Further, the need to train in a robust and theater specific environment is critical to ensure operational readiness immediately upon reaching the combat theater. The purpose of this thesis is to develop a system dynamics model of leader emergence. Longitudinal social network and personality data were collected in a class of enlisted military professionals attending a 6-week leadership development course. Findings support known relationships in existing leadership research. The thesis demonstrates the applicability of system dynamics toward the complex social phenomena of leader emergence.

Driving under the influence of intoxicants (DUII) applies to operating a vehicle under the influence of any substance that can impair driving performance. Nationally and locally there is a strong desire to reduce the societal impacts of this significant social problem. The trend in U.S. alcohol-related motor vehicle crashes was generally decreasing in the mid to late 1980’s but has remained fairly flat since the early 1990s. In 1982, approximately 60% of all US traffic fatalities were alcohol-related. By 1994, this had decreased to 43% but in the decade that followed it has changed little. In 2005, nearly 39% of …

In the development of advanced fast reactors, materials and coolant/material interactions pose a critical barrier for higher temperature and longer core life designs. For advanced burner reactors (sodium cooled) such as EBR-II and FFTF, experience has shown that the qualified structural materials and fuel cladding severely limits the economic performance. In other liquid metal cooled reactor concepts, advanced materials and better understanding and control of coolant and materials interactions are necessary for realizing the potentials.

Provisions for citizen involvement in the assessment of potential environmental effects of certain plans, programmes and projects are present in current legislation. An international survey revealed that public participation is common practice in European and some other countries worldwide. However, a number of issues are observed to affect public involvement in EIA/SEA processes and expert opinion differs when evaluating the effectiveness of existing participative methods. Results suggest that technology-aided methods can improve traditional participation processes. This investigation contributes empirical results of differences identified in key project stakeholders with respect to their use of knowledge transferred across projects. Gender and role were the two individual characteristics investigated. Project managers and members of project teams were the key stakeholders analyzed. Data was collected from 71 closed projects using a survey composed of closed-ended questions. The data collected was cross tabulated and statistically analyzed using Friedman's test and Spearman's correlation. This research was focused on low-volume roads over expansive clayey soils in Texas. In spite of the redundant pavement designs recommended and widely used in Texas for roads in high PI clay areas, these pavements often fail prematurely. This failure occurs primarily because of the highly variable properties of the clayey subgrade throughout the year due to moisture fluctuations. Steganography has long been regarded as a tool used for illicit and destructive purposes such as crime and warfare. Currently, digital tools are widely available to ordinary computer users also. Steganography software allows both illicit and legitimate users to hide messages so that they will not be detected in transit. This article provides a brief history of steganography, discusses the current status in the computer age, and relates this to forensic, security, and legal issues. The paper concludes with recommendations for digital forensics investigators, IT staff, individual users, and other stakeholders.

As the primary entity responsible for new legislation, Congress is capable of enacting legislation that may affect future market returns. To examine potential effects, the percentage of the House of Representatives and Senate controlled by a political party is examined. Additionally, the effect on returns in a change in the percentage of seats gained or lost in Congressional elections is analyzed. To test both theories, a modified “partisan view” model is adopted. Results point to the fact that equity markets perform better in situations in which power is distributed between political parties.

Despite the efforts to reduce traffic accidents by government entities and automobile manufactures, the numbers of accidents are not considerably reduced. An evaluation of an algorithm based on the fly's eye is done on this research applying its principles to detect scene change on images for printed circuit boards providing initial steps to implement this algorithm on vehicular traffic to keep track of objects moving on the field for collision avoidance purposes. The effectiveness of the algorithm is addressed through a comparison of its performance with that found in experimental data.

The recent amendments to Rule 26 of the Federal Rules of Civil Procedure created a two-tiered approach to discovery of electronically stored information (“ESI”). Responding parties must produce ESI that is relevant, not subject to privilege, and reasonably accessible. However, because some methods of storing ESI, such as on magnetic backup tapes and within enormous databases, require substantial cost to access and search their contents, the rules permit parties to designate those repositories as “not reasonably accessible” because of undue burden or cost. In recent years, the techniques for screening transportation networks to identify high crash locations have become more sophisticated. Many transportation agencies, however, lack sufficient data, either in timeliness, completeness, or accuracy to implement many of the recent advances. This paper presents the results of an empirical analysis of screening and ranking for specific crash type (speed and ice related crashes) on rural 1.6 km (1 mi) highway sections of Oregon highways. The analysis includes data generated with the extensive use of spatial techniques and incorporates climate data to enhance environmental considerations. Spotlight On Construction: St. Simons' Library Welcomed 70th Anniversary In New Facility

The article announces the grand opening event of the St. Simons Public Library in Georgia in January 2007. The library also celebrated its 70th anniversary on March 16. According to Libby Hogan, chair of the library's board of directors, they have 1,200 extra square feet of space in the renovated building. St. Simons joined the Three Rivers Public Library System (TRRLS) and PINES (Public Information Network for Electronic Services), bringing its patrons access to more than 8.5 million items owned by other PINES member libraries. The library currently has approximately 35,000 volumes, according to manager Maureen Hersey.

Desktop search applications can contain cached copies of files that were deleted from the file system. Forensic investigators see this as a potential source of evidence, as documents deleted by suspects may still exist in the cache.
