Maximizing Warfighter Capability Using Surveyed Necessity Measurement: Application To The Usaf F-15c Fleet, John M. Colombi, David R. Jacques, Dennis D. Strouble

Within the Department of Defense, with changing missions to counter dynamic and asymmetrical threats, the acquisition workforce strives to maximize capability for joint warfighting. How acquisition professionals measure and select capability improvements for the nation’s weapon systems is a perpetual challenge, made even more complex with constrained defense budgets. This study identifies a method for determining which upgrades should be purchased (production) for which aircraft in the F- 15C fleet by optimizing a capability proxy measure. Each upgrade’s “necessity” for a given mission area was obtained by conducting a survey of over 250 experienced F-15C pilots. The solution presented in …

Aerial and satellite images are used extensively in many trip and mapping software packages, such as Google Earth etc. Aerial images differ significantly due to the variations in atmospheric clarity, atmospheric layer density, humidity, temperature, and season under which the aerial images are captured. Among the issues in effective utilization of aerial images, color tone discrepancy is the inconsistency in brightness, saturation, or color balance between images representing adjacent areas, causing adjacent areas appear significantly different that would otherwise be similar. Peak hour electricity demand is associated with wholesale electricity prices that are sometimes more than 10 times higher than in off-peak periods. During these high-demand periods congested transmission lines and insufficient generation capacity can lead to brownouts and blackouts. This problem can be especially acute in urban centers. One way to alleviate this problem is to build new peaking plants. We investigated the costs and benefits, including expenditures and adverse health effects, of using existing backup generators and battery based electrical storage facilities to meet peak load demands rather than investing in a new power plant. Estimation theory is applied to a physical model of incoherent polarized light to address problems in polarimetric image registration, restoration, and analysis for electro-optical imaging systems. In the image registration case, the Cramer-Rao lower bound on unbiased joint estimates of the registration parameters and the underlying scene is derived, simplified using matrix methods, and used to explain the behavior of multi-channel linear polarimetric imagers. In the image restoration case, a polarimetric maximum likelihood blind deconvolution algorithm is derived and tested using laboratory and simulated imagery. During this time it was assumed that the DVD-R was as long-lasting and stable as its predecessor, the CD-R. This paper details a process of creating an emotional speech corpus by collecting natural emotional speech assets, analysisng and tagging them (for certain acoustic and linguistic features) and annotating them within an on-line database. The definition of specific metadata for use with an emotional speech corpus is crucial, in that poorly (or inaccurately) annotated assets are of little use in analysis. This problem is compounded by the lack of standardisation for speech corpora, particularly in relation to emotion content. Closure of the Brunswick Naval Air Station in 2011 will have profound economic impacts on the entire mid-coast Maine region of Maine, with an estimated loss of 6,500 jobs and $330 million annual income. Throughout the Base Realignment and Closure process, Brunswick, the region, and the State of Maine followed federal rules and developed the federally-funded Brunswick Local Redevelopment Authority (BLRA) to plan for reuse of the 3300 acre base. Craft worker retention is a constant concern of construction firms who selfperform portions of projects. These companies must maintain an understanding oftheir work force. A methodology is presented in this study for studying information in readily available employee databases to gain such an understanding. Using a sample of 10 of Missouri's 17 largest contractors, that employ 5,277 craft workers; this study examined the employee databases to identify differences in mean length of employment based on hire age, craft, union affiliation, and company size. The paper presents application of data mining techniques to fraud analysis. We present some classification and prediction data mining techniques which we consider important to handle fraud detection. There exist a number of data mining algorithms and we present statistics-based algorithm, decision tree-based algorithm and rule-based algorithm. We present Bayesian classification model to detect fraud in automobile insurance. Naïve Bayesian visualization is selected to analyze and interpret the classifier predictions. We illustrate how ROC curves can be deployed for model assessment in order to provide a more intuitive analysis of the models.
