There have been many organizational plans, including the departmental, intended to improve the "self-contained classroom" so as to increase the child's intellectual development without hindering his personal-social development. It may be that one or more of the new plans will improve the self-contained classroom. Research evidence, not plain argument, must be relied upon to provide the answers needed. There is very little research evidence to support the claims for any elementary school plan, the self-contained classroom plan not excepted.

The purpose of this study was to give considerable research to the problems and procedures for initiating and administering an individualized reading program. Emphasis was focused on problems the principal, staff, students, and parents will encounter in setting up this program. Considered as the major problems are (1) qualified personnel, (2) selection of materials and library facilities, (3) teaching of skills, and (4) evaluating the program. The author gave special attention to the sixth grade.

It is by no means expected that this proposed system will be perfect and the writer fully realizes that oftentimes a scheme on paper will not work out so well when actually put into practice. However, being acquainted with the amount of money available, the geographic and economic conditions, and the roads of the county it is the best that can be done under existing circumstances.

The new elementary school of the Central Washington College of Education, at Ellensburg, which was completed in September, 1939, is a foremost example of the new type of structure which is replacing the old and inadequate formal training school. It was designed to house a modern and functional elementary school and to be an integral part of a progressive teacher-education program. The curriculum is based upon contemporary life and individual student needs. It provides facilities for enabling teachers in training to secure the necessary experiences essential to the administration of the modern elementary school.
