Whether and to what extent racial minorities experience harsher treatment or face worse outcomes in court are questions of fundamental importance for any justice system. Questions of racial inequality are especially salient in the context of removal proceedings that are triggered by immigrants’ criminal history. Many individuals in crime-based removal proceedings are immigrants of color who face a host of legal disadvantages that are tantamount to double penalties for the same crime for which they have already been punished through the criminal justice system. The United States (U.S.) Department of Defense's (DoD) Defense POW/MIA Accounting Agency (DPAA) is the largest skeletal identification laboratory in the world and receives several hundred cases per year for identification related to Missing-in- Action (MIA) U.S. service members. While there are various sources for these accessions, by far the largest source is through unilateral or bilateral (done in cooperation with another governmental entity or nongovernmental organization) as well as public-private partnership excavations. Ex-prisoners with meaningful employment are less likely to return to prison; however, ex-prisoners have the highest unemployment rates of any marginalised group. This article draws on the voices of former prisoners who are seeking employment through government-funded employment agencies in Australia and staff working in these agencies. Revealed themes of employment service providers’ practices, employer attitudes, navigating stigma, ongoing surveillance, and advocacy and support were analysed in the context of theories of integration, resisting re-offending (desistance), discrimination, and stigma. We unpack the way different forms of stigma and discrimination lock marginalised groups of criminalised people into unemployment.

Psycho-criminological literature has continued to examine post-treatment recidivism outcomes homogeneously for people who have sexually offended. Because results indicate clear differences between Indigenous and non-Indigenous people who have sexually offended, this project set out to understand the characteristics and effectiveness of treatment for Indigenous and First Nations people from four jurisdictions: Australia, New Zealand, Canada and the United States. A strategic three study strategy was implemented and resulted in a systematic narrative synthesis, meta-analysis and survey of sexual offender treatment organisations in Australia. The minimum age of criminal responsibility (MACR) in Western Australia is 10 years old. While the negative impacts of early contact with justice systems have been well-documented and have resulted in calls to raise the age, research had not examined the public views of MACR in Western Australia. This article presents a novel examination of the knowledge and perceptions of the MACR with a sample of the West Australian public (n = 69). Findings from the semi-structured interviews revealed low levels of knowledge about the MACR, some reacted with surprise when provided with the information. Participants’ views shifted in that …

The Australian bail system routinely permits most individuals accused of a crime to remain in the community while awaiting a court date under a range of conditions. However, statistics have indicated that a high number of bailees breach the orders placed on them, increasing police and court interactions, and resulting in additional charges. This project utilised the Drug Use Monitoring in Australia – Western Australia (DUMA-WA) collection to survey 230 police detainees about their orders and reasons for breaching recent orders. The results indicated that most understood their orders but disclosed a range of complexities which interfered with compliance. Qualitative …

