The victim was told to get a marking stick by his supervisor. While he was doing so, he stood on the "booster" of a PMN-2 that had been "destroyed" on 20th December 1996. The "booster" had lain hidden in a clump of grass 2m (or 4m on an attached sketch-map) from where the mine was "destroyed". The "booster" left a crater of 10cm diameter x 5cm deep.

Victim No.1 was a detector man. His partner cleared some vegetation and then returned to the rest area. Victim No.1 tested the detector a second time and went to sweep the area.

The Lents Neighborhood of Portland, Oregon aspires to reclaim its identity and renew its economic vitality. Construction of the 1-205 freeway in the mid-1970's physically divided it and disrupted its sense of community. Prompted by the wishes of the community and other concerned parties for greater visibility and a stronger economic center for Lents, the Oregon Department of Transportation (ODOT) has asked Lumpetek to study this site and develop recommendations for its best use. This paper explores the changing role of state highway corridors in an era of continued urban growth and decentralization. Its primary focus is on the impact of exurban development on state highway corridors and on the policy of access management to control or limit those impacts. The role of access management in distributing the benefits and costs of access to public facilities is outlined. As urban areas expand at the fringe, it is important to clarify to what extent the public good of roadways is diminished by direct corridor access by the private sector. The purpose of this study was to identify issues that are considered important to the legislators and higher education leaders of Tennessee in making decisions that affect the funding of higher education. A further purpose was to identify actions that such individuals believe should be taken by higher education leaders to ensure that higher education is accountable and worthy of continued or increased financial support. This paper looks at the connection between the regulation of parking by cities, transit service levels, and travel and parking behavior in the United States. Travel behavior information comes from the 1990 Nationwide Personal Transportation Survey (NPTS) and the Federal Urban Mass Transportation Administration’s 1990 Section 15 Report. Data on the current state of parking programs in place in central business districts of the U.S. is identified through telephone interviews of local officials responsible for parking policies from the twenty cities identified in the NPTS. The purpose of the study was to determine the applicability of the Political Resources Model of Representation to the Rio Grande Valley and to ascertain if political resources (poverty levels, educational attainment, and Hispanic representation) provide an adequate explanation of educational outcomes (ACT, TEAMS, and dropout rates).

The political Resources Model of Representation, used by Meier and Stewart, served as a theoretical framework for the study. Formerly, the model had been used at a national level and a state level. Representation variables were used to predict the applicability of the model to a region.

Millage Election Outcomes In Michigan Public School Districts: A Test Of The Rational Choice And Social Psychological Voting Models, Christopher Petras

In this study, the author tests two models of voting behavior to predict the likelihood of a public school millage passing. They are: (1) a rational-choice model, and (2) a social psychological model. The rational-choice model asserts that the likelihood of a school millage passing is a function of the millage's economic benefit as perceived by the voter. The social psychological model asserts that support for the local school millage is a function o f the voter's political attitudes and/or the salience of the ballot issue.

The recent attack upon Affirmative Action in the workplace demands that merit be the sole criterion of employment. Policies designed to eliminate discriminatory practices are in themselves discriminatory and suggest minorities are inferior. Such suggestions are archaic and simplistic. Each assumes that the workplace operates in a social vacuum when in fact a complex system of cultural norms precedes the influence of merit. For African-Americans color is a predcedent of merit. The purpose of this study was to describe the prevalence of decayed, missing and filled teeth and periodontal disease among male, non-camp, nonpsychiatric inmates in the Michigan Department of Corrections (MDOC) and to assess the impact of age, race, security level, and years of incarceration on these parameters of oral health. Additionally, this study was designed to determine the emergent, urgent or routine dental treatment needs of this same population and to compare the ability of the existing Michigan Department of Corrections dental program to meet these needs. Despite the acknowledged need for effective programs to serve persons who are homeless and mentally ill, few evaluations of these programs provide quantitative details on service provision. Such information can be useful to planners for replication and also for public policy concerning the need to mandate services most in demand. This report on a successful outreach intervention reports information on service amounts, duration, and types, as well as identifying predictors of service use. The overall amount of service provided to eligible participants varied substantially. While the median duration was only three months, repeat service episodes were common. For most clients, …

This study examines the influence of social context on the evaluation of municipal service delivery. It hypothesizes that those individuals who are more satisfied with their immediate surroundings also are more satisfied with the municipal services they receive. A stratified sample of 1.027 household telephone numbers in McAllen, Texas, was selected for this study. The telephone survey resulted in 542 successful interviews, representing a 52.4% response rate. The study's conclusions suggest that first, satisfaction with the neighborhood appears to affect the general level of satisfaction with public services. Second, there was no significant difference in services satisfaction level based on …

This study provides a preliminary view of the policy issues involved with allowing electronic Freedom of Information Act (FOIA) requests through the use of the Government Information Locator Service. The author used an exploratory, qualitative methodology consisting of an extensive literature review and a self-administered questionnaire that was sent to 54 Air Force (AF) FOIA managers. The literature review revealed that an informed citizenry is critical to a democratic society. To ensure its citizens have the opportunity to stay informed, Congress has enacted and amended laws to protect public access to federal information. The study provides background on the meaning of environmental justice along with related terminology, and covers historical events of the environmental justice movement leading up to the publication of EO 12898. A Study Of Factors On The Performance Of The Texas Academic Skills Program Test, Billy B. Watkins

At least thirty percent of students who enter Texas public higher education each year have basic skills deficiencies and cannot perform effectively in college. The TASP Test was developed to identify these students. Moreover, this test must be passed in order to obtain a degree from a Texas public institution.

A survey of 150 entering freshmen from the University of Texas-Pan American was examined to identify variables that influence student performance on the TASP Test.

Chi-square tests uncovered academic, socioeconomic, and institutional bivariate relationships with TASP performance. Multiple regression analysis indicated that academic variables primarily predicted TASP performance.
