A Qualitative Assessment Of The International Exposition Center To The Greater Cleveland Area, Claudette Robey, Kyle H. Johnson, Kyle Julien

This report describes the outcomes of discussions with IX Center customers and stakeholders as to how the IX Center qualitatively impacts the greater Cleveland area. The results suggest that while the IX Center is perceived to be an asset by customers and stakeholders, it’s likely that the IX Center will need to develop strategies to remain competitive with similar convention centers across the country.

This report describes the needs identified by member communities and organizations of the Chagrin River Watershed Partners (CRWP) that could be adopted by CRWP as part of its service strategy. The results suggest that members are pleased with the services provided by CRWP. Additional needs fell into one of eight categories: (1) Information, education, and training, (2) Planning, development, redevelopment, and resolutions/ordinances, (3) Funding and grants, (4) Technical assistance, (5) Regulations and requirements, (6) Storm water infrastructure maintenance, (7) Providing a strategic role in helping manage the watershed, and (8) Managing relationships.

The Ohio New Establishment Dynamics (O-NED) data set tracks the number of establishments that first started employing people between the second quarter of 1997 and the first quarter of 2008 and measures the employment and payroll data for these new establishments. O-NED enables researchers to measure the growth trends of cohorts of new establishments for up to 5 years after the cohort’s birth. These data are the first publicly available data that document the growth rates of new establishments at the substate level. The finest unit of geography O-NED measures is a county. Fiscal Review Of The Cleveland Public Library & Scan Of State And National Trends In Library Funding, Claudette Robey, Kevin O'Brien

This report presents a review of the financial condition of the Cleveland Public Library (CPL) from 1998 to 2010, presents a national scan of how libraries have creatively adjusted to economic conditions, and profiles the challenges of Ohio and national libraries considered as peers to CPL over the past five years. The results suggest that CPL has successfully mitigated impacts from the economic recession due to strong leadership, adequate revenues, controlled expenditures, and frugal financial management of cash reserves. The foreclosure crisis hit Cuyahoga County earlier and harder than the rest of the nation. The crisis continues to weaken the County’s already weak housing market, as evidenced by declining property values, increasing numbers of vacant and abandoned properties and the continuing high rates of foreclosure filings. In 1999, there were 4,900 residential foreclosure filings in Cuyahoga County. That number doubled to about 10,000 by 2005 and peaked in 2007 at close to 14,000. In 2011, the County had just over 11,000 residential foreclosure filings. In total, an estimated 68,000 homes in the County have been “touched” by foreclosure. The …

Just as SVD [Slavic Village Development] fought back against predatory lending, mortgage fraud, and speculator flipping, the City of Cleveland and Cuyahoga County also sought to prevent these practices and stem the rising tide of foreclosures. This included legislation, litigation, and homeowner counseling. This article will focus on three examples of the response to the mortgage crisis in Cleveland: the Cleveland Housing Court, the Cuyahoga County Land Reutilization Corporation (land bank), and community development corporations (CDCs) and local intermediaries (namely, the Cleveland Housing Network (CHN) and Neighborhood Progress, Inc.
