In the past three decades new constitutions have been developed in many parts of the world, often in the aftermath of conflicts, but also in response to demands for more democratic political systems or for the resolution of institutional crises. In these processes, the international community often plays an important role. This article considers the role that external actors play in the elaboration and development of new constitutions in post-conflict societies. It identifies both the negative and the positive roles external intervention can play and suggests approaches that could be adopted by external actors to maximize their impact while avoiding …

There is a resource boom in the least developed countries, including those in Southern Africa. In order to translate their resource wealth into positive development outcomes in the long run, these countries need to have strong domestic governance systems. Yet, governance indicators in resource-rich LDCs have stagnated or deteriorated in the last decades. We use a new institutional analysis with a focus on path dependence theory to argue that these countries are caught in a “weak governance curse”. As part of the independence constitutional arrangements for Northern Rhodesia, in May 1964 in London, Kenneth David Kaunda, then Prime Minister at the head of the Self Government of Northern Rhodesia signed the Barotseland Agreement with the Litunga of the Lozi people Sir Mwanawina Lewanika III. The Barotseland Agreement of 1964 recognised the Litunga of Barotseland (Bulozi) as the principal local authority for the government and administration of Barotseland, with powers to make laws of Barotseland in respect to matters such as land, natural resources and taxation. Zambia’s legal system combines unwritten customary law with post-colonial statutory law. However, select traditions clash with statutes promoting gender equality. Though the repugnancy clause promotes the supremacy of written law in discrimination cases, it has not been utilized effectively. This paper raises the sources behind the clause’s rare application and explores the possibility of utilizing the equal protection legal strategy employed by Botswana to prevent sex discrimination under customary law. This study determines the relative cost-effectiveness of food and cash transfers when administered to Human Immuno-deficiency Virus (HIV) / Acquired Immune-Deficiency Syndrome (AIDS) patients on Anti-Retroviral Therapy (ART) in Zambia. The results show that cash transfers are not only cheaper but also unambiguously more cost-effective with respect to nutrition and health outcomes such as body-mass index (BMI) and Cluster of Differentiation 4 (CD4) count. This seems to suggest that, whenever market conditions and institutional capacities (banks, personnel, etc.) permit, cash should be given a higher rating by governments and other programming stakeholders than physical food aid as an instrument for …

The fragile and inefficient state-dominated banking sector that existed in Ethiopia during the military government (1974-1991) was a major hindrance to economic growth. Since it took power in 1991, the current government has implemented a number of reforms. For instance, in 1994, the government legalized domestic private investment in the banking industry. In addition, it restructured the two development banks as commercial banks, and introduced a new Banking and Monetary Proclamation that gave more autonomy and further clarified the National Bank of Ethiopia’s activities as the regulator and supervisor of the banking sector. Sub-Saharan African countries' agricultural production has accelerated in the twenty-first century. This study shows that aggregate African agricultural production exhibits a breakthrough after 2000. More specifically, agricultural production breakthroughs occurred in 24 sub-Saharan African countries after 2000. 15 of them were caused by yield improvement and 8 of them were caused by area expansion. These breakthroughs helped these countries meet their increasing food consumption demands and lower their dependency on agricultural imports. However, we also found these breakthroughs were fragile. In addition to the influences of recent natural disasters and drought, these fertilizer-enabled production accelerations might also have been negatively …

For Wolof women, verbal art has always been an important tool for negotiating power. In a public context, griottes have lent their voices to traditional ceremonies such as marriages and baptisms; in a private context, all women have used songs as accompaniment to daily tasks and as an informal way to comment on the society in which they live. This paper is the product of a study that examines the experiences of urban refugees in Yaoundé, Cameroon. Refugees around the world, often victims of unthinkable human rights abuses, are forced to rely fully on the hospitality and protection of the international community. This unique relationship between a refugee and his/her host state can present serious challenges to both parties. This research examined the resources available to refugees in Yaoundé, evaluated their effectiveness, and explored possibilities for improving the experience of these urban refugees. My ISP works to illuminate the racial segregation that is still present within Cape Town’s LGBT community, particularly during the celebration of gay and lesbian rights, known as the Pride festival that takes place annually in the end of February. I do this through discussing the privilege that comes with access to both information about Pride and the location of the events that take place. “Little Soldiers With Big Guns”: The Language Of Child-Soldiering In Africa, Karen J. Norris

This project examines the language of child-soldiering in Africa, specifically in Sierra Leone, Rwanda, and Uganda, comparing its use between Western observers and the Africans who experienced the conflict first hand. It concludes that Westerners unilaterally display ethnocentric conceptions of the sanctity of childhood in their admonitions of child-soldiering, while former child-soldiers, perpetrators, victims and local aid workers exhibit more diverse perspectives that more accurately reflect the complexity of the conflicts. Furthermore, it concludes that the use of rhetorical, monolithic language regarding child-soldiering perpetuates stereotypes about African conflict and state-failure while diverting attention from underlying root causes of conflict, and …
