This study was performed to recommend which commercial acquisition practices should be adopted in government acquisitions of commercially available aircraft. Previous studies, dating to 1972, illustrate the value of adopting commercial style acquisition practices in government acquisitions. Using commercial style acquisition practices can provide the government with lower costs and faster delivery with no sacrifice of quality. As a customer of the aircraft manufacturing community, the government must adapt to global market changes. Procedure reviews and changes must occur on an ongoing basis to take advantage of standard industry practices. Telephone interviews of nineteen top level personnel representing twelve domestic …

The purpose of this study was to investigate the notification process for defective medical materiel within the Department of Defense. The study first evaluated the efficiency of the current notification process for defective medical materiel within the Army, Navy, and Air Force. Second, a streamlined notification process and tri-service Type 1 message for defective medical materiel was developed. Finally, the effectiveness of this tri-service message was evaluated in comparison to the current notification messages used by the three services. Investigations using observational studies revealed duplication of both function and resources among the medical logistics offices of the three services. Through …

This thesis compared vehicle maintenance training between the U.S. Air Force (USAF) and a leading civilian training organization, Cuyahoga Valley Joint Vocational School (CVJVS), using benchmarking. First, the study identified the USAF and civilian automotive training industries conduct training. Next, the researchers identified common areas for comparison between training programs. Then, the industry leader's best practice was identified. The best practice at CVJVS as the National Automotive Technicians Education Foundation (NATEF) certification process. In applying this practice at Chanute, the researchers identified three deficient areas, or negative gaps. The first gap was in the number of hours of instruction. The …

This study analyzes three commonly practiced approaches to Government acquisition of space launch services. These approaches are employed by The U.S. Air Force, the National Aeronautics and Space Administration, and the Strategic Defense Initiative Organization. The literature review provides a comprehensive overview of the commercial space launch industry and details critical perspectives on commercial, launch. Launch contracts which were representative of each organization's acquisition procedures were investigated and evaluated along several critical issues and elements of the space launch acquisition process. The implications of strategy, environmental uncertainty, and leader attributes to the performance of organizations have been the subject of many research studies. The traditional interaction-based contingency approach that has typically been used in the management literature for examining the interrelationships between these variables, may very often be inadequate to capture the overall pattern of fit among them. This study comprehensively reviews theoretical and empirical literature pertaining to leveraged buyouts. An agency theory framework best describes the source of LBO value creation. Agency conflicts are mitigated through extensive utilisation of debt capital and concentrated equity ownership, which are functions of asset and organisation structures. The evidence generally supports the hypothesis that economic wealth is created by leveraged buyouts, rather than merely redistributed among stakeholders. This thesis uses a multiple case design to examine leveraged buyouts in Australia. The problem of this study was to compare the Statesboro, Georgia business community's expectations of printing companies to the expectations printers perceive the businesses have. All of the local printers, and a sample of the local Chamber of Commerce corporate members (non-printers) were given identical survey forms which measured their expectations and perceptions. The forms were hand-delivered, picked-up the next day and tabulated to put the data in graphical form. A comparison of the two groups revealed some agreement and some disagreement in expectations and perceptions. After completing the study, it was determined that the research method is valid and …

Research indicates teacher isolation and computer anxiety are significant problems effecting teachers. This study examined the influence of electronic mail on these two problems. The research hypotheses questioned whether electronic mail installation positively effected a staff's level of communication satisfaction and/or lowered their level of computer anxiety.

Three sites were used in the study. Site One had electronic mail at the time of both measurements, Site Two implemented electronic mail immediately following the first measurement, and Site Three never used electronic mail. Ten months separated the measurements.

The study used the Computer Satisfaction Questionnaire to measure eight components of communication …

This report will link two key business concepts together. It will first examine the characteristics of different inventory replenishment systems used by purchasing managers. Second, it will bring the marketing phenomenon of the product life cycle into the picture. The varying demand patterns found in a typical product life cycle curve will become test data for a simulation exercise to determine which of four ordering models yield the lowest combination of holding and ordering costs. The major purpose of this study was to investigate the relationship between commitment to one's profession and commitment to one's employer and the role this relationship plays in predicting satisfaction, performance and turnover. In order to accomplish this purpose the antecedents and outcomes of the commitments were modeled and tested using covariance structural modeling techniques. The data source was the 1990 Kaiser Permanente, Northwest Region Employee Survey. The study included a wide range of occupations. The purpose of this study was to determine the differences between industrial and municipal executives' practices and perceptions toward the administrative requirements of a water pollution control system as set forth in a National Pollutant Discharge Elimination System permit. This independent research project describes the direct-marketing efforts of Ukrop's Super Markets through its Ukrop's Valued Customer® Program, with special emphasis on the "zip code test" conducted in August, 1989. The purpose of this test was to acquire new Ukrop's Valued Customers from a population of non-Ukrop's customers.

While the test did yield a positive net present value, in evaluating the post-test shopping behavior of the two test groups and the control group, the author determined that there were no long-term benefits from these test mailings. The aluminum beverage can market is extremely important for Reynolds Metals Company and other aluminum producers being the single largest end-use market for aluminum in the United States. Shipments of 77.9 billion cans in 1988 accounted for 96% of total beverage can shipments, equivalent to 3.6 billion pounds of input canstock or 21% of the estimated 16.9 billion pounds of U .S. aluminum industry shipments. It is also one of the few aluminum markets that has exhibited consistent growth this decade, with canstock shipments increasing 4.6%/yr.versus 1.8% for all other products. This study assesses the goal commitment generated by different approaches to goal setting. The participants were the directors, board presidents, staff, board members and volunteers of two non-profit organizations. One group explored their history as an organization, significant events and the impact of those events before carrying out the same goal setting process as the other group. Self-efficacy was measured before the exercise began. Goal commitment was measured after participants prioritized goals and selected subgoals on which to take action. The hypothesis that cognitively reviewing past history would lead to greater commitment was rejected. A second hypothesis that the self-efficacy …

The purpose of this study is to develop a productivity measurement applicable to home health registered nurses (RNs) by identifying and quantifying the knowledge and ability variables that define productive nurse practice.

A preliminary set of knowledge and ability variables was identified based on content analysis of interviews with local nurse managers and round I of a three round Delphi procedure, using a purposive sample of nurse managers from nationally preeminent agencies. A randomized national sample of 337 nurse managers was then surveyed to determine the relative value and rank of the knowledge and ability variables. These variables were refined …
