As we hurtle towards the 21st century, an increasing number of individuals start to realize that the ability to use computers and information technology resources effectively will determine how well individuals, organizations, and communities function in a rapidly changing technological society. Numerous studies, including one conducted in the Summer 1995 of Boston's Black community by Freedom House and The Trotter Institute, and highlighted in this issue, have documented the need of Americans—students, workers, unemployed, youth, adults and senior citizens, to become knowledgeable and proficient in the use of computers and information technology. A technological revolution is changing the world. The computer is fast becoming the universal tool in all aspects of work, production and communication, and innovations in bio-technology are fast transforming agriculture and health. The main impact of this technological revolution has been to restructure the economy, both the centers of accumulation as well as the labor process. On the so-called information superhighway, cable systems, wire telephone lines, cellular services, satellite delivery and broadcast properties are converging to create an interconnecting electronic system on which audio, video and text can travel worldwide. Even though the system is not yet complete, many African Americans have expressed concern that they will somehow be left out on the back roads without an ownership stake. This essay will attempt to answer some of those questions pertinent to this quest of ownership.

During the Spring and Summer of 1995 The William Monroe Trotter Institute conducted a survey of resident utilization patterns and attitudes towards various facets of computer technology. This survey was commissioned by Freedom House, Inc. and supported with a grant from the AT&T Foundation in Boston, Massachusetts. The goal of this survey, composed of adult residents who have been served by Freedom House, and agency representatives of a small number of selected community-based organizations, is to inform planners at this agency about the computer technical needs, interests, and utilization patterns of its clients.

Folktales And Reality: The Social Construction Of Race In Chinese Tales, Lily Kong, Elaine Goh

Research Collection School of Social Sciences

This paper illustrates how folktales are a repository of primary material for the geographer. Using the example of The Strange Tales of Liaozhai, we discuss how these tales are not purely fictive constructs but constitute instead fictive, historical and projected realities. As an example of the value of such analysis, we discuss Chinese constructions of race as revealed in the tales.

In Centennial Hill, unique circumstances in the African American experience brought together black men and women representing the full spectrum of black social and economic classifications. This unique mixture provided all the necessary components for the type of community Centennial Hill became. Progressive and entrepreneurial, hard working and industrious, these African Americans built religious, economic, social, and political as well as educational institutions which provided Centennial Hill's residents with a dynamic community.

Public health research in American Indian communities involves many complex issues that may both help and hinder the development of an effective research methodology and the collection, analysis, and utilization of data. These issues include: 1) the unique strengths and diversity of Indian cultures; 2) the complicated relationships that exist between federal, state, and tribal agencies; 3) the vast distances between communities and services that exist in rural areas; 4) extremely limited human and financial resources; 5) overlapping and often conflicting legal and jurisdictional authorities; and 6) an array of social issues including poverty, substance abuse, modernization, and assimilation. Charlotte Bronte's Jane Eyre is often considered a classic Bildungsroman and an early example of feminist fiction because its plot concerns the progress of a lonely and outspoken orphaned girl whose self-determination and independence eventually lead her to wealth and a successful marriage. However, as the novels by three twentieth-century Caribbean authors illustrate, the paradigm of female development presented in Jane Eyre is not applicable to females from the West Indies who are faced with racial and cultural barriers that are part of growing up in a colonized society. By the spring of 1994. the Outreach Programs of the UW Department of Chemistry resembled the proverbial elephant as described by three blind people. The National Science Foundation funded a program to train middle school scienceteachers of Native American students. The Fund for the Improvement of Post Secondary Education funded a linked program to train high school teachers and preservice teachers. There have been three national reports addressing giftedness: Education of the Gifted and Talented: Report to the Congress of the United States by the U.S. Commissioner of Education (1972) AKA the Marland Report; The National Report on Identification: Assessment and Recommendations for Comprehensive Identification of Gifted and Talented Youth (1982) AKA the National Report on Identification; and National Excellence: A Case for Developing America's Talent (1993) AKA National Excellence.
