Collective Bargaining And District Costs For Teacher Health Insurance: An Examination Of The Data From The Bls And Wisconsin, Robert M. Costrell

District costs for teachers’ health insurance are, on average, higher than employer costs for private-sector professionals. How much of this is attributable to collective bargaining? This paper examines the question using data from the National Compensation Survey (NCS) of the Bureau of Labor Statistics (BLS) and the state of Wisconsin. In addition, the impact of collective bargaining on employer costs is decomposed into the impact on total premiums and the employer’s share of those premiums. This autoethnographic study examined the transformational growth and development over a four-year period of professional learning communities (PLCs) at an urban elementary school in New Jersey. I sought to uncover the relationship between the principal's leadership behaviors, vision, and systemic planning and the development of transformational professional learning communities (PLCs) at the school. Ongoing surveys and questionnaires were distributed to teachers at the school, and my personal journal entries that maintained anecdotal notes of PLCs and interaction among staff during the four-year period along with PLC documents were analyzed. Using Hall’s framework of policy changes, we sought to document and classify changes in initial eligibility and award provisions of broad-based merit aid scholarship programs at inception and present day. Our analysis revealed five first-order changes, two second-order changes, and only one third order change. Although the policy settings, instruments, and goals remained static in five states, the scholarship dollars in four of them have not kept up with increases in overall cost of attendance.

The purpose of this study was to explore the relationship between elements of teacher collaboration and teachers’ level of knowledge, level of implementation, and level of confidence related to CCSS for Literacy in History/Social Studies, Science, and Technical Subject Areas in grades 6-12. The study included an extensive literature that included an introduction, pertinent literature and research regarding literacy in the 21^st century, CCSS, cross curriculum, teacher collaboration, the role of leadership, and the theoretical framework. The purpose of this action research study was (a) to observe the impact of simulation on the critical thinking disposition of undergraduate students in a health administration program, and (b) to observe faculty perceptions of the efficacy of simulation as a training and evaluative tool for undergraduate students in a health administration program. The California Critical Thinking Disposition Inventory (CCTDI) was used to measure critical thinking disposition in an experimental group of subjects before and after a simulation, and in a control group of subjects who did not undergo simulation. The purpose of this quantitative study was to investigate New Jersey superintendents’ hiring decisions of principals during the implementation of AchieveNJ, the educator evaluation system. This policy created mandates for school districts, which were nonexistent in the past. The 2013-2014 school year was the inaugural year for AchieveNJ, and it is unknown if this new mandate has influenced superintendents’ hiring decisions of principals and whether superintendents’ own estimations of the new policy will shape their hiring decisions. Professional Development In Urban Schools: What Do The Teachers Say?, Tanya R. Green, Mishaleen E. Allen

Journal of Inquiry and Action in Education

This quantitative causal-comparative study compared perceptions of professional development opportunities between high-achieving and low-achieving elementary-middle school teachers in an urban school district using the Standards Assessment Inventory (SAI). A total of 271 teachers participated including 134 (n=134) teachers from high-achieving schools, and 137 (n=137) teachers from low-achieving schools. Teachers in high-achieving schools reported receiving professional development more aligned to the 12 NSDC standards for quality professional development than teachers in low-achieving schools. In addition, teachers in high-achieving schools indicated receiving professional development modeled as Professional Learning Communities (PLCs). The purpose of this study was to determine predictor factors of upward transfer for Kentucky community college students enrolled in a developmental algebra course. For independent students, a mother with a college degree, a declared major, a federal work-study position, greater adjusted gross income, and a higher grade point average was positively correlated with upward transfer. For dependent students, a father with a college degree, a declared major, and a higher grade point average was positively correlated with upward transfer.

Noting that collaboration between business executives and superintendents was wide but not deep, a Harvard Business School monograph, "Partial Credit: How America's School Superintendents See Business as a Partner," identified positive findings regarding access. Nearly two-thirds of 1,117 responding superintendents said they had access to business leaders to whom they could turn for advice and support. In urban districts, the figure was 84 percent. However, responses to a question on the AASA's decennial survey suggested otherwise.

Institutional Merit-Based Aid And Student Departure: A Longitudinal Analysis, Jacob P. K. Gross, Don Hossler, Mary B. Ziskin, Matthew S. Berry

The use of merit criteria in awarding institutional aid has grown considerably and, some argue, is supplanting need as the central factor in awarding aid. Concurrently, the accountability movement in higher education has placed greater emphasis on retention and graduation as indicators of institutional success and quality. In this context, this study explores the relationship between institutional merit aid and student departure from a statewide system of higher education. We found that, once we account for self-selection to the extent possible, there was no significant relationship. By contrast, need-based aid was consistently related to decreased odds of departure.
