Repurposing The United Nations Trusteeship Council To Govern The Establishment Of Outer Space Settlements, Andrew Wulf

Current existing international law and treaties on outer space do not address or regulate private actors’ property claims or human settlements in outer space. American companies such as SpaceX and Blue Origin, as well as countries like the United States, Russia, and China, are seeking to create colonies on the Moon and Mars. However, there is no international legal authority to allow or regulate this. In order to legitimize and control this impending outgrowth of human settlements, this paper proposes that the U.N. Trusteeship Council be repurposed to govern non-state actors’ claims of outer space property.

Journal of Aviation/Aerospace Education & Research

The current project investigated the effect of utilizing Virtual Reality (VR) technologies for flight training by comparing user experience, motivation, and self-efficacy when using conventional desktop flight simulation versus VR flight simulation. This research employed a quasi-transfer of training experiment with 48 participants. Findings showed that VR flight simulation could provide a better user experience and generate a higher level of training motivation than traditional training technologies, while maintaining trainees’ perceptions of self-efficacy. This work contributed positive evidence that VR flight simulation has great potential to be an effective means of flight training and provided a foundation for future research …

The influences of dissolved organic matter (DOM) on neonicotinoid photochemical degradation and product formation in natural waters remain unclear, potentially impacting the sustainability of river systems. Therefore, our overall objective was to investigate the photodegradation mechanisms and phototransformation byproducts of two neonicotinoid pesticides, imidacloprid and thiamethoxam, under simulated sunlight at the microcosm scale, to assess the implications of DOM for insecticide degradation in rivers. Direct and indirect photolysis were investigated using twelve water matrices to identify possible reaction pathways with two DOM sources and three quenching agents. Researchers and practitioners studied the effects ride-hailing had in cities before the covid-19 pandemic. Previous research found ride-hailing to produce negative externalities, such as reducing transit ridership and increasing congestion in various cities. Since the pandemic, ride-hailing ridership has nearly recovered to pre-pandemic levels in Chicago. Ride-hailing ridership has grown steadily since the pandemic while a rider’s willingness to share their trip stagnated. Ride-hailing ridership nearly recovering to pre-covid levels in Chicago suggests that transportation planners, and policy makers, will need to continue assessing the impacts ride-hailing trips have in their cities.

I investigated the pleated plasma membrane complex of linear folds and biflagellar entities in developing spermatids of the Western Siren, Siren nettingi. My primary goal was to reveal the ultrastructural morphology of these distinctive cellular folds (usually 8 in number) as they support the flagellar formation of biflagellated sperm found in this salamander and in other members in the family Sirenidae. My results reveal that the biflagellar components (2 sets of axonemes, undulating membranes, and axial fibers), termed biflagellar complex, develop between folds or are attached onto these folds. Contaminated urban soil is one of the major contributors to child Pb exposure. To gain a better understanding of Pb risk in urban areas, composite samples were collected from 142 residential, privately owned, parcels in Detroit, Hamtramck, and Highland Park, Michigan, with approval from the property owners. The proximity of soil sampling and former smelter locations were also reported. Sample were collected from areas covered with turf grass. However, when cities face economic and population decline, hardened infrastructure - such as drinking water distribution systems – is difficult and costly to modify. This dataset provides the results of a modeling exercise performed using EPANET (Version 2.2) to examine potential scenarios for rightsizing water infrastructure in a shrinking city. The modeling was performed utilizing a full-scale, calibrated hydraulic model of the drinking water distribution system in Flint, Michigan obtained through a Memorandum of Understanding between the City of Flint and Wayne State University.

