Wadla Woreda is located in North Wollo Zone, Amhara Regional State, Ethiopia. The woreda is predominantly agrarian and the population produces mainly subsistence food crops with small amounts of cash crops. Access to basic social and economic services such as health, education, and employment for rural communities is limited due to poor development of rural infrastructure. Wadla is one of the food insecure woredas in the region. As a result some of the people are internally displaced and a portion of the population is included in safety-net programs. This research exercised a mixed method exploratory sequential design inquiry into the topical area of leadership behaviors and cross-cultural awareness that permeate successful global information technology (IT) outsource alliances. When IT is aligned with an entity's objectives, strategic technology leadership is actively engaged in governance, infrastructure architecture, planning, and cross-cultural collaboration. This dissertation consists of two articles focusing on foreign language interpreters in mental health. The first article is a literature review examining the existing research on mental health professionals working with foreign language interpreters while conducting therapy with refugee clients. After excluding articles that were not research studies and those that focused on physicians rather than therapists, 19 articles fit the search criteria. The majority of the articles that did not fall into the research category focused on recommendations and protocols for treatment. Animal law is a little-known subject in Singapore. However, the increase in public awareness and concern about animal welfare issues demand that more attention is directed at the legal aspects of such issues. An opportunity to examine this area of the law arose in the case of Ling Chung Yee Roy. The District Court, presided by District Judge Ng Peng Hong, had to decide whether the accused was guilty of an animal cruelty offence under s. 42(1)(e) of the Animals and Birds Act. Article 9(3) of the Constitution1 states that “Where a person is arrested, he … shall be allowed to consult and be defended by a legal practitioner of his choice.” However, art 9(3) does not stipulate the point in time at which an arrested person is entitled to consult counsel. The local jurisprudence over the past few decades have affirmed the interpretation that an arrested person is not entitled to access counsel immediately upon arrest, but only after a reasonable amount of time has elapsed. In one of the most highly anticipated decisions emanating from the apex Court in the US in recent times, the US Supreme Court in Association for Molecular Pathology v Myriad Genetics Inc was asked to consider, in the main, the patentability of a naturally occurring gene sequence which had been specifically isolated from the human genome. Although the patent was eventually denied, this seminal case will certainly not be the last word on what is clearly a very controversial subject, at least outside of the US.

Since the economic crisis following the collapse of the Soviet Union, Cuba has restructured their agriculture with a greater focus on domestic production of domestically consumed produce, and a dramatic reduction of petroleum products in all aspects of food production. As moneylenders during nineteenth century colonial period the Chettiars were functioned as informal bankers in Asia. They began as communal entrepreneurs in their clan but grew beyond their domestic borders. Despite their smallness and resources, they were able to internationalize. This paper reports a study into their internationalization examining the manner they were able to successfully venture abroad. We found that external factors like the British protectorate and internal factors like their unique socio-cultural institutions and norms and values served as enabling factors for their internationalization. Jamini Roy is considered the father of Indian modern art as he attempted to use his paintings to find cultural independence from Western notions of art grafted by the British on its colonies. Changing Views On Media Ethics And Societal Functions Among Students In Singapore, Benjamin Hill Detenber, Sonny Rosenthal

This panel study assessed changes in ethical ideology and beliefs about the societal function of media over the course of undergraduate communication education in Singapore. First, students' agreement with the ethical principles of truth telling, independence, and accountability increased. Second, change in agreement with the ethical principle of minimizing harm was negatively related to change in justification of contentious newsgathering methods. Third, belief that the media should function as a watchdog increased and that it should serve national development decreased. Change in these variables was inversely correlated. We relate these findings to global contexts and make recommendations for curriculum development.

Self-Reliance Beyond Neoliberalism: Rethinking Autonomy At The Edges Of Empire, Karen Hébert, Diana Mincyte

Across scholarly and popular accounts, self-reliance is often interpreted as either the embodiment of individual entrepreneurialism, as celebrated by neoliberal designs, or the basis for communitarian localism, increasingly imagined as central to environmental and social sustainability. In both cases, self-reliance is framed as an antidote to the failures of larger state institutions or market economies. This paper offers a different framework for understanding self-reliance by linking insights drawn from agrarian studies to current debates on alternative economies. These two countries have recently turned to skin lightening and cosmetic surgery in order to achieve their new beauty standards. This paper analyzes the theoretical underpinnings and strategic goals of US security strategy with respect to China. It argues that the language used in statements and publications of US strategy demonstrate the development of a strategy of cooperative security. This strategy is dependent on the security environment the United States cultivates with allies and partners in the region. The paper uses evidence from the two largest PACOM military operations--RIMPAC and Cobra Gold-to demonstrate this developing strategy.

The 1648 Peace of Westphalia created an understanding of state sovereignty free from external interference that remained largely unaltered until the last century. The horrors of the Holocaust and the significant humanitarian crises of the 20th century have presented the international community with a new type of threat to international peace and security and have sparked an ongoing conversation about the limitations of traditional sovereignty. This violence is often premeditated and carried out by the barrabravas, organized groups of radical fans who have strong senses of identity and attachment to their soccer club.
