Jefferson Village is an incorporated municipality in Northeastern Ohio, with a population in 2000 of about 4000 residents. Originally founded in 1803 and incorporated in 1836, the Village has been the county seat for Ashtabula County since 1807. The Village is centrally located in Ashtabula County, 10 miles south of Lake Erie, and 10 miles west of the Pennsylvania border. Interstate highway 90 runs parallel to the lake shore, about 6 miles north of the village; and State Route 11 is a major north-south connector located about 2 miles east of the village. This study uses several indicators to measure the strengths and weaknesses of the high-tech sector in Northeast Ohio (NEO) in comparison to the U.S. High-tech industries are analyzed in terms of employment, average wage, gross regional product (output), and productivity. High-tech occupations are analyzed in terms of employment. Research and development activity is analyzed by examining trends in industry R&D funding and academic R&D expenditures.

Regional cost-of-living differences affect the quality of life that individuals and families experience in different metropolitan areas. Yet, lack of metropolitan cost-of-living indexes has left analysts without the ability to make accurate cost-of-living adjustments to measures of economic wellbeing. This paper evaluates alternative approaches to cost-of-living measurement and then applies the ACCRA cost-of-living index to various US metropolitan area datasets, including median household income, the number of people living in poverty, and family eligibility for the Free and Reduced Price School Lunch and Head Start programes to illustrate some of the policy impacts of adjusting economic indicators of wellbeing for …

In August 2006, Cleveland State University was asked to conduct an initial assessment of the Cuyahoga County Commissioners' Report and Recommendations on Foreclosure that would assist the county in planning for future phases of the project. This report presents the findings of this initial assessment of the first 18 months of the initiative. It documents the process undertaken by the county, assesses the progress made toward reaching goals, identifies successes and concerns, and offers some preliminary recommendations about program operations. It also offers suggestions for a more formal evaluation process going forward

The objective of the entrepreneurship Confidence Survey is to assess the entrepreneurial climate and entrepreneurs’ confidence in their ability to start and sustain a business in Northeast Ohio. The intention is to repeat the survey annually for the next several years to identify trends that might emerge. The survey has been constructed to measure respondents’ perceptions regarding several issues, including access to capital, workforce supply, information provided by educational institutions and business support organizations, networking opportunities, government responsiveness, attitudes toward entrepreneurs, adequacy of infrastructure, quality of life, and confidence in the regional economy and the ability to start or sustain …

In recent years, there has been a growing focus on entrepreneurship as a principal source of economic growth. Many economic development practitioners and public policymakers are taking note of this, shifting attention and resources toward activities to support entrepreneurship. This reflects a broader shift toward strategies that spur growth from within (endogenous growth) rather than seeking economic gains from the outside (exogenous growth).

This work is an update to the Regional Economic Indicators: Business and Innovation Climate report that was issued in August 2004. Although many of the same economic indicators are used in the analyses, there is a major difference between the two reports. The August 2004 release had a broad focus on the overall business climate in 36 comparable metro areas. The result was a single index—business and innovation climate. In this report, we focus almost exclusively on innovation and entrepreneurship, each with its own index.

This paper presents new knowledge about the current status of training on the economic value of stewardship practices in the Ohio Lake Erie basin. Local decision-makers shape coastal and watershed conditions but often do not appreciate the economic, fiscal, and ecological benefits that could be gained from sound stewardship practices. This study investigated the information and training about economic benefits available in the Ohio Lake Erie basin. Training providers and technical assistance professionals helped identify key training needs and challenges to decision-maker awareness of benefits. The John H. Glenn Research Center at Lewis Field (Glenn) is one of 10 National Aeronautics and Space Administration (NASA) Centers. Glenn is situated on 350 acres adjacent to Cleveland Hopkins International Airport. Its physical plant includes over 150 buildings that contain a unique collection of world-class test facilities. Glenn also includes the 6,400-acre Plum Brook Station near Sandusky, Ohio, 50 miles west of Cleveland. It specializes in large-scale tests that would be hazardous within the confines of the main campus.

Since its establishment in 1902, Lake Hospital System (LHS) has been a community-based, not-for-profit provider of comprehensive healthcare services to the residents of Lake, eastern Cuyahoga, Geauga, and Ashtabula Counties. Today, LHS is the largest employer in Lake County, with 500 physicians and over 2,400 healthcare professionals working in seven facilities.

What is an employment center? McMillen (2003) defines an employment center as a “concentration of firms large enough to have significant effects on the overall spatial distribution of population, employment, and land prices.” Bogart (1998) sees employment centers as a collection of small open economies in a metropolitan area that specialize and trade with each other. Technically speaking, an employment center is a geographic area that exceeds a threshold employment density (employees per square mile) and a threshold employment level.

This study aims to contrast affordability and quality of life as factors of attraction and retention of workforce and businesses in Northeast Ohio’s metro areas with comparable regions across the country. The study is limited to reliable and available data for 36 metropolitan areas from 27 states. As presented, this study serves two purposes: it allows us to compare Cleveland to other metro areas in selected indicators,1 and it creates a valuable database of variables and indicators on affordability and quality of life in 36 metro areas.

Minority Threat And Police Strength From 1980 To 2000: A Fixed-Effects Analysis Of Nonlinear And Interactive Effects In Large U.S. Cities, Stephanie L. Kent, David Jacobs

Sociology & Criminology Faculty Publications

Many studies have assessed threat theory by investigating the relationships between the size of minority populations and police strength. Yet these investigations analyzed older data with cross-sectional designs. This study uses a fixed-effects panel design to detect nonlinear and interactive relationships between minority presence and the per capita number of police in large U.S. cities in the last three census years. The findings show that the relationship between racial threat and the population-corrected number of police officers has recently become considerably stronger. In accord with theoretically based expectations, tests for interactions show that segregated cities with larger African American populations …
