The Midwest Hydrogen Center of Excellence submitted detailed comments on implementing tax credits for clean hydrogen production under section 45V of the U.S. tax code as established by the Inflation Reduction Act. Clean hydrogen has the potential to play an important role in decarbonizing the U.S. economy by reducing emissions in some of the most difficult-to-decarbonize sectors. The adoption of clean hydrogen will depend on driving down not just the cost of production, but also on lowering the cost to deliver and dispense hydrogen so that the total cost per kilogram reaches an amount that end users are willing to …

The Midwest Hydrogen Center of Excellence submitted comments in support of efforts to draft language defining what forms of clean hydrogen production will be eligible for tax credits under IRS Section 45V. The need to transition our energy economy to clean hydrogen is urgent. If we rely primarily upon electrolysis and other renewable sources for hydrogen, it will take too long to develop. Accordingly, the 45V tax credit rules should be written to encourage clean hydrogen generation from steam methane reformation. This report is an update to a techno-economic feasibility study undertaken in 2018 to examine the efficacy of building and operating a microgrid in Downtown Cleveland, Ohio. Many factors have changed since 2018, including the 2022 passage of the Inflation Reduction Act, pursuant to which significant tax credits will make microgrids and grid edge technology adoption more attractive. Such a microgrid could offer enhanced resiliency and uptime to customers at prices that are competitive with existing rates for commercial power within the local investor owned utility’s service area. Economic Impact Of The Muskingum Watershed Conservancy District On The Regional Economy, 2014-2022, Mark Henning, Randall Jackson, William M. Bowen

The Muskingum Watershed Conservancy District (MWCD), the largest conservancy district in Ohio, initiated a significant, multi-year capital improvement plan in 2014 in response to increasing revenues associated with Utica Shale development. This study used input-output analysis to estimate the regional economic impact of MWCD’s spending on infrastructure improvements and related operations from 2014 through 2022. Cleveland State University’s Energy Policy Center found that MWCD’s $182.1 million in capital spending during the study period resulted in $486.8 million of gross output (total economic activity of all sales/revenues), $221.9 million of value added (gross output minus intermediate inputs), $135.6 million in labor …

As United States looks to decarbonize its energy systems, there is likely to be a surge in interest in multi-customer District Energy. Interest in networked thermal will be especially high for low-income neighborhoods, which have been targeted by the Inflation Reduction Act for clean energy development. In northern climates, many such areas have no air conditioning, and residents are increasingly at risk with the intensity and duration of hot weather resulting from climate change. Geothermal systems (and heat pumps) provide both heat and air conditioning to buildings, especially when integrated with natural gas hybrid systems. Ohio law provides a clear …

Efforts to educate district energy users about energy efficiency have lagged those for electricity users. CSU surveyed district energy users in Cleveland, Ohio to ascertain their knowledge of and interest in energy efficiency programs. Most end users have a general knowledge about the sorts of technologies that are available, however do not understand their value, nor how to go about getting efficiency financed. The survey identified levels of interest that exist for adoption for various energy efficiency strategies as well as the preferred strategies for financing. The Northern Appalachian counties (Western PA, Eastern OH and West Virginia) have legacy energy industry engineering, workforce and research advantages that have made the region a prime location for the development of energy storage manufacturing and deployment. Already over 200 private companies are engaged in the energy storage business regionally. Further assets include the many research universities and laboratories in the region, together with a low cost of living compared to other energy storage clusters. The study identifies the energy storage industry assets and explores strategies for cluster development in Northern Appalachia.

The Cuyahoga County Department of Sustainability and the Cleveland State University Energy Policy Center have for the past several years been researching strategies for development of clean, highly resilient commercial districts in Cuyahoga County. In the fall of 2021, the County created a new utility division for the purpose of developing such districts, with the goal of attracting and retaining commercial activity. This paper summarizes the vision of the County as it moves forward with this innovative strategy to develop microgrids and other 21st century infrastructure that will attract business to the County.

Ohio is positioned to be a leader in the developing hydrogen economy in the coming years. Ohio is already a national leader in industrial and transportation hydrogen markets, and power generation markets for hydrogen are developing. Ohio projects to need between 2-3 million metric tons of hydrogen per year by 2050. To meet this demand, low cost natural gas from nearby Appalachian shale fields will likely be the principal source of hydrogen generation for the next 30 years. This report is an update to a 2019 evaluation of the effects of changes in ambient temperature on the fuel efficiency and range of zero emission buses (ZEBs). (The 2019 evaluation is available at https://engagedscholarship.csuohio.edu/urban_facpub/1630/). The report relies on data that was made available from transit agencies that have deployed hydrogen fuel cell electric, battery electric, compressed natural gas (CNG), and diesel buses. One of the challenges to deployment and commercialization of zero-emission buses is the high capital cost of the vehicles relative to vehicles powered using conventional technologies. A strategy for reducing these costs is to increase sales volume, which has been successfully driven through funding opportunities like the Federal Transit Administration’s Low or No Emission Vehicle Program. Another strategy for increasing sales volume is to combine vehicle purchases from multiple transit agencies through a joint procurement. Refueling infrastructure for early adopters of hydrogen vehicles finally appears to be imminent. There is a consensus among long haul trucking and transit agencies that hydrogen fuel cell electric vehicles are likely to be the most cost-effective strategy for transitioning to low or zero emission fuels, especially in cold weather climates. Hydrogen refueling stations will require careful planning to ensure costs are low and that carbon dioxide emissions are minimized. Until such time that refueling stations are commonplace, the most likely scenario for mitigating both costs and carbon intensity will be local, on site hydrogen generation at the refueling stations. …

Hydrogen-powered fuel cell electric vehicles provide one important path to decarbonization in transportation, particularly for heavy-duty applications such as transit and trucking. Both fleet types face a common challenge in transitioning to low emission fuels: how to economically support one-to-one replacement of conventional diesel vehicles, especially with respect to range and refueling time. This study explores the regional assets along a major freight corridor from Pittsburgh to Minneapolis that could enable a hydrogen refueling infrastructure for transit agencies and long-haul trucking, the likely early adopters of low-emission hydrogen fuel cell electric vehicles. The purpose of this study is to provide an update to the research team’s 2016 report “Electricity Customer Choice in Ohio: How Competition Has Outperformed Traditional Monopoly Regulation” using data for 2016 through 2018.

Key Findings:

1. Since 2011, Ohio consumers have saved $23.9 billion because of deregulation.

2. Competition has driven down average electricity prices in deregulated Midwestern states (Ohio, Pennsylvania, Illinois), while their regulated peers (Indiana, Michigan, Wisconsin) have seen a steady increase in price of generated electricity.
