Bluetooth technology applications have improved travel time data collection efforts and allowed for collection of large data sets at a low cost per data unit. Mean travel times between pairs of points are available, but the primary value of this technique is the availability of the entire distribution of travel times throughout multiple days and time periods, allowing for a greater understanding of travel time variations and reliability. Transit travel time and operating speed influence service attractiveness, operating cost, system efficiency and sustainability. The Tri-County Metropolitan Transportation District of Oregon (TriMet) provides public transportation service in the tri-county Portland metropolitan area. TriMet was one of the first transit agencies to implement a Bus Dispatch System (BDS) as a part of its overall service control and management system. TriMet has had the foresight to fully archive the BDS automatic vehicle location and automatic passenger count data for all bus trips at the stop level since 1997. Variable speed limit (VSL) systems are important active traffic management tools that are being deployed across the U.S. and indeed around the world for relieving congestion and improving safety. Oregon’s first variable advisory speed limit signs were activated along Oregon Highway 217 in the summer of 2014. The variable advisory speed system is responsive to both congestion and weather conditions. This seven-mile corridor stretches around Western Portland and has suffered from high crash rates and peak period congestion in the past. Changing weather patterns and increases in extreme weather events has led to the deployment of more weather responsive traffic management strategies. As the transportation system moves towards a connected vehicle environment, questions arise as to how connected vehicle technology can support weather responsive systems. The presentation will discuss the use of connected vehicles in a rural environment as providers of mobile weather data. Two projects will be highlighted - a recently completed research project using passenger vehicle CAN-BUS data as weather surrogates, and the ongoing USDOT CV Pilot Deployment Project in Wyoming.

This paper aims to analyze accessibility within New York City’s transportation system through creating unique accessibility indices. Indices are detailed and implemented using GIS, analyzing the distribution of transit need and access. Regression analyses are performed highlighting relationships between demographics and accessibility and recommendations for transit expansion are presented.

The Midwest States Pooled Fund has been developing a new non-proprietary cable median barrier. This system incorporates four evenly spaced cables, Midwest Weak Posts spaced at 8 to 16 ft (2.4 to 4.9 m) intervals, and a bolted, tabbed bracket to attach the cables to each post. Full-scale crash testing was needed to evaluate the barrier’s safety performance. According to the Manual for Assessing Safety Hardware (MASH) updated/proposed testing matrix for cable barriers installed within a 6H:1V or median ditch, a series of eight full-scale tests are required to evaluate the safety performance of a system. The incidence of wind on bridges produces static and dynamic loading that must be adequately addressed when designing bridges. Dynamic loading is the primary concern, as the amplitude of the structures response to the applied loading may be greatly amplified. Ideally, the bridge's properties should be designed to avoid dynamic loading. Uniaxial dynamic modulus is a standard test used to determine the viscoelastic behavior of asphalt pavement materials, with the standard analysis generating a Master Curve. One alternative to the master curve approach is a Black Space diagram, which is a rheological plot that can delineate either dynamic modulus |E*| or shear modulus |G*| vs. phase angle (δ). In this study, four asphalt binders were tested with one aggregate blend. One of these four binders was unmodified and the other three were modified with polymers and acids. Poisson´s ratio can be defined as the negative ratio of strains perpendicular to the load direction to the strains parallel to the loading direction. If elastic or viscoelastic models are used, Poisson´s ratio, together with elastic modulus, is a main input used to predict distresses in flexible pavement structures such as rutting and cracking. In asphalt concrete, Poisson’s ratio is commonly measured using two different testing configurations: indirect tension (IDT) and uniaxial. The Kentucky Transportation Center, with the assistance of the University of Kentucky’s Survey Research Center, administered a telephone survey to 1,221 licensed drivers throughout the state to gauge their opinion of the Kentucky Transportation Cabinet’s (KYTC) maintenance activities. Survey respondents were distributed throughout KYTC’s 12 highway districts. The survey focused on five areas of highway maintenance: roadside features, pavement surfaces, shoulders, drainage and signs/markings. Respondents indicated they were most satisfied with the current maintenance of signs, guardrail, and striping. Pavement surfaces and potholes, and shoulders and roadway drainage, received the lowest rankings — given that the driving public is very …

Alkali-silica reaction (ASR) in concrete is partly facilitated by available moisture within the concrete. In order to better understand this facilitation and to develop processes for ASR mitigation methods, it is necessary to establish a means of monitoring internal relative humidity (RH) within the concrete. Current procedures for measuring RH are time consuming; requiring several hours of equilibration time and specific external conditions to yield accurate results. Traffic signs often convey critical information to drivers. However, traffic signs are only effective when clearly visible and legible. This study aims to determine the effects of various damage and deterioration forms on sign retroreflectivity, identify the most important factors affecting traffic sign visual condition, predict traffic sign vandalism that obstructs critical messages to drivers, and identify important environmental factors contributing to the temporary obstruction of the sign messages. Bitumen has long been a material used in the construction of roadways, yet new pavement only consists of low fractions of recycled materials due to poor compatibility of aged bitumen and new materials. Thus, rejuvenators, chemical additives, have been used in an attempt to re-balance the chemical composition and restore the physical properties of aged bitumen back to its virgin state. A fundamental understanding of how one particular rejuvenator, soybean oil, revitalizes bitumen was investigated using a multi-scale approach.

Fog seal is a type of treatment that uses a diluted asphalt emulsion to seal and protect an existing asphalt surface from a variety of distresses. Fog seal is sprayed on top of an asphalt pavement surface to improve and protect it from further cracking and raveling. Rejuvenator is also a type of treatment that penetrates into the asphalt pavement and restores its original viscoelastic properties.
