Probe vehicle data are increasingly becoming the primary source of traffic data. As probe vehicle data become more widespread, it is imperative that methods are developed so that traffic state estimators such as flow, density, and speed can be derived from such data. In this dissertation three different methodologies are proposed for predicting traffic flow or volume on a freeway. All of the proposed methodologies exploit several different traffic flow theories in conjunction with probe vehicle data to predict traffic flow. It is necessary to design and evaluate the effectiveness of walking facilities to accommodate the needs of all pedestrian groups, including individuals with disabilities. The Highway Capacity Manual (HCM) defines walking facility performance using a qualitative measure describing operational conditions, or level of service (LOS). However, how closely pedestrian LOS thresholds correspond to actual conditions are questionable. To overcome the limitations, a controlled large-scaled walking experiment involving individuals with disabilities was conducted at Utah State University (USU). Despite the increase of these non-motorized trips, bicyclists and pedestrians remain vulnerable road users that are often over represented in traffic crashes. While the currently used methods that identify hazardous locations serve their purpose well, majority represent a reactive approach that seeks improvement after crashes happen. This research addressed these issues and proposed decision support tools to aid the implementation of bicycle and pedestrian safety strategies. This work developed an access based tool to predict the expected number of crashes at different neighborhood levels. Many cities are considering pursuing Vision Zero to eliminate traffic deaths, but may not know how to move beyond addressing past crash locations toward preventing future crashes. Systemic analysis, which looks at crash patterns to determine common characteristics associated with various types of crashes, shows promise in helping cities to identify problematic locations and treatments in the hopes of preventing future crashes.

This study outlines work completed as a part of the CRP 463 senior capstone class outlining a new, comprehensive approach to active transportation on the Cal Poly campus. Led by Dr. William Riggs the project assessed the current conditions, identified opportunities and constraints and then developed conceptual options for a campus active transportation plan. Three civil engineering professors at the Oregon Institute of Technology (Oregon Tech) undertook a project during the 2014-15 academic year to develop a series of transportation-related graduate courses and to modernize Oregon Tech’s Traffic Engineering Laboratory. Courses were developed in the areas of transportation water resources, transportation structures and traffic engineering. At the completion of this project, Oregon Tech is now capable of increasing the number of students educated in three key civil engineering sub-disciplines that are directly related to transportation. Continuously reinforced concrete pavement designs (CRCP) are premium pavement designs that are often used on heavily-trafficked roadways and urban corridors. Although CRCP typically is an effective, long-lasting pavement design, it can develop performance problems when the aggregate-interlock load transfer at the transverse cracks is degraded. The prevalence of wide cracks in CRCP has frequently been associated with ruptured steel and significant levels of corrosion. Because of that, there has been recent interest in identifying new reinforcing materials that can prevent or minimize corrosion-related issues in CRCP. This study presents an innovative approach to the design of a road weather information monitoring system (RWIS) that optimally combines spatial data on weather-related road surface conditions with data on traffic volume over a state-wide road network. The optimization method minimizes the spatially averaged ordinary kriging variance of hazardous road surface condition (HRSC) frequencies. Since it is desired that an RWIS should also be located at high traffic demand areas, road class data is implemented in the optimization process. Road mortality has a significant depressive effect on turtle populations in southern Ontario and mitigation measures to reduce turtle road mortality are therefore increasingly being incorporated into road construction projects in the province. This has included the installation of “ecopassages” beneath roadways which enable turtles and other animals to safely move between habitats. These measures are most effective if they are installed at locations with frequent turtle movement and high road mortality rates. Many freshwater mussels in the Ontario-Great Lakes Area are considered Species at Risk (SAR) and these are increasingly influencing planning, implementation, and monitoring of infrastructure projects near watercourses. In 2010, the City of London commissioned an on-line Stormwater Management Facility in the Stoney Creek watershed in the form of an Erosion Control Wetland. Design objectives included: creation of additional water storage in the floodplain, prevent erosion in the downstream watercourse, and reclaim natural heritage features lost during infrastructure development. This study introduces a Vehicle-To-Infrastructure (V2I) architecture to enhance driver awareness at signalized intersections. The main objectives are to (i) provide a proof-of-concept field experiment on the use of V2I communication architecture at a signalized intersection and (ii) evaluate the impact of V2I communication on improving driver performance while crossing the intersection. The proposed V2I communication application will relay an advisory auditory message to the driver regarding the status of the traffic signal. Barn Swallow is a medium-sized song bird that is approximately 15 to 18 cm long, which feeds on flying insects. They are easily recognized by their blue glossy back and upper wings, rusty- orange forehead and throat, brownish underbelly, and their deeply forked tails. In Ontario, they are most common in southern and central Ontario but occur as far north as Hudson Bay (COSSARO 2011). MTO is actively expanding Highway 69 from a two-lane rural highway to a four-lane controlled access freeway. This is being completed through the eastern Georgian Bay area, some of the most pristine habitat for numerous species at risk reptiles. MTO obtained a permit under the Endangered Species Act for the project, prescribing extensive mitigation measures, including a requirement to prevent snakes and turtles from accessing the highway while still being able to access habitat on both sides.

A deteriorated concrete box culvert conveying a tributary of the Saugeen River under Highway 21 in Ontario had reached the end of its lifespan and was in need of replacement. The tributary supports a diverse range of coldwater fish species such as Rainbow Trout; however, fish passage, particularly upstream migration, has been cut off since the culvert and highway were constructed over seventy-five years ago. With the growing population and diversification of ideas, distilling knowledge from public opinion to incorporate into decision support systems is a major challenge for transit agencies. The common practice is to collect information from customers via Customer Satisfaction Surveys (CSat).
