The Mine Action Information Center (MAIC) at James Madison University implemented this project to develop a framework for the systematic collection and management of landmine casualty data. The project was premised on the lack of an adequate system for collecting and managing landmine casualty data on a global basis. Data on landmine and UXO casualties is being collected in a systematic manner in some countries, but worldwide, it is not being collected in a comprehensive or consistent manner that allows it to be compared cross-nationally and aggregated globally. Maintaining rural community economic viability, schools, and retaining youth are concerns for many rural areas. The current population shift from rural to urban areas is compounding the issue. One means of keeping young people and adults in rural communities and encouraging people to move from urban to rural communities is to provide high quality, relevant, affordable educational programs on demand. The Mead Agricultural Sciences Magnet School, the first rural magnet school, was created to fill such a void. Now in its third year of operation, the rural agricultural sciences magnet school concept is being incorporated into three other communities.

Rural and non-metropolitan public-use and general aviation airports play a critical role in the economic development of communities in agricultural states and states with dispersed populations. Not only do they serve as a vital link to markets and resources for both agricultural and non-agricultural businesses operating in the community, small airports provide needed transportation options for area residents. These airports also perform an important function in providing needed health and medical transport services in non-metropolitan locations. Airports can be described as critical “public assets” with needed services to the local community (Penney 2003).

The Nebraska State Data Center often receives inquiries as to why various sources report different 1990 population counts for the same area. The answer is that for many areas the Census Bureau—with good reason—published more than one population number. This report explains why the Census Bureau produces different census counts and offers some guidance on which numbers to use for specific purposes. Over the years and with limited resources, Egypt has demonstrated a strong commitment to eradicating the landmine threat through its dedicated Army Corps of Engineers demining campaign. Since 1948, with limited financing and direction, they report clearing approximately 31 percent of the total mined areas and 51 percent of the mines or UXO. These clearance operations have been costly—Egypt expended over $91 million (U.S.) in national funds and lost over 200 deminers. Competing priorities and dwindling financial resources imposed a halt to active HD operations in 1998. Egypt requested U.S. government HD assistance, and the U.S. Central Command developed a …

This article explores values, strategies, and tensions found within the War on Poverty and examines a War on Poverty-supported initiative, the National Domestic Workers Union (NDWU). The article makes the argument that the NDWU is illustrative of the War on Poverty in that each held structurally based descriptions of poverty and individually based prescriptions. The article explores the relationship of domestic service to the institutions of racism, classism, and sexism and how the ND WU strategies of training, service, and, advocacy-like those of the War on Poverty-sought to address the needs of individual domestic workers while circumventing larger and more …

This case study evaluated the effectiveness of the community organizing techniques used by the Community Coalition for Environmental Justice (CCEJ) in promoting the principles of grassroots organizing in its work in the South Park neighborhood of Seattle, Washington. This campaign, part of the SouthSeattleToxics Project, focused attention on the pollution caused by the Long Painting Company's activities. The CCEJ used traditional community organizing techniques to help South Park residents oppose this pollution; the residents formed their own organization to monitor progress even after the offending company has left town. Prior TransNow funded research by Portland State University (PSU) and the University of Washington (UW) in cooperation with Tri-Met, the transit provider for the Portland metropolitan area, has utilized a rich set of archived data from the Automatic Vehicle Location (AVL)-based Bus Dispatch System (BDS). Tri-Met is one of the few transit agencies that archive AVL data for analysis and research.

This paper will review the findings of in depth interviews with the four top female executives for the acute care hospitals in Las Vegas, Nevada, with regards to the ‘Glass Ceiling’ phenomenon, stereotyping and gender role behaviors, and how these elements have affected their careers. Out of seventeen (17) local senior executive positions, women hold four of these positions, or twenty-three percent (23.5%), compared to six percent (6%) nationally. The healthcare system changes were also a consideration for theses female executives, and how these changes have influenced their careers.

Oman has a low to moderate landmine/unexploded ordnance (UXO) problem. Anti-tank (AT) and anti-personnel (AP) landmines were laid in the Dhofar region between 1964 and 1975 during an internal struggle with the People’s Front for the Liberation of Oman and the Arabian Gulf (PFLOG, later shortened to PFLO, a communist separatist group). Both the Royal Army of Oman (RAO)—with its allies Jordan, Iran and the United Kingdom—and the PFLO used landmines during the conflict; the RAO to support defensive positions or to interdict the separatists’ movements, and the separatists to ambush the RAO and allied units.

This Issue Brief analyzes the devolution of the legal duties assumed by managed care organizations (MCOs) in their contracts with group purchasers. Specifically, this brief examines the delegation of MCO contractual duties related to member care and services to individual network providers by comparing the language used in master contracts between purchasers and MCOs with the language contained in agreements with network health care providers who serve members covered under the master contract.
