Partial Adjustable Autonomy In Multi-Agent Environment And Its Application To Military Logistics, Hoong Chuin Lau, Lucas Agussurja, Ramesh Thangarajoo

In a rapidly changing environment, the behavior and decision-making power of agents may have to be adaptive with respect to a fluctuating autonomy. In this paper, a centralized fuzzy approach is proposed to sense changes in environmental conditions and translate them to changes in agent autonomy. A distributed coalition formation scheme is then applied to allow agents in the new autonomy to renegotiate to establish schedule consistency. The proposed framework is applied to a real-time logistics control of a military hazardous material storage facility under peace-to-war transition.

We consider a container terminal discharging and uploading containers to and from ships. The discharged containers are stored at prespecified storage locations in the terminal yard. Containers are moved between the ship area and the yard using a fleet of vehicles, each of which can carry one container at a time. The problem is to dispatch vehicles to the containers so as to minimize the total time it takes to serve a ship, which is the total time it takes to discharge all containers from the ship and upload new containers onto the ship. In most states, police officers and trained investigators complete crash reports for nearly all reportable crashes that occur on public roads. Many states have made significant improvements in the quality and timeliness of their crash data systems by implementing, in addition to other improvements, electronic filing of these reports by police officers. Oregon relies on citizen reports for a majority of their crash data and paper forms must be submitted to the responsible state agency and are then manually coded into the crash data system. Stormwater utilities are a concept whose time seems to have arrived. Established by relatively few communities in the 1970s as a method of funding flood control measures, stormwater utilities now exist in over 400 municipalities and counties throughout the United States. During the next 10 years, their numbers are expected to swell dramatically – by one estimate to over 2,000 by the year 2014.

With this study, a cross disciplinary team of the Center for Construction Policy Research has taken a first and significant step in documenting employee misclassification in the Maine construction industry. This report documents the dimensions of misclassification and its implications for tax collection and worker compensation insurance.

Misclassification occurs when employers treat workers who would otherwise be waged or salaried employees as independent contractors (self employed). Or as one report commissioned by the U.S. Department of Labor put it, misclassification occurs “when workers (who should be) getting W-2 forms for income tax filing instead receive 1099-Miscellaneous Income forms."

Military and civilian leaders have the responsibility to protect our Nation's critical infrastructure, communities, and symbols of American power from terrorists, home and abroad, as well as from natural disasters. To this end, assessments are conducted to reduce vulnerability. The literature offers multiple definitions of vulnerability and measurement has not been adequately addressed. Thus, the purpose of this research has been to develop and deploy a systems-based model that quantifies vulnerability to critical infrastructure. The purpose of this research was to develop a general, statistical model of order-to-delivery times for commercial satellite imagery. The research looked at the current four satellite providers with 3-meter or better imagers in the context of a generalized model of commercial imaging satellite operations. Existing methods use orbit analysis tools to determine the imaging time of a specified target based on defined satellite position and times, but can only develop shortest and longest times to an imaging opportunity. Since Sept. 11, 2001, there has been great interest in the military and intelligence communities in using Social Network Analysis (SNA) to support the disruption and destruction of global terrorist networks. SNA results, however, tend to be descriptive and are limited due to the lack of advantageous properties of the relationship measures applied to the arcs in a social network. Further, SNA techniques generally focus on a single network context while real relationships are based in multiple contexts. The goal of this research was to develop a data collection instrument for an existing information technology implementation and sustainment model. In 2003, a unique system dynamics model was developed at the Air Force Institute of Technology to predict the behavior of information technology implementation and sustainment (Fonnesbeck, 2003). Autism spectrum disorder (ASD) has become one of the most prevalent mental disorders over the last few years and its prevalence is still growing. The disorder is characterized by a wide variety of symptoms such as lack of social behavior, extreme withdrawal, and problems communicating. Because of the diversity in symptoms and the wide variety in severity for those, each autistic child has different needs and requires individualized therapy. This leads to long waiting lists for therapy.

The paper describes the use of multiple objective decision analysis to qualitatively and quantitatively assess the quality of an endangered watershed and guide future efforts to improve the quality of the watershed. The Upham Brook watershed is an urban watershed that lies at the interface of declining inner city Richmond, Virginia and growth-oriented Henrico County. This exploratory case study dissertation examined multinational project teams' communication satisfaction as influenced by the project team's cultural attribute of power distance. Utilizing a exploratory case study, semi-guided interview research approach, ordinal scale data and open-ended contextual based question responses was obtained. This data was gathered from United States---Russia and Canada---Angola multi-national, complex, high technology oil transportation project teams. Triangulation data gathering techniques were utilized to obtain empirical data from multiple sources of data and multiple data types. This paper is concerned with identifying the organisational issues causing difficulty in the use of PPP and assessing the impact of PPP implementation on the organisational culture in the Irish public and private sectors. The authors address this issue by mapping the PPP process for one project type and comparing this process with that carried out in traditional procurement.
