Different approaches to conflict resolution and peacekeeping in African failed states have taken the centre stage of this analysis. These approaches are based not merely on theory or doctrine but on the self-perceived interests of the stakeholders in peacekeeping inside Africa. The Western powers have repeatedly expressed the view that they will not commit their armed forces to resolve African conflicts. The West’s desire to place responsibility on African states, rather than sharing it, will not bring peace in Africa. Nigeria is home to a thriving contradiction. Here is a country that celebrates its aspirations to greatness—economic success, food security, accountable governance, territorial integrity, internal security, and improved living standards—sabotaging its young and vibrant population. A pseudo-welfarist democracy, Nigeria's young vibrant 'human capital'—the potentially productive portion of its population—must contend with gross insufficiencies, maladministration, corruption, and intimidation in state-owned and administered facilities. In public infrastructure—stable electricity, good roads, and clean drinking water—and public institutions—schools, hospitals, government agencies, and the security outfits—lies a deep and spreading rot; an insufficiency, inefficiency, and inconsistency that constantly mocks any such aspirations to lofty heights. …

This paper examines language policy and planning in favour of minority languages during the colonial era and immediately after. It is based on the observation that local languages in Cameroon do not seem to have the ethnolinguistic vitality necessary for their long-term survival. The situation of these languages begs the following question: Did the promotion strategies of national languages in colonial Cameroon pave the way for language attrition that is observable today or is it the language policy choice of the political authorities in independent Cameroon that has caused this language issue? There is a gradual move away in African pension policy from the hitherto predominantly pay-as-you-go social insurance schemes to new social security policies that prioritize private pension. But in African economies where capital market is underdeveloped and private sector is generally fragile, the shift to private pensions has implications for income security of the elderly. This study examines the design and practice of three-tier pension scheme with dual private pillars introduced a little over a decade ago. Like all forms of corruption, ghost workers present a serious drain on state funds. The Nigerian government has tens of thousands of forged or imaginary names on its payroll. These people inhabit the ranks of Nigeria’s “ghost workers,” who receive pensions from the government without ever working a day. This essay examines the impact of ghost workers on the public wage bill and generally, high cost of governance in Nigeria. It interrogates the renewed efforts of governments at all levels in probing this pattern of fraud, particularly in a period of economic recession. It is submitted in this essay that …

Big data and the computer technology to analyze it are said to be one of the top 10 revolutions in the coming decade. This paper presents a review of several factors which account for the decline of service delivery in urban local authorities within Zimbabwe. The study utilised desk research methodology to explore and analyse relevant data which was in government legislation, ministerial statements, public and private media articles, books and journals to come up with the totality of the environment relating directly or indirectly to the decline of service delivery in local authorities (LAs). The evidence cited is based on findings from identified urban local authorities which include Harare, Chitungwiza, Gweru, Mutare, Masvingo and Bulawayo City Councils. This paper examines the extent to which electronic governance policy has contributed to more efficient service delivery in local governments in southern Nigeria. It also explores how e-governance practices has improved the relationship between citizens and local governments in southern Nigeria. It argues that despite the appropriation of funds for the purchase of computers and other electronic equipment in many local governments in the past three decades, the delivery of services in almost all the local governments under study has not improved. “A Seat at the Schoolhouse Table: Reimagining Education Through Afrofuturist and Womanist Theory” critically examines how curriculum, even when well-intentioned, can perpetuate harm by excluding the lived experiences of marginalized communities—especially Black, Indigenous, and LGBTQIA+ students. Using a real middle school immigration assignment given to the author's son as a case study, this capstone deconstructs the structural biases embedded in curriculum design and proposes a radical reimagining through the liberatory lenses of Afrofuturism and Womanism. Blending scholarly inquiry, personal narrative, and community-based interviews, this project offers a restructured assignment that centers joy, identity, and speculative storytelling as tools for educational …

A Cultural Pluralistic Reading On The Afro- And Chinese-Cuban Communities In Memorias De Una Cubanita Que Nació Con El Siglo (1964), Francisco Chen-López

This article deploys the cultural pluralism theory, which focuses on how minoritized groups integrate while preserving their cultural identities instead of assimilating into the dominant culture. In her memoir, Renée Méndez Capote describes how Black and Chinese people coexisted in twentieth-century Cuba while maintaining their own cultural identities and were in the process of integrating into the definition of the cubanidad. Via this theoretical framework, this research provides a different approach to studying the literary representation of Afro-Asian relationships in Cuba, aiming to contribute to the constantly growing field of Afro-Asian studies in Latin America and the Caribbean.

The experiences of Black women in academia are shaped by the intersection of multiple, often conflicting identities. As mothers and scholars, Black women navigate the complex terrain of competing responsibilities, societal expectations, and institutional barriers, all while striving to achieve personal and professional aspirations. This daily balancing act is complicated by the compounded effects of racism and sexism in academia, coined as misogynoir (Bailey, 2018). Misogynoir, a specific form of anti-Black racist misogyny, manifests through stereotyping, marginalization, and invisibility affecting Black women’s ability to thrive in academic spaces that were not designed with them in mind (Patton & Njoku, 2019). …

Cristina García’s third novel, Monkey Hunting (2003), is a sweeping multigenerational family saga that surveys the history of Asian and African diasporas in the Americas and the impact of coerced, racialized labor and migrations. This thesis examines the history of how Black Mississippians in the greater Madison County area have conceptualized land ownership since circa 1970 in order to understand how acquiring land has historically been seen as a significant source of financial, social, and mental security for Black folks in rural Madison County. By looking at oral history interviews from mostly the Garrett family and other Black Madison County citizens and archival materials, one will see how connection to land and place—despite the land being listed under heirs’ property— is the underpinning of familial affinity and association. For decades after independence, African migration was a phenomenon that could be attributed to a patriarchal culture that encouraged male domination. Later, that traditional mindset was reinforced by a colonial system that often marginalized the role of women in many African societies. Indeed, because young men were more likely to be educated than their female counterparts under the colonial system, they were advantaged after independence to attend institutions of higher learning abroad when it became necessary to train young Africans to occupy important government and other decision-making positions in the newly independent states. This study examines the effect of the socioeconomic status of parents on the provision of education during the COVID-19 lockdown in Cameroon. Three major objectives guided this study, which examines the effects of parents’ educational level and level of income on the provision of education and how the emergency response strategy adopted by the government affected the provision of quality education for all. A case study research design was used, and the Southwest Region was chosen as the study site. Literature abounds on the nature and impact of gold mining activities in Ghana, but limited efforts have so far been directed at exploring a concise historical account of the transformation of artisanal small-scale gold mining in Ghana from the pre-colonial era to the present. Against this background, this article traces the history of gold mining policies and regulations that have brought about the transformation of the artisanal small-scale mining sector in Ghana. Drawing on archival documents, interviews, newspaper reports, and a review of secondary materials, this study reveals that, unlike the situation in the pre-colonial era, artisanal mining from the …
