One of the consequences of major regulatory reform of the telecommunications sector from the end of the 1970s – particularly, privatisation, liberalisation and deregulation – was the establishment of a new business environment which permitted former national telecommunications monopolies to expand abroad. From the 1990s, a number of these firms, particularly those based in Europe, joined the rankings of the world's leading multinational corporations. Their internationalisation was uneven, however: while some firms internationalised strongly, others ventured abroad much slower. During the 1990s tax havens and offshore financial centres (OFCs) were subject to a string of initiatives designed to raise their tax and regulatory regimes to accepted international standards. Many commentators forecast that this would lead to the demise of OFCs, a worry for the many small states whose economic well being depended heavily on the provision of offshore financial services. Despite this regulatory onslaught many small state OFCs have prospered in the new millennium. This paper explains how some Oromos who were forced to leave their country, Oromia, by successive colonial Ethiopian governments and live in exile have been orga- nized in foreign lands to liberate their people and country by supporting the Oromo national movement. By demonstrating how global and regional forces have collaborated in the colonization, continued subjugation and dehumanization of the Oromo people, the paper illustrates how the Oromo people have lost their cultural, political, and social rights that are enshrined in the UN Universal Declaration of human rights and the Rights of Indigenous Peoples and how they are still facing …

This paper evaluates the historical dynamics that have shaped the development of fiscal federalism in Nigeria and Canada over the years. It contends that certain contradictions have inhibited the efficient and equitable allocation of tax powers and expenditure responsibilities in Nigeria. These include Nigeria's defective federal structure, military rule, Presidential federalism, politicized sharing principles, and the parochial political culture. These absurdities now threaten the stability of the Nigerian federation. Among these agencies, each has different levels of communication, collaboration and knowledge of the other organizations operating in Rhode Island. Collaborating with the International Institute of Rhode Island, a non-profit immigration agency located in Providence, my initial goal was the creation of the Rhode Island Immigrant Assistance Database (RIIAD), a simple and informative web page detailing the services, mission statement and address of the agencies that assist immigrants. In conducting my research I concentrated mainly on the nuanced perceptions that the students and the local residents have of each other. The paper analyzes the linkages between globalization and international mobility of people and labour, and concludes that labour migration is the missing link in globalization. It highlights that recent trends in labour mobility across borders hardly match optimistic rhetoric on migration and development and transnationalism at the international level. This paper briefly reviews recent trends in international mobility, particularly of workers, and reviews evidence and causes of mounting barriers to mobility. It discusses the emerging areas of convergence and divergence on policy and institutional options to optimize migration of labour for the welfare of the global economy.

In the short term, the United States negatively impacted the relationships among the Sunnis, Shiites, and Kurds. The United States’ lack of communication and credibility led to this negative impact. Six variables: the United States’ lack of knowledge about Iraq, the preexisting anti-western political culture, removal of local elites and army, inadequate media outreach, impact on reactionary violence, and the inability to fulfill all their promises to the Iraqi population expanded problems in credibility and communication. Georgia (1832), Chief Justice John Marshall declared that Indian tribes should be acknowledged "as nations, ... having territorial boundaries, within which their authority is exclusive .... " Justice John McLean, however, questioned whether Indians would always exercise the power of self-government, suggesting that Indian tribes would "become amalgamated in our political communities." Justice McLean did not dispute that Indian tribes were sovereign; he questioned whether they would-and should-remain sovereign. Some people continue to raise this question. The following are three more specific definitions: (1) In semantics and discourse analysis: A generalization of the concept of conversation to all modalities and contexts. (2) "The totality of codified linguistic usages attached to a given type of social practice. (E.g.: legal discourse, medical discourse, religious discourse.)" (3) In the work of Michel Foucault, and social theorists inspired by him: "an entity of sequences of signs in that they are enouncements (enoncés)" (Foucault 1969: 141).
