Member States Resistance To Eu Foreign Policy Sanctions, Clara Portela

European Union (EU) sanctions are agreed in the Common Foreign and Security Policy (CFSP), a framework where the unanimity rule prevails and where individual Member States have a formal veto. Thus, Member State compliance with sanctions can be expected to be optimal: If Member States have serious objections to the imposition of sanctions, they can veto their adoption in the Council.Yet, while implementation is comparatively satisfactory, Member States have availed of opportunities to undermine the application of EU sanctions regimes at various levels. The cultural concept of a “Russian world” (Russian: “russkiy mir”) plays an increasingly important role today, and is not limited to political discourse. The Russian Orthodox Church (ROC), which officially joined the “Russian World” foundation in 2009, has frequently referred to Russkiy mir in recent discourse. The term “Russian world” refers to a culture that differentiates itself from Western culture and is superior to it. Despite ROC usage of the term, understanding of Russkiy mir is diffuse. As a young scholar being trained in Early Modern European history, I imbibed unstated assumptions along with the canons of western historiography. My teaching and research career, though, soon moved eastward, to focus on Byzantium, the Balkans, and the Eastern Christianity which permeated both. With this transition, I became uneasily aware of how little attention western scholarship has given to these fields, or to the momentous developments which took place in the eastern half of the European continent. Linguistic Landscape Of Main Streets In Bosnia And Herzegovina, Rachel E. Lay

After the breakup of Yugoslavia in 1991, Bosnia and Herzegovina erupted into ethnic conflict and ultimately genocide. Nearly 100,000 people, mainly Bosniaks, died in the Bosnian War. Two decades later, the violence has ended but the conflict is still present in Bosnia; the societal segregation of the 1995 Dayton Accords, intended only as an immediate solution to the violence, still stands. Population and language distribution are evidence of this segregation. Bosnia’s two entities are home to two different ethnic majorities: Serbs in the Republika Srpska and Bosniaks in the Federation of BiH. In an environment so sensitive that the government …

The Semantics Of Repression: Understanding The Continued Brutality Towards Lgbtqa Individuals In The Russian Federation, Joseph C. Recupero

This work serves to examine the linguistic style and choices used by Russian Federation President Vladimir Putin as it pertains to issues of the LGBTQA community in the country and the Anti-Propaganda Law. Using the methodology of Critical Discourse Analysis, the author compares the speeches of Vladimir Putin to those of Western leaders Barack Obama and Ban Ki-moon, drawing conclusions as to why brutality towards LGBTQA individuals in Russia has been allowed to continue relatively unopposed. The author suggests that it may be Vladimir Putin's careful choice in words and speaking styles that allows the issue to persist.

Switzerland is home to many migrants, and migration exacerbates health risks. In addition to physical health problems, migrants are more likely than Swiss nationals to face mental health challenges and cultural barriers, which complicate their experiences seeking healthcare. Similarly, clinicians encounter numerous challenges related to the special circumstances of migrant patients. As a response to the specific health needs of migrants, hospital networks and migrant support organizations promote the migrant health situation. However, these services are not ubiquitous in Switzerland, partly due to the partial freedoms of each canton to create its own health policy. This paper explores the barriers …

Public Service Motivation In Public And Nonprofit Service Providers: The Cases Of Belarus And Poland, Palina Prysmakova

The work motivation construct is central to the theory and practice of many social science disciplines. Yet, due to the novelty of validated measures appropriate for a deep cross-national comparison, studies that contrast different administrative regimes remain scarce. This study represents an initial empirical effort to validate the Public Service Motivation (PSM) instrument proposed by Kim and colleagues (2013) in a previously unstudied context. The two former communist countries analyzed in this dissertation—Belarus and Poland— followed diametrically opposite development strategies: a fully decentralized administrative regime in Poland and a highly centralized regime in Belarus.
