This is an update of the California Bulletin 118. The California Department of Water Resources (DWR) recognized the need for collection, summary, and evaluation of groundwater data as tools in planning optimal use of the groundwater resource. Bulletin 118 presents the results of groundwater basin evaluations in California. The Bulletin 118 series was preceded by Water Quality Investigations Report No. 3, Ground Water Basins in California (referred to in this bulletin as Report No. 3), published in 1952 by the Department of Public Works, Division of Water Resources (the predecessor of DWR). The Pajaro Valley Water Management Agency (PVWMA) must deal with issues of both water supply and water quality. Managing water resources for agricultural and municipal users requires maintaining a reliable water supply to meet growing demands while preventing ground-water overdraft and the related degradation of water quality. Important regional water-quality concerns include increased nitrate concentrations and seawater intrusion. To protect the quantity and quality of the ground-water supplies, the PVWMA has implemented a plan to prevent further seawater intrusion. This report evaluated the then current state or potential for seawater intrusion in the city of Marina and the former Fort Order area. Groundwater from this area primarily supplied drinking water wells as opposed to agricultural wells. Aquifers evaluated in this study area include the perched zone or A-aquifer, the Pressure 180-Foot Aquifer (180-Foot Aquifer), the Pressure 400-Foot Aquifer ( 400-Foot Aquifer), the Deep Aquifer, and aquifers within the Purisima and Santa Margarita Formations. The I80-Foot and 400-Foot Aquifers are the focus of this study because both aquifers outcrop along the canyon walls of Monterey Bay where they interface with …

North Monterey County experiences severe water supply and quality problems including falling water levels, seawater intrusion, and nitrate contamination. The region is in a significant state of overdraft where current demands greatly exceed the annual level of recharge. Without increased supplies, dramatic changes need to occur to the North County land use pattern to reduce demand. The Comprehensive Water Resources Management Plan combines water conservation, water supply, water quality, and land use actions into comprehensive policy alternatives. It is clear, however, that capital facilities are necessary if the problem is to be solved.

The California Department of Water Resources (DWR) and the State Water Resources Control Board (SWRCB) are encouraging local and regional water management planners to establish integrated regional water management plans through the collaboration of planning efforts and project coordination. The intent is to encourage planners to implement projects focused on meeting multiple water resources needs on a regional basis. Jointly, both agencies are soliciting grant applications for Proposition 50 Chapter 8 grant funding, which was established to provide a fiscal tool to support integrated regional water management. In order to fulfill Monterey County's need for a long-term water resources management plan to ensure good quality water, improve existing water quality, and to provide adequate water supplies, the county developed the Salinas River Basin Management Plan. The goal was to stop seawater intrusion, create a long-term balance between recharge and withdrawal, and to provide a sufficient water supply for Salinas Valley up to the year 2030. The report provides data analysis and a literature review, development of a water and salt mass balance tool, and salt sources assessment. Recommendations regarding improved representation of cropland locations, rotations, and irrigation practices are provided.

Sustainable drainage systems or ‘Suds’ are increasingly accepted as an effective means of ‘making space for water’, adapting to possible climate change and helping communities become more flood and drought resilient. This study explores potential shifts in perception and attitude through Suds installation, development and habituation. Attitudes and awareness in communities in the USA and UK, where Suds have been in place for some time, were compared and contrasted, examining any evolution of beliefs and practices and wider community resilience. The principal finding was that there existed a lack of understanding about the existence and function of Suds. The paper …

This study focuses on developing/calibrating remote sensing algorithms for water quality retrieval in Midwestern rivers and lakes. In the first part of this study, the spectral measurements collected using a hand-held spectrometer as well as water quality observations for the Wabash River and its tributary the Tippecanoe River in Indiana were used to develop empirical models for the retrieval of chlorophyll (chl) and total suspended solids (TSS). A method for removing sky and sun glint from field spectra for turbid inland waters was developed and tested. Empirical models were then developed using a subset of the field measurements with the …

Improved technology developments in directional drilling and hydraulic fracturing, more commonly known as "fracking," have resulted in an oil and gas production boom nationwide. Fracking involves pumping pressurized water, sand, and chemicals down wells to crack bedrock, freeing petroleum and natural gas. Wastewater discharges, hydraulic fracturing fluid releases, and other accidental spills pose potential water quality risks, sparking concern for public health.
This webinar will examine the laws and regulations governing water quality issues related to fracking, recent state court decisions affecting regulations, and implications for public health.

The first Intermountain BMP Project workshop, sponsored by the Natural Resources Law Center and the Colorado Oil and Gas Conservation Commission, was held in Rifle, Colorado on October 14, 2009 at the Garfield County Fairground for over 170 participants.
Speakers from Federal, state and local governments, the community, industry and environmental consultants, and conservation groups focused presentations and discussion on a greater understanding of what Best Management Practices (BMPs) are appropriate to the western slope of Colorado and how they are integrated into developments.