The legal landscape surrounding firearm possession is evolving rapidly. In 2022, the Supreme Court accelerated its expansion of the individual right to bear arms under the Second Amendment in New York Rifle & Pistol Ass’n v. Bruen. Since Bruen, courts around the country have struck down nearly all types of firearm regulations, with a notable exception: felon-in-possession laws. This Article examines the implications of a legal landscape where those who have prior felony convictions, and especially prior drug convictions, are punished harshly for the same behavior—possession of a firearm—that is constitutionally protected for nearly everyone else. This study examines the relationship between encounters with the criminal justice system and psychological well-being in a large U.S. sample. This project builds upon previous research about the negative outcomes tied to such encounters by examining potential long term negative effects on people’s subjective well-being and sense of meaning and purpose in life. Panel study participants indicated their lifetime exposure to the criminal justice system, and then, about two years later, indicated their current subjective well-being and sense of meaning and purpose in life. This thesis explores the role of community in restorative justice through both the criminologist and practitioner perspectives. Through investigating the limitations of the U.S. penal system, which ranks highest globally in incarceration rates yet fails to ensure public safety, the research investigates restorative justice as a victim-cantered, harm-driven alternative. It emphasizes how restorative justice redefines crime by focusing on healing and accountability rather than punishment of the criminals/harm-doers. The collaborations between domestic and sexual violence victim-serving agencies (DSVAs) and law enforcement agencies help connect victims of crime to needed services. To maximize the benefits of these victim-serving initiatives in Virginia, it is imperative that victim-serving agencies understand the perceptions and factors that influence the decision-making of law enforcement administrators. In this study, I first present a theoretical framework of Herbert Simon’s Decision-Making Theory as a guide to understanding police chiefs and sheriffs as public administrators. จุดมุ่งหมายหลักของการวิจัยเชิงปริมาณครั้งนี้ คือ การศึกษาความสัมพันธ์เชิงเหตุผลระหว่างพฤติกรรมการเปิดรับความหลากหลายทางวัฒนธรรมกับระดับการยินยอมให้ผู้อพยพเข้ามาในเอเชียตะวันออกของ พลเมืองที่อาศัยอยู่ในพื้นที่ดังกล่าว ผู้วิจัยเลือกใช้แหล่งข้อมูลทุติยภูมิจากฐานข้อมูลด้านวัฒนธรรมของคลังข้อมูลการสำรวจทางสังคมในเอเชียตะวันออก (EASSDA) ฐานข้อมูลดังกล่าวเกิดจากการเก็บรวบรวมข้อมูลของกลุ่มตัวอย่างในภูมิภาคดังกล่าวจำนวน 4 ประเทศ ได้แก่ จีน ญี่ปุ่น เกาหลีใต้ และไต้หวัน ซึ่งมีจำนวนตัวอย่างรวมทั้งหมด 9,029 ราย เมื่อพิจารณาถึงผลการวิเคราะห์สถิติเชิงพรรณนา กลุ่มตัวอย่างโดยส่วนใหญ่ยังไม่เปิดรับความหลากหลายทางวัฒนธรรมเท่าที่ควร และยินยอมระดับน้อยที่จะให้มีผู้อพยพเข้ามาในภูมิภาคของตน ในส่วนของผลการวิเคราะห์ สถิติเชิงอนุมานด้วยเทคนิคการวิเคราะห์การถดถอยพหุด้วยแบบจำลองโพรบิต ผู้วิจัยพบว่า พฤติกรรมการเปิดรับความหลากหลายทางวัฒนธรรมเกือบทุกรูปแบบ (ยกเว้นการเปิดรับสื่อต่างประเทศ) ได้แก่ การพูดคุยเกี่ยวกับ ประเด็น/ปัญหาระหว่างประเทศกับผู้อื่น การเดินทางไปต่างประเทศ และการมีคนรู้จักเป็นชาวต่างชาติ ต่างเป็นปัจจัยที่มีอิทธิพลเชิงบวกต่อการยินยอมระดับมากที่จะให้มีผู้อพยพเข้ามาในภูมิภาคดังกล่าวอย่างมีนัยสำคัญทางสถิติ นอกจากนี้ ผลการวิเคราะห์แสดงให้เห็นว่า ระดับการศึกษาที่เพิ่มสูงขึ้นมีอิทธิพลเชิงบวกต่อการยินยอมระดับมากที่จะให้มีผู้อพยพในพื้นที่ของตน แต่ในทางตรงกันข้าม การยึดมั่นในความเป็นชาตินิยมเป็นอย่างมากเข้าข่ายเป็นอุปสรรคอย่างหนึ่งต่อการยินยอมระดับมากที่จะให้มีผู้อพยพเข้ามาในภูมิภาคดังกล่าวอย่างเห็นได้ชัด

ประเทศประชาธิปไตยทั้งหลายถือว่า บทบาทของรัฐสภาในการจัดทำและควบคุมงบประมาณของรัฐเป็นเรื่องสำคัญและไม่อาจทดแทนด้วยกลไกอื่นได้ แต่ในช่วงกว่าหนึ่งศตวรรษที่ผ่านมา ฝ่ายบริหารมีบทบาทนำในการจัดทำงบประมาณของรัฐ เมื่อไม่นานมานี้เองที่รัฐสภาในประเทศต่าง ๆ รวมทั้งรัฐสภาไทย เริ่มตื่นตัว และปรับปรุงกระบวนการงบประมาณของรัฐสภา เพื่อกระชับอำนาจของรัฐสภาในการควบคุมงบประมาณให้มากขึ้น หนึ่งในเครื่องมือที่ฝ่ายนิติบัญญัติในประเทศต่าง ๆ นำมาใช้ในการเสริมสร้างความเข้มแข็งในทำหน้าที่ควบคุมงบประมาณของรัฐ คือ การจัดตั้งสำนักงบประมาณของรัฐสภาขึ้น บทความวิจัยนี้ต้องการศึกษาบทบาทของสำนักงบประมาณของรัฐสภาไทย ตลอดจนถึงผลสืบเนื่องที่เกิดจากการจัดตั้งสำนักงบประมาณของรัฐสภาต่อการกระชับอำนาจในการควบคุมงบประมาณของรัฐสภา ผู้วิจัยได้สำรวจเอกสารสัมภาษณ์ บุคลากรของสำนักงบประมาณของรัฐสภา สมาชิกสภาผู้แทนราษฎร ข้าราชการฝ่ายบริหาร และจัดประชุมเชิงปฏิบัติการและการสัมมนา เพื่อสอบทานข้อมูลและแปลความหมายข้อมูลร่วมกับผู้ให้ข้อมูลหลักที่เกี่ยวข้องกับกระบวนการงบประมาณของรัฐสภา บทความวิจัยนี้บ่งชี้ว่า สำนักงบประมาณของรัฐสภามีส่วนสนับสนุนให้กระบวนการงบประมาณของฝ่ายนิติบัญญัติมีความเข้มแข็งมากขึ้น และมีส่วนช่วยให้รัฐสภาควบคุมงบประมาณของรัฐได้เพิ่มขึ้นระดับหนึ่ง น่าสังเกตว่า สำนักงบประมาณของรัฐสภาได้ใช้ความสามารถของหน่วยงานในการทำหน้าที่จนถึงขีดจำกัดสูงสุดที่สามารถทำได้ แต่ก็ยังไม่สามารถทำหน้าที่ที่ได้รับมอบหมายได้ครอบคลุมครบถ้วนทุกด้าน รัฐสภาจึงควรแสวงหาแนวทางในการพัฒนาขีดความสามารถของสำนักงบประมาณของรัฐสภาให้เพิ่มขึ้น

