Santa Monica, California — a city with a population of 88000 located in the greater Los Angeles region — is currently involved in a comprehensive replanning of the city's future land use to the year 2000. The process that the city has embarked upon is designed to be participatory and democratic rather than bureaucratic and autocratic. Because of political conditions in the city and the widespread conservative attack on government championed by President Reagan, Santa Monica's planning effort is highly controversial.

This Technical Bulletin provides a revised estimate of the amount of money cities could expect to receive from state shared taxes for 1982-83. The previous estimate, from April 19, 1982, had factored in an expected upturn in the economy which did not materialize. In addition to the revised estimates, included is a copy of an article by Dr. Harry A. Green, executive director of TACIR, which gives an overview of the total revenue systems in Tennessee local government.

Section I of this report is designed to assist Tennessee communities considering incorporating as municipalities. It is not intended to be a comprehensive examination of the question, "Should we incorporate?" The report does attempt to respond to some of the most often-expressed concerns of those trying to reach a decision. Included are the major advantages and disadvantages of incorporation, comparisons of the forms of government available to potential municipalities under Tennessee law, and the steps to be taken to place the question of incorporation before qualified voters.

Master of Urban and Regional Planning Workshop Projects

The purpose of this report is to aid the Sullivan's Gulch neighborhood in planning for its future.The neighborhood is a diverse one, with a mix of land uses, ranging from residential to industrial. Residential densities range from single-family detached houses to high-rise apartments. There are many interests concerned with the future of Sullivan's Gulch: residents, businesses, the neighborhood association, property owners, and institutions. This report attempts to address the concerns of all these groups as, together, they are the neighborhood.

In 1972 the Goodrich Amendment to the state appropriation for the University of Nebraska at Omaha gave the University an "unparalleled opportunity" to develop further its educational offerings and services to students from low-income backgrounds. The intent of the amendment was to make funds available "for a program to get economically deprived young people in and through UNO." Named for State Senator Glenn Goodrich who introduced the legislation, the program was designed to provide an intellectually stimulating academic course of study augmented by whatever supportive services were needed.
