Speech delivered by WKU president Gary Ransdell at the National Governor's Association Center for Best Practices. In response to Governor Patton's challenges to create Programs of Distinction and enhance the state's capacity for economic development, we, at Western, have created a series of applied science centers. These centers are directing faculty talent toward creating a relevant curriculum in the sciences, toward solving environmental and material problems which limit economic development, and toward creating practice-based experiences for students. A by-product of these centers is a strengthened core curriculum which brings the applied sciences into focus for all WKU students.

This dissertation develops new methods for the modeling and analysis of social networks. Social networks describe the complex relationships of individuals and groups in multiple overlapping contexts. Influence in a social network impacts behavior and decision making in every setting in which individuals participate. This study defines a methodology for modeling and analyzing this complex behavior using a Flow-Model representation. Multiple objectives in an influencing effort targeted at a social network are modeled using Goal Programming. Value Focused Thinking is applied to model influence and predict decisions based on the reaction of the psychological state of individuals to environmental stimuli. …

All California irrigation districts that receive either federal or state water are now required to prepare Water Conservation Plans. For the first time in the history of most districts, they are developing an elementary water balance. The term "elementary" should be emphasized, because there are significant weaknesses in our knowledge of subsurface flows and some components of Evapotranspiration (ET). Irrigation districts generally use published "typical" values of ET for their water balance computations.

This paper examines the non-oil exports sector in Nigeria which had witnessed a lacklustre performance despite the several statements of government's interest in export-biased growth strategy and the establishment of several export facilitating institutions. The paper further observes that a major problem with Nigeria's non-oil export sector is that it is not predicated on the design and implementation of appropriate and coherent economic policies as there is no clear export promotion blue print in Nigeria. This paper presents the estimation of travel time on highways based on macroscopic modelling. The focus is on real-time values as compared to average or static values. The macroscopic models are used for distributed and time/space lumped settings and corresponding travel time estimation functions and algorithms are developed. The implications of these algorithms for the implementation of various incident management and traffic control strategies are also discussed.

We consider a container terminal discharging containers from a ship and locating them in the terminal yard. Each container has a number of potential locations in the yard where it can be stored. Containers are moved from the ship to the yard using a fleet of vehicles, each of which can carry one container at a time. The problem is to assign each container to a yard location and dispatch vehicles to the containers so as to minimize the time it takes to download all the containers from the ship. We show that the problem is NP-hard and develop a …

This report contains the results from Phase 1 of a three-phase research effort. Phase 1 examines aviation industry procedures for developing maintenance technical data. Phase 2 will document user problems with maintenance technical data. Phase 3 will identify maintenance technical data development improvements by applying human factors principles. Five aircraft manufacturers were surveyed regarding company policy, communication, data tracking, user feedback, and error reduction efforts. The five industry participants represent both regional and large commercial transport manufacturers. Humans interact with their environment by obtaining information from various modalities of sensing. These various modalities of sensing combine to facilitate manipulation and interaction with objects and the environment. The way humans interact with computers mirrors this environmental interaction with the absence of feedback from the tactile channel. The majority of computer operation is completed visually because currently, the primary feedback humans receive from computers is through the eyes. This strong dependence on the visual modality can cause visual fatigue and fixation on displays, resulting in errors and a decrease in performance. The recruitment and the retention of female undergraduate and graduate students into engineering courses is discussed. A similar challenge lies in recruiting female faculty member from the limited pool of candidates in several fields at most universities. It is found that about half the females who were hired did not stay at the university. It is suggested that programs should be introduced to encourage mentoring and career development as such improvements would benefit all faculty members both female and male.

The formation of composite films of double-stranded DNA and cationic lipid molecules (octadecylamine, ODA) and the hybridization of complementary single-stranded DNA molecules in such composite films are demonstrated. The immobilization of DNA is accomplished by simple immersion of a thermally evaporated ODA film in the DNA solution at close to physiological pH. The entrapment of the DNA molecules in the cationic lipid film is dominated by attractive electrostatic interaction between the negatively charged phosphate backbone of the DNA molecules and the protonated amine molecules in the thermally evaporated film and has been quantified using quartz crystal microgravimetry (QCM). On January 1, 2000, the Amateur Softball Association of America (ASA) imposed maximum bat performance limitations on commercial softball bats. The ASA adopted a testing standard defined by the American Society of Testing and Materials (ASTM) to determine the bat performance factor (BPF), a normalized coefficient of restitution that must be less than 1.2 for the bat to be eligible for ASA sanctioned events.

The ASTM standard requires that the softball strike the bat, which is free to rotate in the horizontal plane, at 26.8 mfs ± 0.3 mfs (88 ftfs ± 1 ftfs) with little or no spin. The …

A group support system (GSS) uses a combination of networked personal computers, software, and human facilitation to improve the group decision-making process. Group support Systems are being used in the Air Force today in a variety of capacities and in particular by the Warner-Robins Air Logistics Center (WR-ALC) to assess acquisition risks. Prior GSS research has found that certain structural and social dimensions of GSS designs might influence whether optimal process improvements take place. The Human Factors Analysis and Classification System (HFACS) is a general human error framework originally developed and tested within the U.S. military as a tool for investigating and analyzing the human causes of aviation accidents. Based upon Reason’s (1990) model of latent and active failures, HFACS addresses human error at all levels of the system, including the condition of aircrew and organizational factors. A new two-semester capstone senior design course sequence in the area of assistive technology has been developed and integrated within the established curriculum of the Department of Mechanical and Industrial Engineering (MIE) at the University of Massachusetts (UMass) Amherst. Entitled “Senior Design Projects to Aid the Disabled,” the capstone sequence includes close collaborations with the Lemelson Assistive Technology Development Center (LATDC) at Hampshire College and Adaptive Design Services (ADS) under the Massachusetts Department of Mental Retardation (DMR). Firms face an environment changing at an increasingly rapid pace. Market opportunities in particular can arise and disappear in a short time. Unfortunately, the speed with which organizations can adapt their strategies and competencies to meet these opportunities remains limited. We argue that firms can address these individual limitations by cooperating with others for access to market opportunities and needed competencies.
