In recent years, women have been selected as leaders of African judiciaries. This article identifies where and when women have become chief justices and presidents of constitutional courts from 1990 to 2014. We profile women from three civil-law and three common-law countries and find that the women selected meet or exceed the requirements for holding the highest position in the judiciary. We then explore why some African countries, but not others, have had female judicial leaders. To prevent private interests from distorting the democratic process, most European countries have implemented public funding schemes to guarantee fair competition among political parties. However, very little research has explored the possibility of institutional corruption in conjunction with state political party funding. Katz and Mair’s cartel party thesis argues state support strengthens ties between political parties and the state at the expense of civil society. Oliveira uses organizational theory to point to institutional corruption as a design problem. The Central Asian energy system (CAES) was built during the Soviet period and designed without concern for what are today national borders. The resource sharing mechanism ensured the security of the CAES—reliable and stable energy supplies to meet the needs of both the people and the economy. This research examines the funding practices of international non-governmental organizations supporting grassroots women's groups in Nicaragua. Specifically, it explores the disconnect between the theoretical ideals and organizational practices of foreign donor agencies and the "on the ground" perspectives of grassroots women's organizations regarding the best use of international development resources in promoting women's rights and empowerment in Nicaragua. South Korea has experienced a sharp demographic transition from a high birthrate of 4.5 children per woman in the 1970s to a low birthrate of around 1.19 in 2013. A low birthrate can lead to big problems for South Korean society.
In response to such a low birthrate, the South Korean government introduced policies to increase the birthrate, such as providing subsidies for daycare costs and the supply of daycare facilities. The South Korean government has spent heavily on these programs. However, the birthrate stays very low. Also, other social and economic factors could affect the birthrate.

From ‘Sots-Romanticism’ To Rom-Com: The Strugatskys’ Monday Begins On Saturday As A Film Comedy, Yvonne Howell

The Strugatskii brothers’ novella Ponedel’nik nachinaetsia v subbotu (Monday Begins on Saturday; 1965) imagines bright young scientists working at the cutting edge between quantum physics and folktale sorcery in a setting that was undeniably contemporary and local. I argue that the story can be best understood as ‘soc(ialist) romanticism’ – an aesthetic mode that celebrates the possibilities for individual questing and agency in late Soviet socialism. Konstantin Bromberg’s 1982 adaptation of the Strugatskiis’s story abandons both the romanticism and complexity of the novella, but, by incorporating elements of the‘youth film’, it represents a different kind of Soviet rom-com.

This article examines the consequences of civil war and power-sharing settlements for the development of sectarian networks of mobilization. While power-sharing presents a viable mechanism for ending civil war, it allows the participating militias-turned-parties access to state resources and leaves their population networks and organizations intact. This continuity reduces the militias-turned-parties’ start-up costs for violent mobilization in the future, enabling them to mobilize more effectively than new parties with no combat experience. I exploit rich variation in the wartime legacies and settlement status of the major postwar parties in Lebanon to explain whether and how parties mobilized during the clashes …

This study investigates perceptions of the Liberian Truth and Reconciliation Commission (TRC), particularly focusing on understandings of, and the links between, truth, justice, and reconciliation. Forty-five semi-structured interviews were conducted at three research sites in Liberia. Findings indicate that although most Liberians agreed with the TRC in principle, most of those who followed its proceedings saw major problems in its implementation, harming perceptions of reconciliation. Participants expressed concerns that the Commission had failed to discover the full truth of wartime abuses, that the truth that was discovered was not told in the right way, and that there had been problems …

Adherence to and observance of international law in Singapore foreign policy is well-known. Affirmation of the demands of international law has been a key feature of various foreign policy statements. This is unsurprising. Small states, in particular, benefit from a rule-based and rule of law-based international order. Korea Fair Trade Commission (KFTC) is in charge of competition and consumer protection policies in South Korea. Of these policies, the cartel leniency program is the most powerful enforcement tool to regulate cartel activities which expropriate consumer surplus and create social welfare deadweight loss. The cartel leniency program grants exemptions or reductions in penalties to firms involved in the cartel activities when they cooperate with the cartel investigation of a competition authority. The Korea cartel leniency program was first adopted in 1997 and considerably revised in 2004.

This paper will compare and contrast the personal characteristics among individuals who were born in Middle Eastern countries and have committed violent acts of terror in the name of Salafi Jihadism against Western countries. First, a review of the current literature on the pre-conditions for Salafi-jihadist radicalization and activism in general will be conducted. Next, the study will focus on those issues most salient to the Middle East. Current approaches to vulnerability assessment for disaster-risk reduction (DRR) commonly apply generalised, a priori determinants of vulnerability to particular hazards in particular places. Although they may allow for policy-level legibility at high levels of spatial scale, these approaches suffer from attribution problems that become more acute as the level of analysis is localised and the population under investigation experiences greater vulnerability. Ghana is considered an oasis of peace despite having the same mix of ethno-political competitions for state power and resources; north-south horizontal inequalities; ethno-regional concentrations of Christians and Muslims; highly ethnicised elections; a natural resource dependent economy; and a politically polarized public sphere, among others, that have plunged other countries in Africa into violent and often protracted national conflicts. Use of the conflict paradigm to explain Africa's conflicts glosses over positive deviance cases such as Ghana. The productivity of Trinidad and Tobago's public sector workplaces is related to their absorptive capacity for technological adoption. Guided by the technology acceptance model, which suggests that individuals' and institutions' use of technology increases in relation to perceived ease of use and apparent value, this case study explored how Trinidad and Tobago used information and communications technology from 2001 - 2010 to improve public sector workplace productivity.
