Despite bearing similar names and sharing certainaims, the implementation of the CulturalCity/Capital initiative in Europe and in the sub-regions of Southeast andNortheast Asia has been substantially dissimilar. In Europe, the annual EuropeanCity of Culture (ECOC) status commonly constitutes an opportunity toshowcase the best of the arts and culture of the host city, and counts on thesupport of sizable public funding. In Southeast Asia, the initiative scarcelyreceives any public or regional funds and the understanding of what thedesignation means varies widely from country to country. In this article, I examine recent issues and developments in Indonesian diaspora activism, including the progress of long-standing requests such as changes to the dual citizenship law. I then discuss some of the ways in which the Indonesian government may harness the potential of its diaspora in the future, especially since overseas Indonesians are now wealthier, more mobile, and better connected than ever before. I argue that the case study of the Indonesian state’s growing relationship with its diaspora can enrich our understanding of how Southeast Asian countries are cultivating better and more beneficial relationships with their diaspora communities.

The discourse on transitional justice by academics and practitioners center upon a common understanding of the importance of truth-seeking or truth-telling, reparations, prosecutions, and other institutional reforms in addressing a state’s past abuses. Policies of memorialization complement these processes of transitional justice, with the production of collective memory and history that helps transitioning states from authoritarian pasts toward reconciliation.

Based upon ethnographic research with Durbar Mahila Samanwaya Committee (DMSC), a grass-roots sex workers organization in Sonagachhi, the iconic red light district in Kolkata, India, this paper explores the relationship between police raids and human rights violation. It especially focuses on the nature of violence initiated by the construction of “corrupt” evidence to justify a raid, which in this case is not solely a state initiative; the police usually work in tandem with other rescue missions such as the International Justice mission (IJM). The High Court of Singapore recently increased the sentences of two employers who had starved their foreign domestic worker, causing serious physical injury. In so doing, the court affirmed the victim’s right to human dignity despite the relative leniency of the charge. This case prompts reflection not only on the vulnerability of foreign domestic workers and the courts’ role in protecting their basic dignity, but also on the prosecutors’ role in framing charges that accurately and completely reflect the infringement of rights.

On July 20, 2012, Heineken, a Dutch brewery offered S$5.125 billion (Singapore dollars; approximately US$4.1 billion) to buy Asia Pacific Breweries Ltd (APB; formerly, Malayan Breweries Limited) from its Singapore-based joint venture partner, Fraser and Neave, Limited. (F&N). At that point, Heineken and F&N had joint control over APB through the joint venture vehicle Asia Pacific Investments Pte Ltd (APIPL).
