Forests in California and elsewhere are under an increasing threat of uncharacteristically large and severe wildfires. Fuel treatments, such as tree density reduction or prescribed burns, can alter wildfire behavior and potentially reduce risk. An environmental consulting group is currently developing a probability-based greenhouse gas (GHG) emissions accounting framework that would provide tools to quantify GHG benefits of fuel treatments and help fund said treatments through carbon offset credits. This framework is being developed in collaboration with key stakeholders (such as public agencies, carbon offset registries, non-profit organizations, and the private sector) in the western United States. A market assessment …

An Investigation On The Effectiveness Of A Problem Structuring Method In A Group Decision-Making Process, Ying Thaviphoke

Engineering Management & Systems Engineering Theses & Dissertations

There is no shortage of methods to address messy problems. A messy problem is a system of problems with multiple stakeholders who may hold different views of what is feasible or desirable. Decision-makers in a messy problem are prone to committing an error – especially the Type III error. One of the ways to mitigate the chance of committing the error in a messy problem is to reach a group consensus. Problem Structuring Methods (PSM) are the collections of participatory modeling methods that aim to tackle a messy problem. Despite the positive reports, literature indicates some challenges and criticisms of …

Clarifying The Relationship Of Design Thinking To The Military Decision-Making Process, Thomas S. Fisher

USF Tampa Graduate Theses and Dissertations

The complexity of today’s operational environment where military organizations are conducting campaigns to address some of the nation’s most urgent problems has grown exponentially. To address this expanding complexity, the Defense Department introduced ‘design’ into its problem-solving doctrine as a method to understand the new and dynamic challenges associated with this increasingly complex environment and provide a tool to augment its current doctrinal military decision-making process. However, it appears military ‘design’ as prescribed by the Department may be only marginally effective at producing viable solutions for solving the complex, ill-structured problems that current military campaigns were developed to resolve. This …

Based on the literature about factors contributing to family business succession, the current research adopts a more comprehensive approach by combining qualitative and quantitative research methods to examine what factors lead to succession success and how to manage the succession process. Viewing succession as the process of mutual role adjustments of incumbents and successors, the qualitative research examines the interactions …

In the first essay, I compare two types of pharmaceutical reimbursement contracts to mitigate the uncertainties associated with new and expensive drugs. I construct a game-theoretic model to analyze the interactions between a pharmaceutical manufacturer and a payer. The payer’s reimbursement of a drug is …