บทความวิจัยนี้ศึกษานโยบายกัญชาของประเทศไทยภายในทิศทางเป็นเสรีนิยมมาก มีข้อกังวลเกี่ยวกับการใช้กัญชาในประเทศไทย และมีความสับสนในความพยายามย้อนกลับไปเป็นอนุรักษนิยมอีกครั้งด้วย จุดประสงค์ศึกษากระบวนการนโยบายกัญชาของประเทศไทยในรายละเอียด มีคำถามวิจัยว่า นโยบายกัญชาของไทยมีลักษณะอย่างไร มีสมมติฐานว่า มีข้อห่วงใยอย่างมากในนโยบายลักษณะเสรีนิยมนี้มีความสับสนที่นโยบาย อาจย้อนกลับเป็นอนุรักษนิยมอีกครั้ง และมีการเมืองอยู่ภายในกระบวนการนโยบายกัญชา งานวิจัยใช้แนวคิดด้านความไม่แน่นอนทางวิทยาศาสตร์และความชาญฉลาดของประชาธิปไตยเป็นกรอบการศึกษา ประกอบการวิเคราะห์ตอบคำถามวิจัย ขอบเขตด้านเวลาในการศึกษาอยู่ระหว่าง พ.ศ. 2561-2567 งานวิจัยใช้ข้อมูลทุติยภูมิในการศึกษาประกอบด้วย หลักฐานการรายงานของสื่อมวลชนถึงกระบวนการนโยบายกัญชาไทย และเอกสารนโยบายสาธารณะด้านกัญชา เช่น ประกาศกระทรวง สำหรับข้อค้นพบและการวิเคราะห์ บทความวิจัยถกแถลงถึงความกำกวมในการเป็นสารเสพติดเป็นลักษณะของพืชกัญชา ที่อธิบายด้วยแนวคิดความไม่แน่นอนทางวิทยาศาสตร์ กัญชาได้รับการตีความว่าสามารถใช้ได้ทั้งในทางการแพทย์และในทางสันทนาการด้วย เกิดข้อห่วงใย และจำเป็นต้องติดตามดูแลการแพร่หลายของผลิตภัณฑ์กัญชาในอาหาร งานวิจัยวิเคราะห์อภิปรายการเมืองภายในนโยบายกัญชาของประเทศไทย เช่น ความพยายามผลักดันให้นโยบายกลับไปเป็นอนุรักษนิยมอีกครั้ง เป็นอีกส่วนหนึ่งของความสับสนของนโยบาย และงานวิจัยถกแถลงว่าความชาญฉลาดของประชาธิปไตยมีความสำคัญในการขับเคลื่อนกระบวนการนโยบายกัญชา

