This briefing paper provides a short background to the 2012 elections in Timor-Leste, and explores the UNPOL mandate to support and build the capacity of the Polícia Nacional de Timor-Leste (PNTL – the Timor-Leste National Police), so that Timor-Leste will be able to manage security for its citizens without international assistance. Based on fieldwork conducted during June 2012, including interviews with human rights-focused NGOs, and with international police implementing bilateral and multilateral capacity building, we argue that the 3,200-3,400 strong PNTL is theoretically ready to go it alone when the UN Integrated Mission in Timor-Leste departs, and explore questions as …

Aboriginal peoples in Canada are in the forefront in the battle to protect the environment from unregulated depredations of petroleum and mining interests. Omnibus Bill C-38 exempted oil pipelines from the terms of the Environmental Protection Act, prompting protests from First Nations people through whose reserves it would pass. Omnibus Bill C-45 removes thousands of lakes and rivers from protection of the Navigable Lakes and Waters Protection Act and permits the government sale of native lands without consultation. The third wave of the National Longitudinal Survey of Public Health Systems was fielded in 2012 in a nationally-representative cohort of local communities. The survey measures the availability of 20 recommended public health activities in the community, the range of organizations that participate in performing each activity, and the perceived effectiveness of each activity. Prior waves of the survey were fielded in 1998 and 2006. Local health officials report data for this survey and receive a customized report of results that compare data for their community with national norms and with "peer groups" of similar communities. Program Jaminan Persalinan (Jampersal) dirancang untuk meningkatkan akses ibu hamil pada fasilitas pelayanan kesehatan yang pada gilirannya berkontribusi terhadap penurunan kematian ibu. Artikel ini bertujuan menilai cakupan Jampersal di Kabupaten Bogor, Provinsi Jawa Barat dengan menggunakan sumber data sekunder yaitu profil kesehatan dan laporan kesehatan ibu dan anak (KIA) Dinas Kesehatan Kabupaten Bogor tahun 2011. Cakupan Program Jaminan Persalinan yang meliputi pelayanan antenatal care (ANC), persalinan, dan pascapersalinan berada pada kisaran 2,67% _ 12,56%, dengan cakupan tertinggi pelayanan persalinan (12,56%). Penelitian ini berbentuk penelitian deskriptif yang mengkaji masalah pelaksanaan program Jaminan Sosial Tenaga Kerja (Jamsostek) sebagai hak karyawan. Penelitian ini bertujuan mengetahui tingkat kepuasan karyawan yang bermukim di desa Mulyorejo, sebuah desa industri, dalam pelayanan Jamsostek khususnya Jaminan Pemeliharaan Kesehatan, Jaminan Kecelakaan Kerja, dan Jaminan Kematian. Sampel penelitian terdiri dari 70 keluarga karyawan peserta Jamsostek. Data dikumpulkan dengan menggunakan kuesioner dan dianalisis dengan menggunakan statistik deskriptif. Tingkat kepuasan karyawan diukur dengan skala likert. Hasil penelitian menyimpulkan, secara umum pelayanan Jamsostek belum memuaskan. Sosialisasi belum memuaskan karyawan. Peningkatan pendapatan per kapita menaikkan permintaan rawat jalan dan harapan mutu pelayanan rumah sakit. Masyarakat memiliki persepsi pelayanan rumah sakit swasta lebih bermutu daripada rumah sakit pemerintah, sehingga terdapat asumsi pelanggan rumah sakit swasta mempunyai karakteristik khusus. Tujuan studi ini adalah menginvestigasi berbagai faktor yang berhubungan dengan utilisasi rawat jalan dan kelompok yang mendapat manfaat. Studi ini menggunakan 42.540 responden rumah sakit swasta IFLS-4 tahun 2007. Semakin tinggi pendapatan semakin tinggi pula permintaan, kelompok jaminan/asuransi mempunyai permintaan yang lebih tinggi daripada non-jaminan. The Kisco Foundation commissioned researchers at the Center for Education Policy and Law and the Caster Center for Nonprofit and Philanthropic Research at the University of San Diego to work with REBOOT, a nonprofit based in Southern California, to conduct an evaluation of its program, REBOOT WorkshopsTM (REBOOT). REBOOT is a three-week-long program designed to assist members of the military in making the social and career transition from military service to civilian life by “re-booting” their skills, attitudes, and behaviors. Notwithstanding hundreds of court decisions, tying arrangements remain enigmatic. Conclusions that go to either extreme, per se legality or per se illegality, invariably make simplifying assumptions that frequently do not obtain. For example, by ignoring double marginalization or tying product price cuts it becomes very easy to prove that a wide range of ties are anticompetitive. At the other extreme, by ignoring foreclosure possibilities one can readily conclude that ties are invariably benign.

Ties have historically been thought to produce two kinds of competitive harm: “leverage,” or extraction; and foreclosure, or exclusion. The two theories are not mutually exclusive. Indeed, …

This brief essay reviews Firat Cengiz’s book Antitrust Federalism in the EU and the US (2012), which compares the role of federalism in the competition law of the European Union and the United States. Both of these systems are “federal,” of course, because both have individual nation-states (Europe) or states (US) with their own individual competition provisions, but also an overarching competition law that applies to the entire group. This requires a certain amount of cooperation with respect to both territorial reach and substantive coverage.

Cengiz distinguishes among “markets,” “hierarchies,” and “networks” as forms of federalism. Markets are the least …

The purpose of this study is to identify, analyze, and describe the social outcomes that may be affected by the environmental risks generated by infrastructure projects; to examine the ways in which vulnerability and exposure to hazards may increase risk in neighborhoods over time; and to examine the implications of addressing the exacerbation of exposure to natural hazards within the traditional environmental justice framework. An overview of Chinese naval history is presented to better understand the possible reasons for China’s expansion to the South China Sea. It attempts to identify the social dynamics within Arizona that contributed to the overwhelming public support for SB 1070. Since it has been two years after the law was passed, this analysis determines what impact the law has had thus far within the state. This brief is about the connections between being a OIF/OEF veteran who receives care from the VHA and suicide mortality. In policy and practice, mental health screenings for OIF/OEF veterans should be implemented in non-VHA healthcare settings and families of OIF/OEF veterans should encourage veterans to seek treatment if they exhibit signs of a mental health condition. The VHA should implement policies that promote its healthcare to veterans in order to decrease suicide risks among veterans and should also offer more mental health screenings for recently returned veterans. Health equity is the social justice lens that public health institutions across the United States have increasingly embraced as a mandate, however there are few jurisdictions addressing how to prioritize funding toward that end. The practical translation of a social justice concept necessitates the creation of a budgetary tool and an implementation process that identifies those with the highest levels of health disparity and social disadvantage.