This work formulates the hazard prediction problem while addressing the research question: Can machine learning create a model to automatically recognize patterns that correspond to hazard state conditions during a mission-critical operation? Supervised learning models were trained and tested on data observed from mission simulators, which allowed for safe observation of dynamic system states and undesirable casualty events. The prediction task was formulated as a binary classification problem, producing the probability of being in a hazard state at time t and providing situational awareness of a possible imminent loss. This study examined the parameters needed to reliably induce a freezing fear response to a predator-like auditory stimulus in the earthworm species Eisenia Fetida. Previous work from our lab found that a grunting noise was more reliable in causing freezing compared to a mole sound, i.e. artificial versus natural predators of E. Fetida (Worthen et al., 2024). In the present study, 8 amplitude levels of grunting sound were presented in either serial or random order. The paucity of information concerning the occurrence of strongyle nematodes in New England dairy goats prompted a survey of 241 dairy goats from throughout New England. Of the 241 goats examined using the McMaster technique, 104 (42.7%) were infected with strongyles with a mean intensity (+ SE) of 369.7 + 45.8 eggs per gram. Subsequent molecular examination of 50 random samples from these goats revealed a prevalence of 88% infection specifically with Haemonchus contortus. Haemonchus contortus is the most important internal parasite of sheep and goats, exerting a crushing economic burden on the livestock industry worldwide due to lowered milk …

This paper documents the first reported occurrence of bat/ant agonistic interaction in Arkansas and the second report involving Evening Bats (Nycticeius humeralis). An adult male Evening Bat was captured during a presence / absence mist net survey along Highway 412 in Black Rock, Lawrence County, Arkansas on 4 June 2023. The bat weighed 12.0 g and had a forearm length of 36.94 mm which is in the midrange for evening bats in Arkansas (Sealander and Heidt 1990). The evening bat had two ant head capsules attached to its right cheek and at the tip of the lower lip (Fig. 1).

This article introduces the integrated behavioral model of mental health help seeking (IBM-HS), a theoretical model for understanding the constructs (e.g., systemic, predisposing, and enabling factors; mental health literacy; illness perceptions; perceived need; stigma; shame; perceived benefits, motivation) that influence people’s decision making around seeking professional mental health care and their ultimate access to formal treatment. The IBM-HS is a help-seeking-specific adaptation of the empirically supported integrated behavioral model and integrative model, which are themselves evolutions of the theory of planned behavior and theory of reasoned action. The European Union Aviation Safety Agency (EASA) continues to promulgate Safety Management Systems (SMS) across aviation organizations when it recently issued SMS requirements for EASA certificated Part 145 maintenance, repair and overhaul (MRO) organizations and Part 21 Design & Manufacturing (D&M) organizations. Currently, the Federal Aviation Administration (FAA) has no such rule in place for these U.S.-based organizations, which may challenge those doing business in countries where EASA policies apply. Flight data monitoring (FDM) began in the flight test community in 1939 and entered the airline industry in 1974. In the 48 years since, however, very few operators have chosen to adopt this practice, which has shown clear safety benefits where it has found acceptance. While technical issues have created some obstacles, cultural issues have proven the greatest hindrance to wider FDM adoption. These cultural issues originated in the traits associated with pilots’ personalities, especially distrust of the regulators and operators who would administer flight data analysis programs (FDAP) that used FDM information. This research analyzed the perceptions of interpersonal skills on established aviation safety models, Crew Resource Management (CRM), and Threat and Error Management (TEM) using feedback from industry pilots. The flight deck is a sociotechnical system where much research has focused on the technical aspect, whereas we spotlight its socio aspect. The aviation industry must invest in training pilots on interpersonal skills to enhance safety through increased efficacy of safety models integrated throughout existing training programs. AI's ability to process vast amounts of data and provide real-time insights enables informed decision-making and automation of repetitive tasks in aviation. I examined the microanatomy of the distal urogenital system in male Cajun Chorus Frogs (Pseudacris fouquettei) from a small sample (n = 6) collected in central Arkansas in March 2018 and February 2023. Specifically, my primary objectives were to investigate the following: (1) the paired Wolffian (urogenital) ducts caudally from the kidneys to their merging with the urodeum of the cloaca, (2) the structure of seminal vesicles (if present), and (3) the epithelial morphologies among the distal urogenital tract, the posterior alimentary canal, and cloaca.
