data on thickness of steel sheets have been collected and analyzed. The desirability of specific materials and designs for conventional flat-plate solar collector components is considered. Then a methodology for choosing the most economic component is presented, consisting of a computer simulation and a rate-of-return analysis. The effect of rising conventional fuel costs is examined. Examples of using the methodology are given, based on Southern California climatic and user-demand conditions. Selective absorber-plate coatings and film inner glazing are shown to be economic, yielding a rate-of-return of 23 percent and 29 percent, respectively.

Water management in irrigation projects is one potential method for reducing downstream salinity in the Colorado River. An important contribution can be made to developing more effective irrigation water management practices for water conservation and salinity control through identification and better understanding of the soil and water interactions that result in soils behaving as salt sources or as salt sinks. The interactions identified in this study were examined to determine the effects of various management alternatives on the quality and quantity of salt in subsurface return flow from irrigation projects. The development of Missouri's new lead belt within the past decade has provided an excellent opportunity to study the dissemination and effects of heavy metals in a deciduous forest ecosystem. Primary lead smelters, within the new lead belt have been identified as potential sources of cadmium as well as lead, zinc, and copper. Sintering and blast furnace operations tend to produce significant quantities of small particulates highly enriched in cadmium and other heavy metals. At one smelter, samples of stack particulate emissions indicate that as much as 0.21 lb of cadmium may be released to the atmosphere per hour. This …

P.L. 92--500, The Federal Water Pollution Control Act Amendments of 1972, has provided two mechanisms for the control of water pollution from animal production facilities. Point source controls require that confined animal production facilities apply for a NPDES permit in order to operate. Nonpoint source controls, as established by State and area-wide water quality management programs, are to be developed around the concept of "Best Management Practices."

This report demonstrates the feasibility of applying stochastic techniques to linear water quality models. The Monte Carlo, First Order, and Generation of Moment Equation techniques are applied to a long term phosphorus model of Lake Washington. The effect of uncertainty of the phosphours loading term on simulated phosphous levels is analyzed. All three stochastic techniques produced the same results. The simulated concentrations of phosphorus in the water column are very responsive to uncertainty in annual phosphorus loading, the sediment concentrations relatively insensitive. The Monte Carlo technique is shown to require the most computation time of the three stochastic techniques applied. …

The decision-making process associated with the scheduling of burley tobacco harvesting operations was formulated as a multi-stage decision process, and solved using a procedure called dynamic programming. The solution of a stochastic dynamic programming model provides a set of optimal decision rules, that is, a strategy. When certain user-specified parameters are provided, the decision model provides information concerning the optimal date to start harvesting, the optimal number of hours to harvest on each day, the optimal date to introduce hired labor, and the optimal number of workers which should be hired.

Historically, the designs of below-grade enclosures were determined by such factors as availability of building materials, climatic elements, defensive needs, ceremonial beliefs, and cultural concerns. Contemporary use of underground house components includes basements, cellars, and other similar spaces. In most cases, however, individuals occupying below-grade quarters have either had access to an above-grade structure or have considered such quarters as temporary. The plasma polymerization of tetrafluoroethylene (TFE) is studied in a capacitively coupled system with internal electrodes using a 10 kHz (af) and a 60 Hz (ac) source. The emphasis is on identifying conditions that are compatible with continuous coating of plasma polymer on a substrate moving through the center of the interelectrode gap. Operation at a pressure below 100 mTorr is most favorable for deposition of a substantial portion of the plasma polymer on this substrate. The mechanical shear degradation of polydisperse Poly isobutene and monodisperse polystyrene in oils of different viscosities in the concentration range of 0.1% to 1% was studied using a high‐shear concentric cylinder viscometer under laminar and uniform well‐defined shear field conditions. Molecular weight distributions (MWDs) were measured by gel permeation chromatography (GPC). Degradation of polydisperse Poly isobutene solutions narrows the distributions principally through the breaking down of large molecules. Degradation of monodisperse polystyrene broadens the distributions at lower shear stress. At higher shear stresses, the distributions do not broaden as much but are still broader than those of the original polymer. …
