The Social And Economic Costs Of Employee Misclassification In Construction [Massachusetts Report], Françoise Carré, Randall Wilson

Center for Social Policy Publications

With this study, a cross disciplinary team of the Center for Construction Policy Research has taken a first and significant step in documenting employee misclassification in the Massachusetts construction industry. This report documents the dimensions of misclassification and its implications for tax collection and worker compensation insurance.

Misclassification occurs when employers treat workers who would otherwise be waged or salaried employees as independent contractors (self employed). Or as one report commissioned by the U.S. Department of Labor put it, misclassification occurs “when workers (who should be) getting W-2 forms for income tax filing instead receive 1099- Miscellaneous Income forms.”

The purpose of this study was to evaluate the effect of crosswind and turbulence on mental workload and pilot tracking performance. Based on previous research, it was believed that as the amount of crosswind and turbulence is increased, mental workload would increase and tracking performance would decrease. The objective was to estimate the impact that crosswind and turbulence, of varying degrees, had on performance and workload. Fifteen full time college student volunteers served as experimental participants in a simulated horizontal and vertical tracking task. Each participant flew twelve instrument approaches, experiencing a different crosswind and turbulence combination during each approach. …

The purpose of this study was to analyze the performance effects of gender and regional dialect on air traffic control statement recall. Sixty-one student volunteers participated in the experiment. Thirty-one participants held a pilot’s license and 30 participants had no flight experience. Each participant listened to one CD with 60 ATC statements each representing a male and female voice and New England, Southern, and General American dialect. Participants were asked to recall exactly what they heard. If the participant could not understand what they heard, they requested a repeat. CPortS is a transportation logistics simulation that models the flow of military cargo through a seaport and the interaction of the cargo with the port resources and infrastructure. It provides information about the seaport's capabilities, how the cargo has been handled, how many days the cargo took to clear a particular port area, and the overall throughput of the seaport. The model is highly data intensive since it models the huge traffic in a real seaport.

A military organization operates a large fleet of vehicles in a depot to serve the requests of various operational units. Each request has a fixed start and end time, and is served by a prescribed number of vehicles. The primary goal of the present study was to investigate the effects of display integration in a simulated commercial aircraft cockpit equipped with a synthetic vision display. Combinations of display integration level (low/high), display view (synthetic vision view/traditional display), and workload (low/high) were presented to each participant. Sixteen commercial pilots flew multiple approaches under IMC conditions in a moderate fidelity fixed-base part-task simulator. Pilot performance data, visual activity, mental workload, and self-report situation awareness were measured.

Background

National Weather Service (NWS) personnel who are responsible for rating tornadoes have expressed frustrations in applying the Fujita Scale in a consistent and accurate manner. Weak links in a structural system or a slow-moving storm sometimes lead to an overrating of a tornado event. Several technical articles suggest that wind speeds associated with some descriptions of damage are too high. For example, a 260 mph wind speed is not required to completely destroy a well constructed house and blow away the debris. The damage occurs at significantly lower wind speeds. Minor et al. Hyperspectral imaging systems passively sense radiant electromagnetic energy from a remote scene to form a three dimension profile of the remote scene. The data contained in this profile describes real images of the remote scene for a certain number of spectral wavelength bands across a finite spectral range of electromagnetic radiation. Typical grating type hyperspectral imaging systems collect spectral electromagnetic radiation in the visible and near infrared spectral range, by incrementally scanning across the spatial extent of the remote scene. There is concern within U.S. space and intelligence organizations that the current Tasking, Processing, Exploitation, and Dissemination processes may be insufficient to support current and future Intelligence, Surveillance, and Reconnaissance systems. As part of a larger intelligence process, more detailed analysis becomes critical to determine what portions need to be improved. The forces at play in reconstruction operations are a complex system of time phased interlocking cause and effect relationships that are not thoroughly understood. A model capable of capturing the general dynamics involved in post-conflict reconstruction would provide insight to decision makers regarding potential policy alternatives. This research effort demonstrates the viability of using systems dynamics modeling techniques to simulate the establishment of public order and safety in a post-conflict reconstruction operation (Phase IV operations).