งานวิจัยมีวัตถุประสงค์หลักเพื่อศึกษาลักษณะพฤติกรรมการเล่นพนันออนไลน์บนแอปพลิเคชันโทรศัพท์มือถือในกลุ่มผู้สูงอายุ ปัจจัยที่เกี่ยวข้องที่ทำให้ผู้สูงอายุเกิดแรงจูงใจในการเล่นพนันออนไลน์บนโทรศัพท์มือถือ และผลกระทบด้านต่าง ๆ ที่เกิดขึ้นกับผู้สูงอายุที่นิยมเล่นพนันออนไลน์ งานวิจัยเป็นการวิจัยเชิงคุณภาพ เก็บข้อมูลด้วยวิธีการชาติพันธุ์วรรณนาในกลุ่มผู้สูงอายุหลากหลายกลุ่มที่เล่นพนันออนไลน์ งานวิจัยมีข้อค้นพบสำคัญ คือ ผู้สูงอายุที่เล่นพนันออนไลน์สามารถแบ่งออกได้เป็น 2 กลุ่มใหญ่ ได้แก่ 1) กลุ่มผู้สูงอายุที่นิยมเล่นการพนันเป็นทุนเดิมอยู่แล้ว 2) กลุ่มผู้สูงอายุที่ไม่เคยเล่นการพนันอย่างจริงจังมาก่อน แต่เล่นพนันออนไลน์ด้วยเหตุผลว่ามีเวลาว่างและคาดหวังรายได้เพิ่ม ปัจจัยที่สร้างแรงจูงใจมีอยู่ 4 ปัจจัยหลัก คือ 1) ความชื่นชอบเล่นพนันเป็นทุนเดิม 2) วิถีชีวิตของผู้สูงอายุ 3) รายได้ที่ลดลงหลังเกษียณ 4) กลยุทธ์การตลาด ส่วนผลกระทบด้านต่าง ๆ ที่เกิดขึ้นกับผู้สูงอายุที่นิยมเล่นพนันออนไลน์ ผู้สูงอายุประเมินตนเองว่าไม่ได้รับผลกระทบรุนแรงที่ชัดเจน มีผู้สูงอายุจำนวนน้อยได้รับผลกระทบด้านจิตใจและความสัมพันธ์ในครอบครัว

บทความวิจัยนี้มีวัตถุประสงค์เพื่อ 1) ศึกษาระดับการจัดสวัสดิการสังคมและการพัฒนาคุณภาพชีวิตผู้สูงอายุในเขตพื้นที่เทศบาลเมืองเพชรบุรี 2) ศึกษาการจัดสวัสดิการสังคมที่ส่งผลต่อการพัฒนาคุณภาพชีวิตผู้สูงอายุในเขตพื้นที่เทศบาลเมืองเพชรบุรี 3) เสนอแนวทางการจัดสวัสดิการสังคมที่เหมาะสมต่อการพัฒนาคุณภาพชีวิตผู้สูงอายุในเขตพื้นที่เทศบาลเมืองเพชรบุรี จังหวัดเพชรบุรี ระเบียบวิธีวิจัยแบบผสมผสานวิธี ในเชิงปริมาณ กลุ่มตัวอย่าง คือ ผู้สูงอายุในเขตเทศบาลเมืองเพชรบุรี จำนวน 374 คน ด้วยตัวอย่างแบบแบ่งชั้น เครื่องมือที่ใช้ คือ แบบสอบถาม สถิติที่ใช้ในการวิเคราะห์ข้อมูล ได้แก่ ร้อยละ ค่าเฉลี่ย ส่วนเบี่ยงเบนมาตรฐาน และการวิเคราะห์การถดถอยพหุคูณแบบขั้นตอน ส่วนวิธีวิจัยเชิงคุณภาพใช้แบบ สัมภาษณ์เชิงลึกกับผู้ให้ข้อมูลสำคัญ จำนวน 20 คน โดยเลือกแบบเจาะจงจากปลัดเทศบาลเมืองเพชรบุรี เจ้าหน้าที่กองสวัสดิการสังคมเทศบาลเมืองเพชรบุรี และตัวแทนผู้สูงอายุในชุมชน ผลการวิจัยพบว่า 1) การจัดสวัสดิการสังคมผู้สูงอายุและผลการพัฒนาคุณภาพชีวิตผู้สูงอายุโดยภาพรวมอยู่ในระดับมาก 2) ปัจจัยทางการจัดสวัสดิการสังคมที่ส่งผลต่อการพัฒนาคุณภาพชีวิตผู้สูงอายุในเขตพื้นที่เทศบาลเมืองเพชรบุรี จังหวัดเพชรบุรี มีค่าสัมประสิทธิ์ถดถอย (R) = 0.728 ซึ่งส่งทางบวกทุกตัว มีประสิทธิภาพในการทำนาย ร้อยละ 53.10 นำมาเขียนเป็นสมการถดถอยได้ดังนี้ tot = 0.271 (X4) + 0.241 (X3) + 0.143 (X2) และ 3) แนวทางการจัดสวัสดิการสังคมที่เหมาะสมต่อการพัฒนาคุณภาพชีวิตผู้สูงอายุ คือ 1) ควรส่งเสริมกิจกรรมการสร้างสายสัมพันธ์ในครอบครัว 2) ควรจัดตั้งศูนย์บริการผู้สูงอายุเพื่อแก้ปัญหาผู้สูงอายุที่อยู่ลำพัง 3) ควรจัดตั้งศูนย์เพื่อดูแลผู้สูงอายุที่ไม่สามารถช่วยเหลือตัวเองได้ และ 4) ควรจัดกิจกรรมที่สอดคล้องกับความต้องการของแต่ละช่วงอายุ
