The status of collective bargaining in public education is in flux. As a result of a movement that began in the early 1960s, more than 30 states now have laws that allow teachers and other public school employees to form unions in order to bargain collectively with their school boards over the terms and conditions of their employment.

Further, three jurisdictions prohibit public-sector unions, and in an overlapping tapestry, 23 states—most recently Indiana— have enacted right-to-work laws that bar contracts that require workers to join unions as a condition of employment.

This quantitative study addressed the idea that a middle school principal could possibly impact teacher effectiveness in the classroom through the relationship of the teacher- perceived leadership style of the principal to teacher job satisfaction and efficacy. The sample consisted of 142 certified teachers from 8 public middle schools in an East Tennessee school district. Teachers completed the Multifactor Leadership Questionnaire, (Bass & Avolio, 2004) and the Job Satisfaction Survey, (Spector, 1994). Findings from this study suggest that the middle school teachers' perceptions of their principal's leadership did not have a statistically significant relationship to teacher job satisfaction. Partial correlation was conducted to examine the degree of relationships between principal's emotional intelligence quotient and school culture controlling for the effect of student achievement, and between principal's emotional intelligence quotient and student achievement controlling for school culture. Multiple regression analysis was utilized to examine the combined effect of principal's emotional intelligence quotient and school culture on student achievement. There is limited research into the persistence, participation, and efforts of African American students in their preparation for college admission exams (SAT, ACT). Registration, attendance, and the experienced reality of African American students who voluntarily enrolled in an SAT prep program as well as perceptions of African American instructors were the foci of this mixed methods action research. This research study examined the National School Lunch Program and local implementation of federal reform in public and private schools in Milwaukee County, Wisconsin. The survey participants were selected by the way of purposeful sampling; interviews were conducted over the telephone; and a 90-minute focus group was held. Major themes from the study consist of the need for well-balanced meals in schools, concern regarding childhood obesity, and barriers of local implementation of federal guidelines. Linguistic imperialism and societal assumptions can become dominant issues that lessen the significance of the identity, language, culture, and communication of minorities in English as a second language (ESL) settings, which may hinder the possibilities of acceptance and success (Amin, 1997; Ibrahim, 1999; Morgan, 1997; Ogbu, 1992a). Students from Africa and West Indies, foreign-born Blacks, represent English language learners (ELLs) who have distinct cultural and linguistic mores that often go unnoticed. Recent legislation raised questions about the status of teachers unions and public-sector collective bargaining. Although the changes in Florida, Idaho, and Tennessee occurred with a minimum of disruption, the same was not true in Ohio and Wisconsin. Voters in Ohio repudiated a law that would have placed significant limits on the rights of public employees to bargain collectively (McNeil 2011a). Conversely, voters in Wisconsin defeated a recall election intended to remove the governor and legislators who acted to curtail the bargaining power of teachers unions (Stein 2012).
